Alcohol and drug abuse threatens the quality of lifestlye we treasure in this community and poses a serious challenge to our very future. The County Alcohol and Drug Program commits the following kinds of participation and support to the planning effort: 1. We will furnish direct staff support from OUr Prevention Program Development Specialist to work in facilitating development of a comprehensive community wide prevention plan. 2. We will commit $95,000.00 fund implementation of elements of this plan between the start of the project and June 30, 1991. We would anticipate similar or greater sums in the following two year period. 3. We will designate individuals to participate in the community Consortium and the Task Force. 4. We will provide necessary data on incidence and prevalence of alcohol and drug abuse and on clients served in publicly funded treatment services. 5. We will arrange for and facilitate any meetings desired between the planning committee and our contracted alcohol and drug programs, which comprise all pUblic treatment services in OUr community. We firmly believe in the urgency of this effort and the necessity of using a broad collaborative planning model. Reducing the demand for drugs and well as the availability is critical in the effort to reclaim our community. I have reviewed the grant application and believe it outlines a reasonable approach to these problems. My department is willing to assist in the development of an implementation workplan. The Portland Police Bureau is in the process of transition ing to Community Policing strategies which not only place the police officers physically closer to the community, but also emphasize proactive solutions over reactive responses. This style of policing facilitates and supports activities such as the Fighting Back Program. The Portland Police Bureau has reviewed the grant applica ti~n and believes it will have a positive effect on crime and the ab~8e of illegal drugs which drives crime.
