Yes, I think that it probably was, although the 2002 album Heathen gives it a run for its money, but with the benefit of hindsight, it still lacked the hallmarks of a classic David Bowie album, mainly because it didn't break new ground. With the possible exception of Lodger which was basically bollocks, IMHO, each of these albums not only broke new ground, but was a significant advance upon the one that came before it.
