Purpose: Provide a forum for Members of Congress interested in working together in support of public policy and programs to protect and enhance the ability of farmers to join together to form cooperative associations to improve their income from the marketplace, manage risk, and strengthen their bargaining power, allowing individual producers to better compete globally. II. Goals: Promote greater awareness and understanding of farmer cooperatives and their importance as a proven tool to help individual family farmers and ranchers through the ups and downs of weather, commodity markets, and technological change and provide timely analysis and other information on economic and market trends, including existing and proposed laws and regulations impacting farmer cooperatives and the ability of farmer to form cooperative associations.     ILLINOIS CONGRESSIONAL DELEGATION 117th Congress Two Senators represent each state in the U.S. Senate and are elected to serve six-year terms. U.S. Senator Dick Durbin (D) of Springfield was elected to represent Illinois for a fifth term in 2020. Tammy Duckworth of Hoffman Estates (D) was elected to the U.S. Senate in 2016. (See pages 16-19 for U.S. Senator photos and biographies.) In the November 2020 general election, Illinois voters elected 18 candidates to serve in the U.S. House of Representatives for two-year terms. Thirteen Democratic and five Republican U.S. Representatives were elected to serve in the 117th Congress. The November 2020 general election was historical, with the most women ever elect- ed to serve in Congress. Democrat Marie Newman and Republican Mary Miller — repre- senting districts that were previously held by men — added to the increase of female Representatives. Newman definitively won the general election to represent the 13th District after defeating 16-year incumbent U.S. Rep. Dan Lipinksi (D) in the March pri- mary. Miller won the 15th District seat that was previously held by U.S. Rep. John Shimkus (R), who served 12 terms in Congress and opted not to run for reelection. Since 1818, Illinois has had a total of 20 female U.S. Representatives. In 2021, seven are currently rep- resenting our state — a record-breaking total.     A RESOLUTION IN REJECTION OF THE INSULAR CASES Authored by: Eliot Tricotti (TX) Sponsor: Gabriela Medina Marrero (PR) WHEREAS the set of United States Supreme Court decisions referred to as the Insular Cases rely on a racist, Plessy-era doctrine of “separate and unequal” to establish the constitutional relationship between the United States and its territories. WHEREAS the Insular Cases rest on an explicitly White Anglo-Saxon supremacist vision of the country, made clear by the inclusion of deeply offensive language such as “alien races” and “people with an uncivilized race” when referring to the people living in U.S. territories. WHEREAS the racially grounded holdings in the Insular Cases are contrary to the text and history of the Constitution and have no modern relevance whatsoever. WHEREAS the legacy of the Insular Cases is an unequal legal and political relationship between the U.S. and the territories that continues to threaten the rights and interests of Americans living in the territories. WHEREAS the ongoing discrimination against citizens in U.S. territories reinforces the need to stop relying on the discredited assumptions about the people living in U.S. territories and antiquated notions of racial inferiority on which they were based.
