FADU President Message

The Portuguese University Sports Federation (FADU), was founded by the Portuguese Students Unions on 2nd March, 1990. FADU is an active FISU member association and we sincerely believe that through the organization of Interna- tional University Sport events, FADU and FISU are giving new impetus and opportunities to the continuous develop- ment of University Sports in our country.

The success of hosting five FISU events since 1996 was recognized by the hosts: Universities of Algarve, Minho, Beira Interior and Lisbon, have had an important moment to enlarge the promotion of the Academic and Sport values mes- sage. By hosting such International events, Portuguese Universities sport services and student unions are ―forced‖ to develop specific plans, strategies and programs in order to accomplish pre-defined goals.

University of Minho and its Student Union (AAUM), are an excellent example of positive cooperation and team work in what concerns university student sport. Since the mid nineties, University of Minho and the Student Union, became one of the most active institutions in the FADU plan of activities, by participation and organization of sporting and edu- cational events.

After the big success of the Futsal World University Championship ’98 and the World University Badminton Championship’2008, and the tremendous pos-event impact in the region and country, I am totally convinced that 2012 World University Chess and Bridge Championships will be a fantastic opportunity for the overall development of Portuguese Chess and Bridge.

Introduction

In a recent survey done by the World Economic Forum, was placed as the 17th most competitive touristic destination and the 18th most sought location. This study focused its hospitality, number of world heritage sites, its international fairs and also sports events as being invaluable attraction factors to foreigners.

At another level, Portugal will have the distinct honour to bid its sixth and seventh World University Championship after 1996 Cross country (Açoteias), 1998 Futsal (Braga), 2000 Handball (Covilhã/Guarda), 2008 Badminton (Braga) and 2010 Rugby Sevens ().

In October 2006, During its presidency of the European Union, the Portuguese government submitted under transitional ar- rangements, the appointment of Guimaraes European Capital of Culture 2012; In December 2007, Portugal submitted the application of Guimarães to the European Panel Selection of European Capitals of Culture; In December 5th 2009, The Euro- pean Council of Ministers of Culture appoint Guimarães as a European capital of culture 2012.

The strategic objectives of Guimarães 2012 European Capital of Culture are the following:  Social Regeneration  Economic Regeneration  Urban Regeneration

It will be the first time Chess and Bridge could be hosted in Portugal under the auspices of the International University Sports Federation (FISU), at the same period and place, it will constitute a landmark as it will be the third World University Champi- onships hosted by the University of Minho – widely recognised by its pairs and all athletes and officials present at previous sporting events for its high quality event hosting skills.

The city of Guimarães and the region of Minho are of strong sports roots. Throughout all levels of school and federation com- petitions, athletes from this region – and from the city of Guimarães in particular – have excelled, year after year, at the high- est levels.

University of Minho will implement with FADU, Portuguese Chess Federation and Portuguese Bridge Federation, a long term development programme, transversal to the education and sports sector, in order to boost the interest in Chess and Bridge across the country. This programme involves the above mentioned institutions and the Ministry of Education, cabinet of the Secretary of State for Youth and Sports.

It is therefore with great honour that we present our bid for FISU XII World University Chess Championship and FISU VI World University Bridge Championship 2012 – Guimarães, Portugal.

Portugal

―Portugal is among the top ten most peaceful countries in the world‖

Portugal is a country on the Iberian Peninsula, located in south-western Europe. It is the westernmost country of mainland Europe and is bordered by the Atlantic Ocean to the west and south and by to the north and east. The Atlantic archi- pelagos of the Azores and Madeira are also part of Portugal.

The land within the borders of today's Portuguese Republic has been continuously settled since prehistoric times. Some of the earliest civilizations include Lusitanians and Celtic societies. Incorporation into the Roman Republic dominions took place in the 2nd century BC. The region was ruled and colonized by Germanic peoples from the 5th to the 8th century. The Muslim Moors arrived in the early 8th century and conquered the Christian Germanic kingdoms, eventually occupying most of the Iberian Peninsula. In the early 1100s, during the Christian Reconquer, Portugal appeared as a kingdom independent of its neighbour, the Kingdom of León and . In a little over a century, in 1249, Portugal would establish almost its entire mod- ern-day borders by conquering territory from the Moors. During the 15th and 16th centuries, with a global empire that included possessions in Africa, Asia and South America, Portu- gal was one of the world's major economic, political, and cultural powers. After the Portuguese Colonial War and the Carna- tion Revolution coup d'état in 1974, the ruling regime was deposed in Lisbon and the country handed over its last overseas provinces in Africa.

