CATANIA (North West Central) [4.02 pm]: I move — That this house calls upon the Labor government to immediately address the shortfall in support for Western Australian small businesses and industries suffering because they are unable to access relief and recovery measures. We have moved this motion today, and I am going to outline the reasons that small businesses, particularly tourism businesses in regional Western Australia, are suffering at the moment due to, obviously, the COVID-19 pandemic and how it has affected everyone from all walks of life. Every which way that we operate in society has been affected. I want to talk about small business. More than 224 000 small businesses operate in Western Australia, employing around 490 000 workers and contributing billions of dollars to the Western Australian economy. There are more than 50 000 small businesses in regional Western Australia. Nearly half the jobs created in Western Australia are created by the small business sector, and small business accounts for half of WA’s private sector industry employment. Small businesses in regional towns and communities support local economies and communities, and that is why we want people to buy local and support our businesses. Before COVID-19, small businesses were faced with a range of challenges. The higher cost of doing business is generally different from region to region, and I will explain the difference between the southern and northern parts of Western Australia.

WOODHAMS (Greenough) [5.20 pm]: It is a great honour to address this Assembly. Peter Watson and I have run a few long races in our lives. Today is probably the longest race I have run. There have been a few false starts, but it is great to be able to get to say what I want to say. I represent the electorate of Greenough. It is a very famous electorate in Western Australia. Its history goes back to the middle of the 19th century. I begin by talking about the electorate and why it is called Greenough. It is named after George Bellas Greenough, who was a president of the Royal Geographical Society of WA. Originally, George Bellas Greenough’s name was just George Bellas. He lost his parents in his early years and was raised by his paternal grandfather, whose last name was Greenough. George Bellas Greenough thus became his name. It is unfortunate that the Attorney General is not in the Legislative Assembly because I would like to thank him for inspiring me by providing some history to this gathering. History is very important when considering politics in Western Australia. The first reference I can find to the seat of Greenough names George Shenton Junior. It is recorded in the parliamentary debates in 1870.

These changes were required after the resignation of two former ministers, Minister for Agriculture and Food and Minister for Transport, Hon Dean Nalder MLA and the Minister for Minister for Local Government, Minister for Community Services, Minister for Seniors and Volunteering, and Minister for Youth, the Hon Tony Simpson MLA. WA Ministerial Arrangements The changes to the WA Ministry are outlined below: The Hon Mark Lewis MLC, Member of the Legislative Council for Mining and Pastoral Region, is the new Minister for Agriculture and Food; The Hon Paul Miles MLA, Member for North Metropolitan Region, is the new Minister for Local Government in addition to his existing role as Minister for Community Services, Minister for Seniors and Volunteering and Minister for Youth; The Hon Bill Marmion MLA, in addition to his role as Minister for State Development and Innovation, adds Transport; The Hon Sean L’Estrange MLA retains the Mines and Petroleum as well as Small Business and adds Finance. McGOWAN (Rockingham — Leader of the Opposition) [4.32 pm]: I move — That this house calls on the Barnett government to guarantee there will be no forced council amalgamations in the metropolitan area or regional WA. This is an opportunity for all members of this house to put on record where they stand on a pressing issue in Western Australia today. This issue will be at the forefront of public attention tomorrow when the government releases its new boundary maps for local governments in metropolitan Perth. Today, prior to that release, members of the house can say whether they support forced amalgamations of councils or whether they oppose them. It is very simple. If local communities are forced to amalgamate without the opportunity for the referendum procedures under the law, it is a forced amalgamation. If local communities are legislated to create a larger local authority, it is a forced amalgamation. It is quite clear and simple. This is an opportunity for members to express their views on metropolitan Perth or regional WA.

I hasten to start by saying that I am not the lead speaker for the opposition. I assure members that 30 minutes will be ample time to speak on the issues I wish to cover today. I observe that this is a general debate so I will comment on some of the issues in the health system, but also touch on some local issues in Kwinana. Obviously this bill is about paying our doctors, nurses, teachers and police and giving the authority to government to seek funds in order to meet its bills. This is a particularly time-driven debate. I note from the comments by the member for Victoria Park that we have but a few days in which to rescue the government from its current fiscal crisis. It is a crisis: it is a crisis that is made by a government that has been the beneficiary of one of the largest revenue streams in the life of any government in Western Australia. However, at the same time the government, despite the fact that it is the recipient of record revenue, is also responsible for destroying the integrity of the books. It has driven up state debt and I believe it will peak at around $40 billion.
