Gradonačelnik Na Temelju Članka 45. Stavka 9. Zakona O Financiranju Prijedlog Predlagač: Gradonačelnik Na temelju članka 45. stavka 9. Zakona o financiranju jedinica lokalne i područne (regionalne) samouprave („Narodne novine“, 117/93, 69/97, 33/00, 73/00, 59/01, 107/01, 117/01, 150/02, 147/03, 132/06, 26/07, 73/08, 25/12, 147/14 i 100/15), točke IV. Naputka o načinu i uvjetima korištenja sredstava od poreza na dohodak namijenjenim za financiranje kapitalnih projekata od interesa za razvoj otoka („Narodne novine“, broj 52/15), članka 49. stavka 1. točke 27. Statuta Grada Korčule („Službeni glasnik Grada Korčule“, broj 6/09, 3/13, 4/13-pročišćeni tekst i 5/14) te članka 68. Poslovnika Gradskog vijeća Grada Korčule („Službeni glasnik Grada Korčule“, broj 7/09, 8/11, 3/13, 4/13-pročišćeni tekst i 1/16), Gradsko vijeće Grada Korčule je na ____ sjednici održanoj dana ____________ 2016. godine donijelo Z A K L J U Č A K o pristupanju sklapanju novog sporazuma o zajedničkom financiranju kapitalnih projekata od interesa za razvoj otoka Korčule i utvrđivanju kapitalnih projekata od interesa za razvoj Grada Korčule 1. Dana 3. siječnja 2002. godine sklopljen je Sporazum o zajedničkom financiranju kapitalnih projekata od interesa za razvoj otoka Korčule broj 09-I-70122/02-19 te I. Dodatak Sporazumu o zajedničkom financiranju kapitalnih projekata od interesa za razvoj otoka Korčule broj 09-I-70122/02-19-D1, od 7. srpnja 2010. godine, između Ministarstva za javne radove, obnovu i graditeljstvo, s jedne strane, i Grada Korčule, Općine Vela Luka, Općine Blato, Općine Smokvica i Općine Lumbarda, s druge strane. 2. Predmetnim Sporazumom utvrđeni su sljedeći kapitalni projekti od interesa za razvoj otoka Korčule, a koji se odnose na Grad Korčulu: - izgradnja, rekonstrukcija i sanacija vodoopskrbnog sustava u Gradu Korčuli i Općinama Lumbarda, Smokvica, Blato i Vela Luka, kojima upravlja NPKL vodovod Korčula i „Vodovod“ Blato - rekonstrukcija sanacija i izgradnja sustava odvodnje otpadnih voda u Gradu Korčuli (Korčula, Žrnovska Banja i Račišće), Općina Lumbarda u Lumbardi, Općina Smokvica (naselje Brna i Smokvica), Općina Blato (naselje Blato, Prižba i Prigradica), Općina Vela Luka (naselje Vela Luka sa pripadajućim uvalama) - sanacija postojećih deponija otpada na otoku Korčuli i izgradnja novog centralnog deponija za sve općine i Grad Korčulu i reciklažnih dvorišta na prostoru Općine Vela Luka - izrada prostorno-planske dokumentacije za Grad Korčulu i Općine Lumbarda, Smokvica, Blato i Vela Luka - izgradnja školske sportske dvorane u Gradu Korčuli - rekonstrukcija „Muzeja Grada Korčule“, zgrade arhiva Grada Korčule, palače Arneri, kino- dvorane - rekonstrukcija, sanacija i izgradnja trajektnog pristaništa Dominče, gradske luke Korčula, luke u Zavalatici, stare rive u Brni u Općini Smokvica, pristanište „Tatinje“ i mjesne rive u Lumbardi, pristanište na otoku Vrniku-Grada Korčule, rive u Prigradici s lukobranom Općina Blato, trajektno pristanište i stara riva u Vela Luci - rekonstrukcija, izgradnja i sanacija nerazvrstanih cesta na otoku Korčuli (obilaznica Vela Luka-Poplat), cesta Gršćica-Vinače Brna, cesta Pupnat-Kneže, cesta Vela Luka-Gradina-Privala, cesta Smokvica-Blaca, cesta Žrnovo-Žrnovska Banja, cesta Žrnovo-Zmija brda-Lumbarda, obilaznica Lumbarde, izgradnja centralnog parkirališta u Gradu Korčuli, istočna i zapadna zaobilaznica Korčule, cesta Gršćica-Karbuni, parkiralište u Brni - izgradnja infrastrukture u gospodarskim zonama u Gradu Korčuli, općinama Vela Luci, Lumbardi Smokvici i Blatu - ulaganje u objekte i opremu za potrebe protupožarne zaštite-nabava vozila - zatvoreni plivački bazen sa infrastrukturom u Gradu Korčuli - izrada projektne dokumentacije za značajne projekte Grada Korčule - uređenje objekta Liburna. 