Portugal is a developed country, has a high Human Development Index and is among the world's 20 highest rated countries in terms of quality of life, although having the lowest GDP per capita of Western European countries. It is a member of the Euro- pean Union (since 1986) and the United Nations (since 1955); as well as a founding member of the Organisation for Eco- nomic Co-operation and Development (OECD), North Atlantic Treaty Organization, Community of Coun- tries (CPLP), and the European Union's Eurozone. Portugal is also a Schengen state. According to the Global Peace Index, Portugal is among the top ten most peaceful countries in the world.

Minho

―Historical province of northern Portugal‖

Minho is a historical province of northern Portugal officially established as in 1936. It is consisted of 23 municipalities, with its capital in the city of Braga. Today, the area includes the districts of Braga and Viana do Castelo. Although without any admin- istrative power, the region is very common in vocabulary referring to the region and specific area.

The region is limited to the north and northwest by Galiza, Spain (provinces of Pontevedra and , respectively), east by Trás-os-Montes e Alto , south with Douro Litoral and west by the Atlantic Ocean.

Guimarães

―Birth city of the Portuguese nation‖

Guimarães is the second biggest city in the District of Braga, with a population of approximately 52.000 inhabitants, in an area of 23.5km². The surrounding area of 240 km² has little over 160.000 inhabitants. In the context of development and mobility political sub-regions, the city belongs to the Greater Minho Metropolitan Area, made up of 13 municipalities.

Guimarães’ image is strongly made by its historic city centre that was recently restored and qualified as World Heritage by UNESCO in 2001. In more recent times, many voices have risen defending the classification of one of the city’s cultural fes- tivities known as Festas Nicolinas as Oral and Immaterial Humanity Patrimony.

The city is historically associated to the foundation of the Portuguese nationality and identity. Guimarães (amongst other towns) preceded and prepared the foundation of Portugal, being therefore known as the ―birth city of the Portuguese nation‖. In 1128 various political and military events occurred here, eventually leading to the origin of a new country. For this reason, it is written on one of the ancient city’s walls ―Here Portugal was born‖. This site is a historic and cultural reference for its inhabitants and visitors.

Concerning sports, the city has been very active in the construction and requalification of sports and leisure spaces seeking to improve the quality of living level of its inhabitants as well as diversify the city’s image.

The city’s Sports Park, that includes the municipal swimming pools, athletics track, cycling path and also the Multiusos Sports Hall, all within a natural and relaxed environment, are managed by the municipal company Tempo Livre.

Guimarães will be the European Capital of Culture in 2012, and the XII WUC Chess and VI WUC Bridge can contribute to en- rich the official program of the festivities.

FADU

―One of the largest Portuguese national sport federations‖

The Portuguese National University Sport Federation – FADU – was founded in 1990. It is a sport federation with Public Use status since 1995 and is a member of FISU, the international university sport governing body.

FADU began its international participations at the 1991 Sheffield Universiade (Great Britain) and one year later it participated in the World University Futsal Championships in Malaga (Spain). 1993 was a year of particular importance for FADU since it was officially recognized as a FISU member and took part in the Buffalo Universiade (USA). Since then, it has participated in every Summer Universiade.

FADU has developed and grown into one of the largest national sport federations. At present, it is also responsible for national competitions in more than 20 sports involving over 5000 athletes. It also supervises the National Finals stage and has organ- ized a number of international sporting events such as 1996 WUC Cross Country (Açoteias), the 1998 WUC Futsal (Braga), the 2000 WUC Chess (Covilhã/Guarda), the 2004 EUC Volleyball (Braga) and FISU Forum (Lisbon), the 2006 EUC Badmin- ton (Lisbon), the 2006 EUC Basketball (Guimarães), the 2008 WUC Badminton (Braga), the 1st EUC Golf in 2009 (Lagoa) and the EUC Taekwondo 2009 (Braga). In 2010 it will supervise the WUC Rugby 7 (Porto) and the EUC Tennis (Coimbra).

