Let Her Finish: Gender, Sexism, and Deliberative Participation In Australian Senate Estimates Hearings (2006-2015) Joanna Richards School of Government and Policy Faculty of Business, Government and Law University of Canberra ABSTRACT In 2016, Australia ranks 54th in the world for representation of women in Parliament, with women accounting for only 29% of the House of Representatives, and 39% of the Senate. This inevitably inspires discussion about women in parliament, quotas, and leadership styles. Given the wealth of research which suggests that equal representation does not necessarily guarantee equal treatment, this study focuses on Authoritative representation. That is, the space in between winning a seat and making a difference where components of communication and interaction affect the authority of a speaker.This study combines a Discourse Analysis of the official Hansard transcripts from the Senate Estimates Committee hearings, selected over a 10 year period between 2006 and 2015, with a linguistic ethnography of the Australian Senate to complement results with context. Results show that although female senators and witnesses are certainly in the room, they do not have the same capacity as their male counterparts. Both the access and effectiveness of women in the Senate is limited; not only are they given proportionally less time to speak, but interruption, gate keeping tactics, and the designation of questions significantly different in nature to those directed at men all work to limit female participation in the political domain. As witnesses, empirical measures showed that female testimony was often undermined by senators. Results also showed that female senators and witnesses occasionally adopted masculine styles of communication in an attempt to increase effectiveness in the Senate.

NORBERGER (Joondalup) [6.29 pm]: Madam Deputy Speaker, it is an honour to deliver my first speech to the Legislative Assembly of Western Australia tonight. I begin by congratulating you on your appointment to the position of Deputy Speaker of the house and I also congratulate all those who were elected or re-elected on 9 March. To be afforded the privilege of representing the people of Joondalup, such a diverse and progressive electorate, is humbling to say the least, and I sincerely thank the people of the electorate of Joondalup for their faith in me to be our community spokesperson in this Parliament. I may at this point also acknowledge my predecessor, Mr Tony O’Gorman, who served the community of Joondalup for over 12 years. Whilst we may have differed in our vision for Joondalup’s future, there is no denying that Mr O’Gorman cared greatly for our community and its many establishments. I wish him and his family all the very best for the future. The electorate of Joondalup covers approximately 30 square kilometres, taking in the suburbs of Craigie, Beldon, Heathridge, Edgewater, Connolly, Joondalup CBD, Joondalup and parts of Currambine. The electorate is bounded by Whitfords Avenue along the south, Marmion Avenue along the west and Mitchell Freeway and beautiful Lake Joondalup along the east. The northern boundary is a combination of Moore Drive and Burns Beach Road.

METROPOLITAN REGION SCHEME AMENDMENT 1153/41 Statement by Leader of the House HON NORMAN MOORE (Mining and Pastoral — Leader of the House) [4.02 pm]: I would like to make a statement on behalf of the Minister for Child Protection representing the Minister for Planning. I present today for tabling metropolitan region scheme amendment 1153/41, which will facilitate the residential development of approximately 127 hectares of land in Caversham. The Department of Planning and Infrastructure and the City of Swan have been working in partnership to coordinate and achieve subregional planning for the Swan urban growth corridor. This amendment consolidates rather than extends the urban zone in this north east corridor, and a number of investigations have been undertaken in support of the amendment. It is proposed that development of the site will follow new urbanism principles of walkability and sustainability.
