The Locusts' Destruction Ordinance, No. 4 of 1932, which was published as a Bill in Official Gazette, No. 297, of the 16th December, 1931 (pages 940-942), has been enacted in the form in which it was so published, subject to the following amendments, and was signed by the High Commissioner on the 15th January, 1932.

IN EXERCISE of the powers vested in him by Section 3 (2) of the Urban Property Tax Ordinances, 1928-1929, the High Commissioner in Executive Council has varied the boundary of the Urban Area of Jerusalem, which was referred to in the Order dated 28th July, 1928, appearing in Official Gazette No. 216, dated 1st August, 1928, and the Urban Area of Jerusalem for the purpose of the Ordinances shall now be the area comprised and outlined in red on the Survey Department map of Jerusalem and environs on the 1/10,000 scale. Copies of the map and of a schedule giving the full description of the varied boundaries of the said area signed by the Commissioner of Lands are exhibited at the District Offices, Jerusalem, the Land Registry, Jerusalem, the Jerusalem Municipal Office, and the Office of the Commissioner of Lands, Jerusalem, and are open for inspection by any member of the public at any of those places between the hours of 10 a.m. and noon.

The High Commissioner has declared that the Urban Property Tax Ordinances, 1928-1929, shall apply to the area comprised within the aforesaid varied boundary as if it had been comprised in an Order made under Section 3 (1) of the Ordinances and that in place of the House and Land Tax payable at the date hereof, there shall be payable annually from the 1st day of April, 1932, by the reputed owners of house property and land within such area a tax which shall be assessed and paid in accordance with the provisions of the said Ordinances. 1. These Rules may be cited as the Rabies (Amendment No. 2) Rules, 1931.

(85) ROAD TRANSPORT ORDINANCE, 1929

REGULATIONS

IN EXERCISE of the powers vested in him by Section 14 of the Road Transport Ordinance, 1929, the High Commissioner hereby varies as follows the Regulations made under the Road Transport Ordinance, 1929, published in the Gazette Extraordinary of the 5th May, 1931.

GENERAL

1. The following shall be added to Regulation 2: — "Municipal Area" shall include "Local Council Area".

PART I. 2. Regulation 1 (i) is cancelled and the following js substituted therefor: —

"1 (i). Every motor vehicle shall carry a deep sounding horn of a type approved by the Local Licensing Authority for the purpose of giving audible warning".

3. In Regulation 2 the word "bulb" shall be omitted.

PART III. 4. Regulation 8 is cancelled and the following is substituted therefor:

"No vehicle registered on or after the 1st March, 1932, shall be allowed to travel on any road unless the lights prescribed for that type of vehicle indicate the width of the vehicle".

PART V. SECTION (2).

5. The following proviso shall be added to Regulation 6:— 54 OFFICIAL GAZETTE 46th January, 1932

"Provided that, subject to the permission of the Local Licensing Authority, vehicles, when engaged in running between villages and small colonies only, shall be allowed to carry both passengers and their personal baggage together with other goods; and provided further that, when so engaged, such vehicles shall be fitted with a movable partition so arranged as to separate such passengers and their personal baggage from such other goods".

PART XI. 6. The following shall be added to Regulation 1 as paragraph (f) thereof:

"(/) Public vehicles licensed under the proviso to Part V., Section (2), Regulation 6:—LP. 6 per annum".

1. Cesspits within the Area of the Local Council of Tel Aviv shall not be opened, voided or otherwise tampered with, save by the servants or agents of the Council; provided that the Council may issue a written permit to other persons to carry out any of the abovementioned works, subject to the following conditions:—

(a) The licensee shall supply and maintain in good working order an adequate number of sludge carts and hand pumps or mechanical pumps of a'pattern approved by the Council and the Medical Officer of the Department of Health.

(b) The emptying of cesspits or septic tanks shall be carried out during such hours as may be prescribed by the Township.

(c) The sewage shall be deposited in such places and under such conditions as shall be approved by the Health Authority.

(d) The licensee shall obtain a certificate from the householder or house- owner concerned that the work has been satisfactorily performed.

2. The fee leviable for the cleansing of cesspits shall be:— 300 mils for every cubic metre of liquid contents; 400 mils for every cubic metre of solid contents; provided that the Council may in any special case authorise the charge of a lower fee.

3. The Council may levy a fee of 250 mils for every special permit granted in accordance with paragraph 1 hereof.

4. Any person opening or voiding or otherwise tampering with a cesspit either himself or by engaging workmen or otherwise in contravention of the conditions mentioned in the foregoing paragraphs or not complying with the conditions mentioned in the foregoing paragraphs or not complying with the conditions laid down in the permit granted as above, shall be liable to the penalties prescribed in Article 257 of the Ottoman Penal Code.

5. Byelaw No. 20, dated the 7th May, 1928, and published by Municipal Notice No. 8, is hereby repealed.