FADU has Public Interest status that confers to it public rights and responsibilities at the University sports level. FADU is mem- ber of Portuguese National Olympic Committee and Portuguese Confederation of Sports. In 1999, when the European Univer- sity Sport Association (EUSA) was created, FADU was one of the founding members. FADU annual plan of activities involves more than 10.000 students in 86 events.

University of Minho

―Acquiring knowledge and experience‖

University of Minho, founded in 1973, is one of the then named "New Universities" that, at that time, deeply changed the landscape of higher . Located in the region of Minho, known for its significant economic activity and by the youth of its population, University of Minho has played the role of development agent in the region.

The level of the scientific, technological and cultural activity of the University has granted its international recognition. Its stu- dents finish their degrees and diplomas with a universal perspective, acquiring a rich knowledge and experience that qualifies them over a broad range of competences for their professional activity, and assimilate this reality.

The reputation of University of Minho is reinforced by demonstrative projects, namely: formats the introduction of teaching methodologies, the offer of teaching typologies that address new audiences, the configuration of innovative interfaces, consis- tent with the scientific structure, and subject to entrepreneurial management.

Sport Service and sport program in University of Minho is recognised by Sports and Academic Authorities, at national and international level, by the excellence of the facilities, skilled and experienced staff, quality of service. Sport program is planned for the Academic community and is fully orientated to the needs and expectations of the Academic community: Students, Staff and Professors. In the Academic Year of 2008/2009, 9422 sports cards have been issued, representing 42% of the Academic community with a regular practise of sport in University of Minho sport facilities.

Minho University sports Service has been created in 1995, and since that, a large experience in organising national and inter- national sport events has been developed: 1998 World University Futsal Championship, 2004 European University Volleyball Championship, 1997 and 2002 final stage of Portuguese University Championships, Qualifying Tournament for the World FIFA Futsal Championship’04, 2006 European University Basketball Championship, 2008 World University Badminton Cham- pionship and the 2009 European University Taekwondo Championship.

The Portuguese national federations of Basketball, Futsal, Taekwondo, Badminton, Volleyball, Taekwondo, and Karate use on a regular base the University of Minho Sport facilities to host national and international events, as well as to prepare national teams for important events.

University of Minho Students Union

―National university sports leader‖

The University of Minho Student Union (AAUM) was founded in 1977, following University of Minho students’ demands and needs. It is known as being managed by students for students.

AAUM was the second Portuguese association to receive the government title of Institution of Public Utility. Nowadays, it is one of the biggest student unions in the country, with two headquarters, one in each University of Minho campi: Azurém (Braga) and Azurém (Guimarães).

The students union is composed by several departments such as Cultural, Administrative, Informatics and Sport amongst others, with the intention of assisting students in many different ways.

Sport is an important department, considering the fact that in Portugal, national University sport competition is based on stu- dent union representations.

AAUM has led the Portuguese University Sport national ranking many years with several national titles and with University of Minho students having taken part in FISU, EUSA and other international events.

As an organisation partner, the University of Minho Student Union has assisted the University of Minho and the National Uni- versity Sports Federation (FADU) with the EUSA 2004 Volleyball, 2006 Basketball, 2009 Taekwondo European Universities Championships and FISU 1998 Futsal and 2008 Badminton World University Championships.

Previous International Organisations

The University of Minho and the Students Union, in collaboration with the National University Sports Federation (FADU) and under the patronage of the International University Sport Federation (FISU) and the European University Sports Association (EUSA) have organised no less than 4 international university sports events.

The first was the 6th FISU World University Championship in Futsal in 1998, where the city of Braga received 14 participating countries.

Following this event, the second international competition was the 5th EUSA European Universities Championships in Volleyball in 2004 also in Braga. A total of 8 male and 9 female teams presented themselves for this event.

The year of 2006 saw the organisation of the 6th EUSA European Universities Championship in Basketball, held in Guimarães from July 11-16. The event, held in Portugal’s birthplace, established a record participation in teams and participants – a total of 28 teams from 13 countries where present, geographically representing the whole of Europe from north to south, east to west. This event was arguably branded as the best ever EUC organised in EUSA history.

