The TBTF reforms being evaluated have three components: (i) standards for additional loss absorbency through capital surcharges and total loss-absorbing capacity requirements; (ii) recommendations for enhanced supervision and heightened supervisory expectations; and (iii) policies to put in place effective resolution regimes and resolution planning to improve the resolvability of banks. These reforms were endorsed by the G20 in the aftermath of the 2007-08 global financial crisis and have been implemented in FSB jurisdictions over the course of the past decade. The objective of this evaluation is to examine the extent to which the reforms are reducing the systemic and moral hazard risks associated with systemically important banks, as well as their broader effects on the financial system. This report is being released in the midst of the unprecedented and still-evolving COVID-19 pandemic. The pandemic represents the biggest test of the post-reform financial system to date, as it has pushed the global economy into a recession of uncertain magnitude and duration. The rapid and coordinated response by fiscal, financial and monetary authorities has mitigated the impact of the shock on the real economy and the financial system. Authorities are making use of the flexibility built into existing international standards – including bank-specific and macroprudential buffers – to sustain the supply of financing to the real economy. However, the effects of the pandemic continue to put the financial system under strain. This evaluation has not examined the implications of recent economic and financial developments because the analysis in the consultation report was largely completed before the outbreak of the pandemic. The report does not look at specific banks, nor does it make policy proposals. Nevertheless, it draws a number of conclusions that are relevant to policymakers, market participants and other stakeholders in the current situation. The findings of the report suggest that TBTF reforms have contributed to the resilience of the banking sector and its ability to absorb, rather than amplify, shocks. Major banks are much better capitalised, less leveraged and more liquid than they were before the global financial crisis. Systemically important banks in advanced economies have built up significant loss-absorbing and recapitalisation capacity by issuing instruments that can bear losses in the event of resolution. A key finding of the report is that significant progress has been made since the global financial crisis in establishing resolution regimes and enhancing the resolvability of banks. These reforms give authorities more options for dealing with banks in distress, though which options are used is for individual authorities to consider in light of the particular circumstances. Resolution planning, together with enhanced supervision, have significantly improved the operational capabilities of banks and authorities, as well as the accuracy and detail of the information available to them. Feedback on the analysis and findings of the consultation report would be welcome, including on any additional evidence to consider and on updates to the analytical work that it may be useful to undertake in response to the pandemic. Some of these recommendations are focused on mitigating the cyclicality of the minimum capital requirement, while maintaining an appropriate degree of risk sensitivity. Other measures are intended to introduce countercyclical elements into the framework. The recommendations on procyclicality form a critical part of a comprehensive strategy to address the lessons of the crisis as they relate to the regulation, supervision and risk management of internationally active banks. This strategy covers the following four areas: Enhancing the risk coverage of the Basel II framework; Strengthening over time the level, quality, consistency and transparency of the regulatory capital base; Mitigating the procyclicality of regulatory capital requirements and promoting the build up of capital buffers above the minimum in good economic conditions that can be drawn upon in stress; and Supplementing the capital framework with a simple, non-risk based measure to contain the build up of leverage in the banking system. The objective of these measures is to ensure that the Basel II capital framework promotes prudent capital buffers over the credit cycle and to mitigate the risk that the regulatory capital framework amplifies shocks between the financial and real sectors. As regulatory capital requirements are just one driver of bank lending behaviour, the proposals set out should be considered in the wider context of other measures to address procyclicality and reduce systemic risk.

Economic voting prompts politicians to grant bailouts given a bank failure. The bank's capital structure acts as a tool to impact the electoral vote and thus the bail-out by changing the relative group size of voters who favor as opposed to voters who object the bailout.     THE WELFARE COST OF BANK CAPITAL REQUIREMENTS Skander Van den Heuvel1 The Wharton School University of Pennsylvania December, 2005 Abstract This paper measures the welfare cost of bank capital requirements and finds that it is surprisingly large. I present a simple framework which embeds the role of liquidity creating banks in an otherwise standard general equilibrium growth model. A capital requirement plays a role, as it limits the moral hazard on the part of banks that arises due to the presence of a deposit insurance scheme. However, this capital requirement is also costly because it reduces the ability of banks to create liquidity. A key result is that equilibrium asset returns reveal the strength of households’ preferences for liquidity and this allows for the derivation of a simple formula for the welfare cost of capital requirements that is a function of observable variables only.     June 25, THE BASEL GAMES 2012 The Basel Games As the 2012 summer Olympic Games descends upon London, England, national pride and attention grows around the world in anticipation of an elite few chasing international glory. Organization of such an international affair takes a great deal of leadership and planning. In 1894, Baron Pierre de Coubertin founded the International Olympic Committee. The IOC is the governing body of the Olympics and has since developed the Olympic Charter that defines its structure and actions. A similar comparison can be made in regards to the development of The Basel Accords. Established in 1974, The Basel Committee on Banking Supervision, comprised of central bankers from around the world, has taken a similar role as the IOC, but its objective “is to enhance understanding of key supervisory issues and improve the quality of banking supervision worldwide.” The elite participants of “The Basel Games” include banks with international presence. The Basel Accords themselves would be considered the Olympic Charter and its purpose was to create a consistent set of minimum capital requirements for banks to meet obligations and absorb unexpected losses. Although the BCBS does not have the power to enforce the accords, many countries have adopted their recommendations on banking regulations into law. To date there have been three accords developed. The Bronze Metal Our second runner up is Basel I, also known as the 1988 Basel Accord, which culminated as the result of the liquidation of the Herstatt Bank in 1974.