3. Pristupit će se sklapanju novog sporazuma s Ministarstvom regionalnog razvoja i fondova Europske unije o zajedničkom financiranju kapitalnih projekata od interesa za razvoj otoka zajedno s ostalim otočkim općinama, te se u okviru utvrđivanja kapitalnih projekata od interesa za razvoj otoka Korčule, a koji se odnose na Grad Korčulu, utvrđuju sljedeći kapitalni projekti koji se planiraju financirati iz sredstava ustupljenih iz poreza na dohodak: 1) izgradnja, rekonstrukcija i sanacija vodoopskrbnog sustava u Gradu Korčuli kojima upravlja NPKLM vodovod d.o.o. Korčula, 2) izgradnja, rekonstrukcija i sanacija sustava javne odvodnje otpadnih voda na području Grada Korčule, 3) sanacija deponija komunalnog otpada „Kokojevica“, 4) izgradnja i rekonstrukcija reciklažnog dvorišta na prostoru Grada Korčule, 5) izrada prostorno-planske dokumentacije za Grad Korčulu, 6) izgradnja, rekonstrukcija i sanacija školske sportske dvorane u Korčuli, 7) rekonstrukcija i sanacija zgrade Gradskog muzeja (palača Gabriellis), zgrade arhiva Grada Korčule, palače Arneri, 8) rekonstrukcija, sanacija te opremanje zgrada domova kulture na području Grada Korčule (Korčula, Žrnovo, Pupnat, Čara), 9) rekonstrukcija, sanacija te opremanje zgrada u kojima su smješteni objekti Dječjeg vrtića Korčula (Korčula, Žrnovo, Pupnat, Račišće, Čara), 10) izgradnja, rekonstrukcija, sanacija i opremanje kuće Marka Pola-muzej Marka Pola u Korčuli, 11) izgradnja, rekonstrukcija i sanacija gradske lučice u Korčuli, luke u Zavalatici, pristaništa na otoku Vrniku, obale u Račišću, Knežama i Žrnovskoj Banji, rive u Sv. Nikoli u Korčuli, 12) izgradnja, rekonstrukcija i sanacija nerazvrstanih cesta na području Grada Korčule (cesta Pupnat -Kneže, cesta Žrnovo-Žrnovska Banja, cesta Žrnovo-Zmija brdo-Lumbarda, rekonstrukcija centralnog parkirališta u gradu Korčuli, cesta Dječji vrtić Korčula – Novi puti (ulica Pod Foretcom) u Korčuli, parkiralište na D118 Korčula-Vela Luka u Zagradcu u Korčuli, cesta prema športskoj zoni na Sv. Antunu u Korčuli, Šetalište Tina Ujevića sa spojem D118 u Korčuli, završetak „rotora“ i pristupnih cesta pored groblja Sv. Luke u Korčuli, nerazvrstane ceste (ulice) unutar građevinskog područja naselja, nerazvrstane ceste prema dijelu naselja: Rasohatica u Žrnovu, Pupnatska Luka u Pupnatu, Zavalatica, Babina, Velika i Mala Rasoha u Čari, nerazvrstane ceste prema turističkim uvalama: Orlanduša u Žrnovu, Vaja i Samograd u Račišću, Bačva, Ripna i Smokovina u Pupnatu, Žitna, Ćavića vala u Čari, nerazvrstana cesta Brdo-Kočje, Marmontov put, nerazvrstana cesta: od ceste za Kneže do ceste prema groblju u Pupnatu), 13) izgradnja, rekonstrukcija i sanacija komunalne infrastrukture te izgradnja i opremanje u gospodarskim zonama u Gradu Korčuli, 14) ulaganje u objekte i opremu za potrebe protupožarne zaštite, 15) sanacija i opremanje zatvorenog bazena „Gojko Arneri“ sa infrastrukturom u Korčuli, 16) izrada projektne dokumentacije za značajne projekte Grada Korčule, 17) rekonstrukcija i sanacija objekta „Liburna“ (čest. zgr. 961) u Korčuli, 18) kupnja, rekonstrukcija i sanacija ex hotela Mediteran u Račišću (čest. zgr. 462), 19) otkup zemljišta za Gradske projekte, 20) rekonstrukcija i sanacija gradskih kula i stare gradske jezgre grada Korčule, 21) modernizacija i širenje javne rasvjete na području Grada Korčule, 22) projektiranje i izgradnja akcentne javne rasvjete stare gradske jezgre grada Korčule, 23) izgradnja, rekonstrukcija i sanacija Gradskih garaža i parkinga, 24) izgradnja, rekonstrukcija i održavanje dječjih igrališta i sportske infrastrukture na području Grada Korčule, 25) održavanje i opremanje komunalne infrastrukture Grada Korčule, 26) rekonstrukcija i opremanje gradske tržnice-Rotonda u Korčuli 4. Ovlašćuje se gradonačelnik za poduzimanje svih potrebnih radnji i sklapanje odgovarajućeg sporazuma s nadležnim Ministarstvom. 5. Ovlašćuje se gradonačelnik za potpisivanje posebnih ugovora o realizaciji kapitalnih projekata definiranim budućim sporazumom o zajedničkom financiranju kapitalnih projekata od interesa za razvoj otoka Korčule. 6. Stupanjem na snagu ovog Zaključka prestaje važiti Zaključak o pristupanju izmjeni Sporazuma o zajedničkom financiranju kapitalnih projekata od interesa za razvoj otoka Korčule od 21. srpnja 2015. („Službeni glasnik Grada Korčule“, br. 6/15). 7. Ovaj Zaključak stupa na snagu danom donošenja, a objavit će se u „Službenom glasniku Grada Korčule“.
