Foreword IIASA, the Russian Academy of Sciences and several Russian governmental agencies, have in agreement carried out a large-scale study on the Russian forest sector. The overall objective of the study is to focus on policy options that would encourage sus- tainable development of the sector. The first phase of the study concentrated on the generation of extensive and consistent databases for the total forest sector. In its second phase, the study encompassed assessment studies of the greenhouse gas balances, forest resources and forest utilization, biodiversity and landscapes, non-wood products and functions, environmental status, transportation infrastructure, forest indus- try and markets, and socio-economics. Through these assessment studies, it has become clear that a changed institutional framework is a prerequisite for achieving sustainable development of the Russian forest sector. This report describes the results of initial analyses of the institutional framework of the Russian forest sector and outlines future research needed in this field. Hence, assessing potential implications for humans and ecosystems of bromine soil contamination is urgently needed, which requires the combi- nation of measured soil concentrations from environmental studies and quantified potential toxicity impacts.

Qualls The Russian Revolutions: The Impact and Limitations of Western Influence After the collapse of the Soviet Union, historians have again turned their attention to the birth of the first Communist state in hopes of understanding the place of the Soviet period in the longer sweep of Russian history. Was the USSR an aberration from or a consequence of Russian culture? Did the Soviet Union represent a retreat from westernizing trends in Russian history, or was the Bolshevik revolution a product of westernization? These are vexing questions that generate a great deal of debate. Some have argued that in the late nineteenth century Russia was developing a middle class, representative institutions, and an industrial economy that, while although not as advanced as those in Western Europe, were indications of potential movement in the direction of more open government, rule of law, free market capitalism. Only the Bolsheviks, influenced by an ideology imported, paradoxically, from the West, interrupted this path of Russian political and economic westernization.

The article describes the geologic structure of the formation located not far from Strezhevoy Tomsk Oblast. The formation has been poorly studied by seismic methods. The reserves categories С1 and С2 as well as hydrocarbon potential are presented. 4 exploratory and 39 production wells are designed to be drilled depending on geologic knowledge and formation conditions. The article deals with the investment plan including development, oil export expenditures and implementing cost calculation. 1. Introduction 2 The field license area of 1192 km is located 460 km from Tomsk to the North-West, 300 km from Strezhevoy to the South-East. The nearest settlement is Kedrovy, which is located 90 km South-East from the field and is the major oil-and-gas producing industry in the southern territory. There are no highways or railways in this area. The territory of license area is considered of little value for agriculture and forestry. The seismic grid interval of CDPM is: in total – 0.77 km/km2, in 1986-99 – 0.01 km/km2.

As such it makes a further contribution to the studies undertaken in recent years to elucidate the means and ends in Soviet planning; also it attempts to assess the competitive potentialities of the U.S.S.R. in international trade. Soviet studies now command a very great interest and are being undertaken at some twenty universities and research institutes mainly in the United States, the United Kingdoin and the German Federal Republic. However, it would seem that the study of the development of the forestry sector has riot received the detailed attention given to other fields. In any case, there have not been any analytical studies published to date elucidating fully the connection between forestry and the forest industries and the integration of both in the economy as a whole. Studies of specific sections have appeared from time to time, but I have no knowledge of any previous study which gives a complete picture of the Soviet forest economy and which could faci- litate the marketing policies of the western world, being undertaken at any university or college.

Based on documentation from Soviet Lithuania, the paper considers the KGB (secret police) as a market regulator, commissioned to prevent the disclosure of secret government business and forestall the disruption of government plans. Where market regulation in open societies is commonly intended to improve market transparency, competition, and fair treatment of consumers and employees, KGB regulation was designed to enforce secrecy, monopoly, and discrimination. One consequence of KGB regulation of the labour market may have been adverse selection for talent. We argue that the Soviet economy was designed to minimize the costs. The polymorphism in the 1970s involved chromosome arm combinations go, ji, mp and qr, i.e. each of these combinations was present in both a metacentric and a twin-acro- centric state in the population at that time. The twin-acrocentric morph for go occurred at low frequency in 1970—72 and was not observed in 1994—95. The polymorphism for arm combina- tions ji, mp and qr was still observed in 1994—95 and there was no significant difference in metacentric/twin-acrocentric frequencies compared with the previous sample. This is the third well-documented example in which the chromosome polymorphism in the common shrew has been found to be unchanged over a period of 20 + years. Although the polymorphism for qr may be associated with a chromosomal hybrid zone with a dine centre 200 km away, there is no definitive explanation for the other polymorphisms. This drive for industrial growth had a profound impact on Soviet forests and the industry that was responsible for their management. While certain sectors of the economy, such as the military and space programs, enjoyed significant attention and monetary contributions from the government in the latter half of the twentieth century, the forestry industry was less fortunate. The Khrushchev and Brezhnev eras (1953-82) were plagued by poor communications between state officials and the management structure of the forestry sector, a lack of investment to train specialists and to develop new technologies and techniques, little commitment to waste reduction and more efficient use of resources, and an inability to break “old habits” that had beset that sector of the industry for decades. While the forestry industry struggled to modernize and reorganize, city planners faced challenges in meeting the demands of city-dwellers and state officials, who demanded the inclusion of urban green spaces and forest belts in both old and new cities.
