    Nikita Maslennikov, Institute of Contemporary Development “Considering the Agenda for Russia’s Presidency of the G20” December 1 marked the beginning of Russia’s presidency of the G20 – an informal association of the world’s largest economies, which together account for 90% of global GDP, 80% of international trade and 64% of the planet’s population. The eighth G20 summit is scheduled for September 5-6, 2012 in St. Petersburg (at the Constantine Palace). Over the four plus years of its existence the G20 has become an important instrument in anti-crisis regulation. “Through their coordinated action, in just a short period of time, the participating countries managed to stop the economic slide and tighten supervision over national financial systems. They then began systemic transformation of the international financial and economic architecture to bring it into line with twenty-first century demands and started developing the mechanisms that will give us maximum protection from risks, strengthening mutual trust, and giving the impulse for sustained and balanced global economic development.”1 The G20’s main task for 2013 is to make concerted efforts aimed at stimulating economic growth and creating jobs. This in turn requires investment incentives, trust and transparency in markets, and effective regulation. In essence, this triad can be considered the principal priorities for Russia’s presidency, in consideration of which the traditional issues of the G20 will be discussed: • the state of the global economy and implementing the 2009 framework agreement for strong, sustainable and balanced growth; • facilitating job creation; • reforming the currency and financial regulation and supervision systems; • stability on global energy markets; • stimulating international development; • strengthening multilateral trade; • countering corruption.

Shane’s analysis and policy-relevant conclusions are properly caveated, because India does not reveal some important data about defense spending, and Pakistan, while doing better to offer its citizens defense budget information, still reveals less than India. While Shane has found it necessary to draw inferences about spending for nuclear weapon- related programs, for which there is little publicly available information, he has been transparent about his sources and methodology. Those who appreciate reading the pages of The Economist will find comfort immersing themselves in Shane’s charts and graphs comparing trends in Indian and Pakistani defense expenditures. This Stimson report is also accessible to those who prefer analysis to numerology. Shane’s analytical bottom lines are worth highlighting. The growth of India’s defense expenditures relative to Pakistan are noteworthy, but the full impact of this differential will be diminished absent reforms in familiar organizational, bureaucratic, and procurement practices, as well as by growth in benefit payments.

Burrows Escaping the Honeytrap: Representations and Ramifications of the Female Spy on Television Since 1965 Summary My thesis interrogates the changing nature of the espionage genre on Western television since the middle of the Cold War. It uses close textual analysis to read the progressions and regressions in the portrayal of the female spy, analyzing where her representation aligns with the achievements of the feminist movement, where it aligns with popular political culture of the time, and what happens when the two factors diverge. I ask what the female spy represents across the decades and why her image is integral to understanding the portrayal of gender on television. I explore four pairs of television shows from various eras to demonstrate the importance of the female spy to the cultural landscape.

    APIS COR – Technical Report Company & development The company was founded by a married couple, Anna and Nikita Cheniuntai. While Anna was studying Astrophysics in the Technical University of Irkutsk, she met a young self-made engineer with no university degree, Nikita. Despite having no profound university level education, Nikita had years of experience within construction industry and machine building and a huge desire to start operating within the area of 3D printing. The first trial of 3D construction printing with the first version of the printer was done in Irkuts, however, not finished. The next project to be started was in Texas, USA, but also not finished due to the financial problems of the partner, who was primarily in charge of the project. The first and only successful project was completed in Moscow Region, Stupino city, where on the concrete factory, there is a small house, claimed to be built within the 24 hours. Up-to-date, some of the main engineers in the company still lack university education. However, the official policy is that Apis Cor is interested in professionals with experience, who able not only to draw future and plan the developments, but who have hands-on-experience and are able to conduct a reality check if needed. Currently, Anna is playing a role of a Marketing Manager, Hr Manager and is in charge of communication with the partners, whereas Nikita is more concentrated on engineering type of work. Originally, the company’s idea was to sell printers, however, with the help of investment advisors, they have decided to change their focus to providing printing services for big construction companies instead of having their printers sold out.

    THE DECEMBRIST MOVEMENT AND THE SPANISH CONSTITUTION OF 1812 Susanna Rabow-Edling Uppsala University Abstract: This paper studies the impact of the Spanish constitution of 1812 on Russian liberals in general and on the Decembrist movement specifically. It concludes that the constitution mainly exerted influence on the Decembrists by confirming their belief that liberty and constitutions were expressions of "the spirit of the time." It proved to them that liberal reforms were possible in Russia as well. Key Words: Russian liberalism, Decembrist movement, Spanish constitution of 1812, post-Napoleonic revolutions I During the last decade accounts of Russian history have been dominated by a propensity to emphasize autocratic tendencies. Thus, Russia has been portrayed as a country that is, always has been, and always will be autocratic. This might be a convenient explanation for the state of contemporary Russia, but it is not true. Nowadays, when Russian liberals are fighting for their existence, it is especially important to remember that Russia also has a liberal tradition. This tradition was particularly potent during the first and third quarters of the nineteenth century, which was also a period in Russian history when the ties to Western Europe were exceptionally strong. Therefore, we should not, as have often been done, overemphasize the internal influences on this movement.1 In fact, it cannot be properly understood outside of the contemporary European movement for liberty and constitutionalism of which it was part. This is not to say that the internal context was irrelevant. Internal conditions played a vital role for the choices liberals made, but national demands and nationalistic influences did not make the movement less international.