This would also be yet another boost for the University of Minho. Preparations were already being made for the 10th FISU World University Championship in Badminton. The event, held in Braga, hosted a total of 163 athletes (89 male and 74 fe- male) and 74 officials. The event had a further 178 staff elements, 45 attachés, 2 referees, 33 umpires, 69 line judges, 6 FISU family and the 10 Organizing Committee members. Another 5 persons from YONEX were present as well as one Bad- minton Europe (BEC) representative. In total, 586 official accreditation cards were registered.

The World University Badminton Championship in 2008 had been declared as of national Public Interest by the Sports and Youth Secretary of State in recognition to the importance of the event for Portugal’s image abroad and it received many com- pliments from athletes and officials, as well as from the international entities present. The high level of professionalism of the Organizing Committee as well as the effort and dedication of all volunteers and staff were mentioned as being invaluable.

In December 2009, the University of Minho hosted the 1st EUSA European Universities Championships in Taekwondo in Braga.

I. GENERAL CONCEPT

1. For which sport would you like to organize a world university championship? Which dates do you propose to host the FISU World University Chess and Bridge Champion- ships?

The bidding committee wishes to host the X II World University Chess Championship (WUCC´12) and the VI World University Bridge Championship (WUBC´12). We propose to hold the XII World University Chess Championship (WUCC´12) and the VI World University Bridge Championship (WUBC´12) in the month of August 2012.

2. Can you give some general information about the candidate city?

Guimarães, is the second largest city in Minho region, on the northwest part of Portugal. With a population of almost 170 thousand inhabitants.

University of Minho has 16.800 students enrolled in 2 campus (Guimarães and Braga).

Thanks to a sunny summer climate, days are pleasant, with mild temperatures. Winds are rare; during the dates proposed for the event (August).

The climate of Guimarães is characterized by cool winters and moderate to hot summers, the ave- rage minimum temperature of coldest month varies between 2º and 5º C, verifying during 10/15 to 30 days per year. The maximum temperature of warmest month varies between 23º and 32° C, checking out for 20 to 120 days per year maximum temperatures exceeding 25 º C.

3. Can you give a general description of the political structure in your country at a na- tional, regional and local level?

No elections to municipalities and government are foreseen until 2013.

III. LEGAL ASPECTS

6. Do any laws, customs or regulations exist in the candidate city or country which would limit, restrict or interfere with the organization of the FISU World University Championships in any way?

No. Portugal has no Laws or regulations that would interfere with or restrict the organization of the event

7. Are there any current laws in your country specifically related to doping control? Have the appropriate authorities signed any agreement with WADA (World Anti-Doping Agency)?

Yes, Portuguese sport legislation related with anti doping was changed in order to meet WADA rules. Portugal has one accredited WADA laboratory in Lisbon, and signed the WADA agreement.

8. What legal structure will the Organising Committee have?

The Organizing Committee will be constituted as one entity integrated in FADU. FADU is recognized by the Portuguese Government according the conditions defined in the Portuguese Law governing the sport federations.

As in previous organizations, the Organising Committee will be composed by representatives of the University of Minho (UM), the Students Union (AAUM) and the National University Sports Federation (FADU). A representative of the Portuguese Chess Federation and Portuguese Bridge Federation will also sit on this committee. Close relations will be maintained with local and national authorities.

IV. IMMIGRATION AND CUSTOMS PROCEDURES

9. What are the immigration procedures currently in place in your country to obtain an entry VISA?

As in previous events, Portuguese authorities will recognise the importance of this competition and will cooperate very closely with the Organising Committee in order to facilitate customs formalities. The countries with Visa formalities will be assisted by the OC in contacting Portuguese diplomatic representatives in the respective country in order to obtain detailed information and necessary vi- sas. Athletes and other delegation members should then apply for an entry visa in order to allow entry into Portuguese territory.

As for entry formalities, citizens of the European Union (EU), Andorra (AND), Iceland (ISL), Liechten- stein (LIE), Norway (NOR) and Switzerland (SUI) need only an identity card to enter Portugal. In ad- dition to their identity card, minors must also present authorisation from their parents to travel.

Citizens from countries that need a visa to enter Portugal, which may be requested at the Portu- guese Embassy or Consulate at their country for stays of up to 90 days. Under the terms of the Convention Implementing the Schengen Agreement, flights between Schengen states are consid- ered to be internal flights and passengers do not need to obtain another visa.

10. Can you ensure that the entry visa will be free of charge for the competitors, officials as well as for all the accredited participants who will be on duty during the FISU World University Championships?

