Due to heavy rain that had already fallen over the preceding days and more predicted for Bank Holiday Monday, this cup encounter was called off just after midday on Sunday. With the Bank Holiday forecast threatening to bring a version of Poland;s ;Wet Monday; to most of the country the decision was made to call off proceedings with a day to spare. At the time of going to press no re-staging date had been arranged. The Rockets made an assured start but there were signs that with track specialist Michael Palm-Toft once more showing his liking for the tight Hoddesdon bends and Hans Andersen certainly looking up for the task Leicester could push the home side all the way. The Lions will certainly hope for more from Martin Vaculik and Krystian Pieszczek when they return to East Hertfordshire. The pair both looked off the pace in their British League debuts. In contrast Aaron Summers made the most of his first Rockets appearance powering from the start to win heat 1 while it seemed Edward Kennett had never been away the former club captain returning the fastest time of the night in Heat 3. There are already signs that Kennett’s partnership with Krzysztof Kasprzak who remained unbeaten in his two races could prove a vital part of the Rockets armoury. Unfortunately the deteriorating conditions dictated there was little racing of note an increasingly greasy surface and poor visibility causing problems in the last few races. Jacob Thorssell returned from the serious back injury he sustained at the end of 2017 with a five-ride maximum, and he partnered Kyle Howarth to four of Wolves' six 5-1s, as the Manchester man racked up an impressive paid 15. Wolves started in the best possible fashion, with Howarth slipping inside Aaron Summers entering the third turn and Thorssell joined him at the front. Rockets seemed set for a 5-1 in Heat 2 until Max Clegg slid off on the first turn at the start of lap three, as the Wolves pairing challenged him on the inside. It was Heat 5 before the visitors registered a heat advantage. Rory Schlein passed Summers and chased after Chris Harris, but the former GP winner took the flag. Although Rye had three different race winners, they lacked top end strength, while reserves Stuart Robson and Clegg suffered a string of misfortune. Ashley Morris certainly enjoyed his return to Wolves' colours, claiming the scalps of Scott Nicholls and Krzysztof Kasprzak in his paid nine. He held off a determined challenge from the former British Champion in Heat 4, joining Sam Masters for a 5-1, and then took the flag in Heat 12 to defeat the former World No.2. Wolves finished with two 4-2s and two 5-1s in the last four heats. The race of the night was arguably Heat 15. Edward Kennett was excluded after falling on the third turn under pressure from an inside challenge from Howarth. In the re-run, Nicolls rode the young Wolves man wide in a robust first lap, but Howarth wasn't to be denied and he and Thorsell both charged under the visitor off the last bend of lap three to seal Wolves' emphatic win. Specifically this report sets out: (a) the original arrangements the Council entered into with Belle Vue Arena Limited to underpin their occupancy at the stadium; (b) the actions taken by the Council to remedy the track failures which arose on the 19th March 2016; (c) the circumstances which contributed to Belle Vue (BV) Arena Ltd and Belle Vue Speedway Ltd going into administration; (d) the British Speedway Promoters Association decision to revoke the Promoters Licences of the owners of Belle Vue Speedway Limited; and (e) the arrangements, following detailed consultation with the Belle Vue Speedway Association (BSPA), which the Council has now entered into to support the occupancy of the new ownership of the Belle Vue Aces Franchise at the National Speedway Stadium to ensure the future of the historic Aces club. Finally, the report sets out the financial and other implications for the City Council in terms of dealing with the chain of events set out in this report.
