Next regularly scheduled meeting of the Board is May 6, 2020. FB Livestream recording of committee meetings available at: https://www.facebook.com/LACCD 6 Districtwide Virtual Commencement Task Force has been actively meeting to formulate recommendations due to the Chancellor by May 1—“Save the Date” reminder to be issued this week 7 The City of Los Angeles’ Angeleno Card program could be re-opened soon after a reported $5 million gift by the government of Qatar to the Mayor’s Fund. The site currently shows the program is closed as of 4/26 https://hcidla.lacity.org/family-source-centers More than 450,000 applications were received when first opened; approximately 200,000 were actually from Los Angeles residents and there was only enough funding for about 15,000 applicants. County totals 18,517 positive cases; 848 deaths All LACCD figures come from independent, self-reported sources to LACCD EOC from faculty, students and staff. No cases officially verified by Los Angeles County Department of Public Health Public Health as of April 24, announced Los Angeles County has 18,517 positive COVID-19 cases and 848 deaths COMMAND EOC DIR EOC DIRECTOR—EOC completed first full week of shift change staffing and transition PIO to have Shift A and Shift B teams, Monday thru Friday and weekends as needed. SAFETY Emphasis was on internal transitional training and use of internal forms for workflow GOVT. tracking and completion of required ICS forms. Continue working with colleges’ ICCS LIAISON for coordinated scheduling too. LEGAL EOC now also looking ahead at developing plans for recovery plans and will be working with colleges and college ICCs for trigger point activities as part of recovery plans. PUBLIC INFORMATION OFFICER—Working with Chancellor on messaging for mental health; commencement updates; Chancellor reports for Board meeting May 6. Worked with Foundation to create and distribute special newsletter for students about Chromebooks and emails, in addition to news release. Worked with District PIO Team to use Chromebook info in college communications, newsletters and social media platforms. More than 7,200 people reached, organic, with just main FB page post alone. Participated in latest telebriefing April 22 with L.A. County Public Health Dept. Director Dr. Barbara Ferrer. Health officials indicated new guidelines and directives from County Health in about four weeks. Will include scenario/criteria for “best case” reopening in Fall that excludes spectators for sports, lecture halls and cultural activities. Colleges must be able to manage their own institutional testing; ID positive cases; complete close contacts history and have isolation/quarantine capabilities. Eliminate high-risk activities; large gathers; communal dining and previous “college life” activities with low-risk substitutes when re-open, possible in Fall, but most likely Spring 2021. SAFETY OFFICER Also participated in County Health telebriefing. Confirmed County releasing its general criteria countywide to begin relaxing Safer At Home regulations include: 1: hospitals must have capacity to care for normal ill persons and surge capacity for COVID-19 patients; 2: must be able to protect vulnerable populations, including elderly, those with chronic health problems or access to healthcare and homeless; 3: must have capacity to test and isolate/quarantine those that test positive and 4: must have capacity for maximum physical/social distancing in all spaces outside of the home. Working with LASD about possible issues related to May 1 (May Day) marches that traditionally go past both LATTC and District’s Offices. Also working with LASD for on-going security / safety for colleges with increased incidents of trespassing. LEGAL—Assisting with Finance and Planning & Intel on CARES Act financial distribution by colleges; Worked with College Presidents on campus access message to be issued by EOC this week. GOVERNMENT LIAISON—The latest Stimulus Package has been approved and a fifth package is in the works. In the most recent package, $349 billion has been approved for small businesses, $75 billion has been approved for hospitals, and $25 billion was approved for testing. This brings federal funding total to more than $2½ Trillion, compared to $800 Billion approved during the Great Recession about 12 years ago. Continue working with lobbyists; advocacy stakeholders and others for District funding requests. Expect severe re-write for the May Revise Budget from Governor Newsom, State by about May 14. COLLEGE GENERAL SUMMARY: INCIDENT COMMAND College Presidents continue to conduct variety of weekly virtual town halls, Zoom CENTERS AND calls, and/or live social media streams for faculty, students and staff. LIAISONS Trespassing and unauthorized access to college grounds continues to be an issue for many colleges All colleges working on getting Chromebooks from District and working on distributing the same to custodians and other Maintenance & Operations staff for professional development and remote training to begin in May. CITY—Los Angeles City College May 28 is the deadline for all poetry and prose to be submitted to the college’s English / ESL Department for consideration as part of this year’s Citadel publication. https://www.facebook.com/LosAngelesCityCollege/videos/227331248528081/ EAST—East Los Angeles College Drive-thru testing continues to be operated at ELAC by the County, but current contract expires soon and college will be working with County and OGC about possible extension. Working on its own telephone survey with students. HARBOR—Los Angeles Harbor College On April 24, Harbor’s Foundation and the San Pedro Chapter of the NAACP helped distribute $100 food gift cards to students. About 130 of the 200 gift cards were distributed to pre-registered students, the rest will be mailed. Harbor also facilitated a food distribution on the same day sponsored by L.A. City Council member Joe Buscaino, 15th District that drew about 2,500 area families who received about 35 pounds of free groceries. MISSION—Los Angeles Mission College Assisted with advanced draft on recovery plans, shared with EOC. PIERCE—Los Angeles Pierce College Working with EOC and HR for Chromebook distribution to custodian staff for remote professional development and training; Looking at on-going trespassing issues and now brush clearance plans with vegetation overgrowth. SOUTHWEST—Los Angeles Southwest College Planning for one more hot meal distribution for students, 2-4 p.m., Tuesday, April 28 Video coverage of first event on April 21: https://twitter.com/i/status/1252689060881002499 TRADE—Los Angeles Trade-Technical College On April 23, an employee confirmed they tested positive for COVID-19, but had not been on campus since April 8, beyond the 14-day incubation period per health guidelines. Notices were sent to the campus community but no additional closures. VALLEY—Los Angeles Valley College Virtual Town Hall by President Gribbons for LAVC students Monday, April 27, 2020, 1 p.m. at: https://www.youtube.com/watch?v=o3lEuMdTxhw&feature=youtu.be WEST—West Los Angeles College Reopened this past week for essential services only after being closed due to LASD staffing issues for COVID-19. Monitoring progress of pathogens & cleaning training for staff; with five colleges have completed over 80 percent completed; while remaining colleges show about 40 percent to 50 percent completed by M&O staff. PLANNING & Two student surveys remain in play this week: 1) general status of all students and INTEL adapting to the new remote learning environment—wraps up this coming week with more than 9,500 responses (more than 7.5 percent response rate) to date 2) specific needs/wants survey about commencement to 6,500 students who filed petition—with more than 1,500 responding to date in first week alone (23 percent) Restroom inventory for colleges and District facilities completed, shows 95 restrooms throughout District are being actively cleaned/re-cleaned.