No, entry visa must be paid.

11. Are any vaccination measures required to enter the country? Please submit a list of the countries concerned by these specific health and vaccination rules.

No.

12. Can you guarantee that custom formalities will be facilitated for the event (sports equipment, medical instruments and related products, etc.)?

Yes. The transportation of material that requires custom authorization and formalities, must be informed formally (official letter addressed to LOC) by each participating country, with a minimum of 60 days before the date of entrance in Portugal.

V. FINANCES

13. Can you briefly explain how the FISU World University Championships will be fi- nanced?

The budget for the XII World University Chess and VI WU Bridge Championships will be provided by: the local authorities, Guimarães Municipality, University of Minho and University of Minho Students Union, the central Government of Portugal (Sports Institute). Further funding will be provided by agreements with private sector, namely though sponsoring contracts.

14. What will be the overall and operational budget foreseen for the organization of the FISU World University Championships?

The operational budget estimated (expenses) for the organization of the XII World University Chess and VI WU Bridge Championships is approximately: 150.640 €.

15. What will be the non-operational budget for financing the construction of the venues and other infrastructure needed for the World University Championships, which will be a long-term legacy?

There is no need to construct any venue for the XII World University Chess and VI WU Bridge Cham- pionships.

16. What will be the proposed coast of stay for the athletes the officials per day per per- son?

The proposed cost of stay for the delegation members (athletes and officials) is the daily fee per day per person approved by the FISU executive Committee for the 2012 World University Champi- onships. For the delegation extra officials, we propose the amount of 100€ per person per day.

18. Does your country have a sufficient number of experienced officials, international referees and judges to conduct the FISU World university Championships in accor- dance with the FSI technical rules? If not, how will you provide these officials?

Yes, Portugal has sufficient officials to run the Chess and Bridge WUC. Portuguese Chess and Bridge Federations will support the event and coordinate the technical or- ganization, according the FSI technical rules.

19. Can you guarantee that you will provide top quality sports equipment, sports floorings, timekeeping, scoring system and services in accordance with the minimum require- ments of FISU and International Sports Federations, as well as with respect to all offi- cial FISU partners?

We can guarantee the top quality sports equipment for the Chess and Bridge competitions in accor- dance with FISU minimum requirements. Concerning the FISU official partners in Chess and Bridge, we have no official information regarding any agreement that implies FISU and LOC.

VII. SPORT FACILITIES

20. What are the existing and/or foreseen sport facilities in your candidate city?

The Chess and Bridge competitions will be organized at the University of Minho campus in Azurém –Guimarães. Competitions will be organized at the newly Scholl of Engineering main building and Scholl of Arquitecture main building.

VIII. ACCOMMODATION AND CATERING

21. What kind of accommodation will be provided for athletes and officials? What will be the capacity of the accommodation based on the double-room occupancy?

All Delegations (athletes and officials) will be accommodated in the Halls of Residence at University of Minho (HRUM) in Azurém, Guimarães, in double rooms with bathroom facilities, TV and free wireless internet access. The capacity of the accommodation based on the double-room occupancy is 238 rooms, divided in 3 buildings, with a maximum capacity of 476 persons.

22. Can you indicate the distance from the accommodation areas to the International air- port and to the sport facilities?

The distance between Porto international airport and the city of Guimarães is about 45km. The distance between the accommodation facilities HRUM and the competition and catering facili- ties is about 370m (5 minutes walking).

23. What facilities will be available? Where will they be located?

The Organizing Committee will provide other services to all delegations and participants of the WUC Bridge and Chess. It will be available, free of charge, to all participants, the access to the Golf Driv- ing Range (3 minutes from HRUM) and the Fitness and Body Building Room, at the University of Minho Sports Hall in Guimarães (1 minute from HRUM).

25. Can you briefly explain what kind of structure you foresee for catering? Where will this take place?

The catering service is located 2mins on foot from the main facility for chess and bridge competi- tion in the Campus, and in a 5minutes walking distance from HRUM.

Regarding the Menus, all meals will be served in buffet style with a mixed variety of meat and fish, accompanied with rice, potato or pasta and various vegetables and salad. The OC will seek that the menus are changed on a daily basis and are in accordance with general healthy food. The neces- sary efforts will be made to attend the needs of vegetarian and other special types of meals. Teams are requested to inform us of these specifics so as to provide proper catering.

