UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION TERMS OF REFERENCES PROVISION OF SERVICES FOR THE ORGANISATION OF A STUDY TOUR TO THE NETHERLANDS February 2020 Project number : 130194 Project title : Technical Assistance to the process of implementing industrial platforms in the different poles targeted by the Western Growth Poles Project (PDPC) in the Kongo Central. Country : Democratic Republic of Congo 1. CONTEXT AND JUSTIFICATION OF THE STUDY TOUR The Government of the Democratic Republic of the Congo requested and obtained from the World Bank resources for the financing of a Development Poles Project. The objective of this project is to increase productivity and employment in the value chains of sectors selected in targeted geographical areas. It covers the period from 2013 to 2018, and is expected to generate about 11,000 jobs, increase the revenue of nearly 50,000 farmers, to make at least 10 large companies and 30 SMEs benefit from the advantage of secured and maintained industrial land in the Special Economic Area of Maluku. The project includes four components, namely: (i) the development of agricultural value chains in Kongo Central; (ii) the implementation of the Special Economic Area of Maluku; (iii) the proactive business development and (iv) support for coordination, control, communication and impact assessment. The objective of the first component on the development of agricultural value chains in Kongo Central is to increase productivity and employment in the value chains of selected sectors in targeted geographical areas. It consists on strengthening farming supply capacities on three value chains, and helping implementing rural infrastructure by the rehabilitation of around 500 kilometers of rural roads and maintenance of the rural road network, the sustainable management of the maintenance of the roads along corridors, and the provision of electric power and water for the food industry. As far as the establishment of rural production infrastructures is concerned, the project will support the construction and equipment of technical centers offering services intrinsically in the transformation of agricultural products from the three main sectors and other diversified carrier sectors, with hangars and parking facilities. The project is also expected to support the construction 1 and equipment of “artisanal workshops” essential for industrial platforms supply in raw and semi- processed products from agricultural SMEs and agricultural cooperatives structured from farmers’ organizations. It is clear that the transformation function is essential to provide an incentive to farmers’ production and the operation of the activities of the agribusiness operators. Consultations with agribusiness companies in the targeted sectors have demonstrated the need for an oil palm pre-treatment factory in Tshela and Lukula with a final product acidity rate between 3-4%, rice paddy processing facility in Kimpese with an ideal level of humidity reduced between 12-14% and a cassava chips processing facility with a moisture rate under 15%. Regarding particularly the cassava sector, it comes to industrialize it in order to promote this culture and its derivatives. The United Nations Industrial Development Organization(UNIDO), plays the role of a technical assistance for the establishment of the implementation process of three agribusiness platforms in Kimpese, Lukula and Tshela, in the Kongo Central. UNIDO has initiated a study to capitalize on good practices relating to the development of the special economic areas according to a model of public- private partnership (PPP), also addressing the various sectors targeted under the PDPC. It is in this context that UNIDO proposes a study tour in support of representatives of the Congolese authorities, involved in the design/implementation of agricultural/agro industrial development programmes. As the world's second largest exporter of agro-food products, the Netherlands are chosen as a development model. This sector has been marked by great progress in terms of modernization and diversification. The Dutch government is moving towards sustainable development in search of a better balance between people, planet and profit, notably through the conceptualization of agropark and food clusters. 2. OBJECTIVE OF THE STUDY TOUR The study tour aims to strengthen the capacity of the Congolese delegation through an immersion process involving: • Theoretical presentations on the conceptualization, design, development, operation and management of agro-parks; • Site visits ( existing agro-parks, the university of Wageningen and industrial plants); • Experience sharing with agro park experts. 3. SCOPE OF SUPPLY In order to achieve the study tour objective, a contractor is requested to: • Mobilize the required expertise and arrangements ( presentation material and meeting room) to present the experience of the Netherlands in terms of : (i) Presentations on the conceptualization, design and development stages of Agro parks which involves the preparation of feasibility studies, environment and social impact assessments and engineering design as well as the operation and management of the agro-parks. (ii) Presentations of the different Agro parks Models existing in the Netherlands, highlighting their purposes, specific development models, institutional framework, Infrastructure and logistics, organization and Management, highlighting their comparative advantages. The content should include: 2 Characteristics of the agro- parks Content a. Institutional • The legal and institutional framework needed for the proper Framework functioning of such integrated platform of markets; • The institutional model and its impact on the development of a contractual peasant agriculture; • The management mode of the system as a public private partnership. b. Infrastructure and • Products collection, bundling, transformation, markets logistics Infrastructures and collection, transportation, marketing and distribution logistics. c. Organization and • Human, physical capacity and service quality necessary to the comparative development and good functioning of this platform; advantages • The comparative advantages of a wholesale market for the competitiveness of agricultural products; • The market promotion d. Platform management • Partnerships established in agroparks management; • The partnership model between producers networks (SMEs, cooperatives), and platforms; • The internal cooperation links in partners cooperative groups of agroparks; • The management system of information flow in the platform; • Efficient billing mode in such competitive organization of SMEs; • The client portfolio management and payment incidents. • Organize site visits to at least 3 existing agro parks in the Netherlands including a food cluster, an innovation park and agro-processing park to showcase the existing infrastructure and operation and management models. These visits should be carried out with the assistance of experts from the contractor. The delegates must be able to have an experience sharing exchange with experts representing each different agro-parks, which will be visited. • Organize a visit to the University of Wageningen in order to showcase the research and development facilities as well as their experience in terms of design and development of agro- parks. • Organize visits to at least 3 agro-processing plants which showcase the transformation of raw material into high value products, incorporating the optimal use of natural resources (water, energy, agriculture inputs). • Provide a French translation during the study tour as well as a French version of all documents and presentations handed over to the delegates. • Organize the logistics to Amsterdam from the DRC : i. VISA APPLICATION: Completion of all necessary application procedures and coordination with relevant authorities regarding the issuance of visas for ELEVEN (11) delegates from the DRC ii. FLIGHTS: IATA standard, UNIDO approved return air tickets for eleven (09) delegate from Kinshasa airport to Amsterdam airport. This is the most direct and economic route. iii. FLIGHTS: IATA standard, UNIDO approved return air tickets for TWO (2) delegate from Kinshasa airport to Amsterdam airport. This is the most direct and business class route. iv. TRANSPORTATION: Pre-booked transportation for ELEVEN (11) delegates from and to the Amsterdam airport to the hotel. Please indicate type and model of vehicle. The vehicle must 3 be clean, serviced (functioning air conditioning) and in a good working condition. The vehicle must be capable of the handling the required road conditions. v. STUDY-TOUR TRANSPORTATION: Pre-booked transportation (which includes a dedicated driver) is required to transport in total ELEVEN (11) delegates to each destination of the study- tour in the Netherlands in accordance with the proposed travel itinerary. The driver should also be available for possible cultural site or leisure visits if requested. Please indicate type and model of vehicle. The vehicle must be clean, serviced (functioning air conditioning) and in a good working condition. vi. STUDY TOUR ACCOMODATION: Pre-booking of all accommodations required during the study tour which should not exceed 50% of the total daily subsistence allowance (103 Euros) per day. vii. TRAVEL INSURANCE: Travel insurance for each delegate covering the journey to and from home location in the DRC and for the duration of their entire stay in the Netherlands (7 days in total).