A reserved area will be available only to event participating members, therefore avoiding peak de- mand situations. The catering service proposed working period is: from 11h00 until 14h00 for lunch and 19h00 until 21h00 for dinner. Breakfast will be served at the HRUM snack bar.

26. What venues will be available for delegates, judges, referees and FISU representa- tives?

FISU representatives, judges, referees and other guest delegates and VIP’s, will be accommodated at Hotel Guimarães (****). It will be available, free of charge to FISU representatives, judges, referees and other guest dele- gates and VIP’s, , the access to the Golf Driving Range (10 minutes from hotel) and the Fitness and Body Building Room, at the University of Minho Sports Hall in Guimarães (10 minute from Hotel). Free internet wireless access wil be assured at the competition venue (University Campus).

IX. TRANSPORTATION

27. Can you give a description of the existing transportation infrastructure in our candi- date city and include maps to illustrate?

The city of Guimarães offer a very good choice of public transportation by bus and train. LOC inten- tion is to concentrate all activities at University of Minho Campus, in order to avoid the use of any transportation.

28. Does your candidate city have an international airport and train station? Attach a de- scription of the International airway connections. If you intend to use other interna- tional airports, please give specific information?

Francisco Sá Carneiro Airport is the largest International airport in the Northeast of the Iberian Peninsula. It is located 11km from Oporto and provides links to over 54 international destinations. The main road accesses are the Porto/Lisbon highway (A1) and the Porto – Guimarães highway (A7) within a 45 km distance.

Train Station, Guimarães railway station has excellent connections with Porto and Lisbon. Gui- marães railway station is located in the center of the city.

Yes, local transportation of athletes and officials will be reduced, while accommodation, catering and competitions venues will be concentrated inside the University of Minho Campus.

30. What arrangements can you already foresee in order to reduce the international travel expenses of the delegations as much as possible?

Actually, many of the largest low cost companies operates to and from Porto international airport. It is possible to find very cheap flight tickets to Porto, if the flights are booked with some months in advance.

X. MEDICAL SERVICES AND DOPING CONTROL

31. Can you guarantee that you will provide medical care and doping control testing ac- cording to the FISU medical regulations and FISU minimum requirements?

Yes, if necessary. Normally Chess and Bridge WUC did not require doping control testing. If FISU decide to have doping control testing in the WUC Chess and Bridge , LOC is ready to activate the testing services at the Portuguese accredited WADA laboratory in Lisbon.

32. Can you assure sufficient medical assistance for the entire organisation?

Yes, University of Minho School of Medicine will play an important role in the event at medical level. Technical staff will be designated to guarantee the medical and first aid assistance at the event. First Aid treatment will be assured at the sports venue and transportation to hospital will be assured by the Red Cross ambulance whenever necessary. Guimarães Hospital will have an open line to assist World University Chess and Bridge Champion- ship participants. University of Minho sports hall has a well equipped medical office, integrated in the University sport complex.

33. What services will you provide (first aid, EMT, on-site physicians, hospitals, ambu- lances, helicopters, etc.) Which recognized organization will guarantee this assis- tance?

LOC will guarantee the first aid assistance at the event. The two sports considered, Chess and Bridge, did not present risk of injuries, but, LOC will assure the presence of one physiotherapist in a permanent base, during all the duration of the championship.

34. Will you be able to manage the doping control in accordance with FISU regulations and WADA code Which WADA certified laboratory do you pan on using during the FISU WUC’s? What is the daily test capacity of the laboratory and which minimum test ca- pacity can you guarantee during the period of the championship?

Yes. Chess and Bridge WUC, normally, don’t require doping control testing. If FISU decide to have doping control testing in the WUC Chess and Bridge , LOC is ready to activate the testing services at the Portuguese accredited WADA laboratory in Lisbon.

XI. SECURITY

35. What security system will you install to ensure the safety of the participants at the competition and accommodation sites? How will you control the different entrances?

Security will be handled by National Guard (GNR) and National Police (PSP). Security will be coordi- nated by a professional security officer from the Organizing Committee. Inside the university cam- pus, security is provided by the University of Minho security department, in cooperation with GNR and PSP. Security at Hotels will also be guaranteed by the national authorities PSP and GNR .

36. What collaboration will you undertake with the city police services and the country police?

Guimarães has a negligible overall crime rate. It ranks among the safest cities in Portugal. Security plans for the event will be designed with the contribution of national police authorities PSP, GNR and the University of Minho security department.

XII. PROMOTION OF THE FISU WORLD UNIVERSITY CHAMPIONSHIP

37. What kind of promotional strategies and programmes will you initiate for the inhabi- tants of your city and region in order to ensure the visibility of the FISU WUC in the venues and within the city?

Chess and Bridge WUC’s will be promoted using the communication office of University of Minho. Bimonthly newspaper, web site, University Radio and University TV, are the main vehicles for the event promotion. Other printed material will be used to promote on-site the event.

38. What kind of communication strategies and programmes will you initiate in order to promote the WUC and FISU to the students before and during the WUC?

National plan to promote and develop Chess and Bridge is part of this Bid. University of Minho, the City Hall, the National Federations and the school sport from the Ministry of Education, will launch some activities

XIII. MEDIA, PRESS, RADIO AND TELEVISION

39. What arrangements do you plan for guaranteeing the best television and radio broad- casting and for the written, electronic and photographic coverage of the FISU WUC?

Portuguese Radio and Television (RTP), the state-owned national broadcasting company, is inter- ested in the coverage of the event. University of Minho communication department will provide the coordination of services. For print- ing, photographic, interactive media, radio and written press, University of Minho will provide cover- age and resources. Press members will be able to take advantage of the extensive computer and internet facilities at the University of Minho. The University service communication department will act as a news centre and internet content aggregator and provider, serving the press, athletes and officials and FISU family. This service will be on-line and continuously updated. Press centre (PC) will be installed in a room with 60 square meters with capacity for 20 persons. PC’s will be located 15 meters from the playing area and will be fully equipped.

40. What television company is interested in guaranteeing the broadcasting and the pro- duction of the international signal as stipulated in the FISU regulations and in the attri- bution citrct coverage of the FISU WUC?

Portuguese Radio and Television (RTP), the state-owned national broadcasting company, is inter- ested in the coverage of the event.

XIV. INFORMATION, TECHNOLOGY & COMMUNICATION

41. Can you guarantee to the local and foreign journalists as well as to the television com- panies that facilities and available services will be according with the FISU IT mini- mum requirements?

42. Can you guarantee that you will use the certified accreditation system in accordance with the FISU minimum requirements?

XV. CULTURAL PROGRAMMES

43. What kind of cultural programme do you foresee during the FISU?

In conjunction with the cultural groups of University of Minho, there will be a very active cultural program from the opening until the closing day. University of Minho has 25 cultural groups and some will be invited to perform at the ceremonies (opening, closing, official dinner and official re- ception) and a daily cultural program will be established at the University Restaurant (lunch and dinner). It is the Organizing Committees intention to involve cultural groups of University of Minho in different moments and at different levels. Similar programs were developed in EUC Volleyball in 2004 with great success.

XVI. PUBLIC OPINION AND LEGACY

44. Can you describe the general opinion of the candidate city regarding the project of hosting the FISU WUC? Are students informed and involved in the project?

General opinion of the city is very positive, and is confirmed with the support letter of the city Mayor. This project took in consideration the development opportunities of Chess and Bridge in the regions, particularly, at the education level (Scholl and University). Chess and Bridge were chosen, because they are strongly associated to mind and culture, and Guimarães will be the European Capital of Culture in the year of 2012. Some articles were already published at University of Minho newspaper and website.

45. What would be the impact and legacy for your candidate city during the post FISU WUC phase?

This event will leave a great legacy in the region. A national program to teach Chess and Bridge will be launched in Scholl's and University, in order to attract as much as possible the attention of the kids for those two sports.

XVII. VISION OF THE FISU WORLD UNIVERSITY CHAMPIONSHIP

46. Can you describe the concept and vision of the FISU WUC and reasons to support this candidature?

 The organization of this event intends to contribute for the development of Chess and Bridge in Portugal.  The strong cooperation between Educational and Sport institutions is the base for sustain- able development of Sports, and the concept adopted for the organization of this event is aligned with the above mentioned principles.  FADU, Chess and Bridge Federations are committed to launch a 4 years national program to develop Chess and Bridge at educational level.  Bridge will be introduced at Scholl and University plan of activities.
