Jean LUQUET, membre titulaire La route du Val d’Arly, un défi de l’homme à la montagne La route de gorges du Val d’Arly, route départementale 1212, ancienne RN 212, a été fermée six mois en 2015 suite aux intempéries du 1er mai qui emportent 400 m de voie. Rouverte le 30 octobre après de considérables travaux, elle est fermée à nouveau depuis le 22 janvier 2016. La route est qualifiée désormais régulièrement de « route la plus chère de France », sans que l’on sache du reste sur quel calcul repose cette affirmation. La question de cette route du Val d’Arly n’est pas nouvelle : dans son rapport du 3 octobre 1922, l’ingénieur en chef des Ponts et Chaussées Levêque écrit : « Il est infiniment regrettable que les ingénieurs sardes aient choisi la solution du fond de vallée au lieu de la solution bien préférable des crêtes du côté ensoleillé. Sur ces crêtes court un chemin de grande circulation qui présente malheureusement des rampes et courbes inacceptables pour une voie de grande circulation ; mais il eût été aisé dès le principe d’établir une route acceptable et stable en dehors de la vallée elle-même.     Académie des Sciences, Belles-Lettres et Arts de la Savoie Séance académique du 16 juin 2019 Salon d’Honneur de l’Hôtel de Ville Chambéry Communication de Jean-Marc Villermet Docteur en Sciences Humaines, du Politique et du Territoire FORT AITON : UN BAGNE MILITAIRE * A l’origine de cette étude, il y a la découverte en 2015 d’un manuscrit de 413 pages rédigé au début des années 1970 par un comédien formé au Théâtre National de Strasbourg : Arsène Altmeyer. * Acquis parmi les collections des Archives Départementales de la Savoie, le document a été étudié et mis en perspective au regard d’autres archives très variées, orales et écrites, publiques et privées, en France et à l’étranger. * En l’absence de travaux approfondis sur le sujet, cette recherche constitue une première étape pour traduire l’existence d’un camp militaire de travaux forcés qui a fonctionné en Savoie durant une décennie sous la forme d’une compagnie de l’armée régulière entre 1962 et 1972, le bagne d’Aiton dont l’existence est ignorée par la plupart de nos contemporains. I. UN CHOIX POLITIQUE Bagne et camp de travaux forcés : des pratiques militaires anciennes … en voie de disparition au milieu du XXe s. * Des unités de répression pour les militaires de mauvaise conduite existaient déjà sous la Royauté, l’Empire et la Restauration. * Ce n’est qu’en 1832 qu’apparurent les unités de discipline, sous leur nom définitif. * Trois types de corps de discipline militaire cohabitèrent : - Les Bat’ d’Af’ dont les soldats appelés Zéphyrs puis Joyeux, avaient purgé une peine d’emprisonnement avant leur incorporation ; - Les Exclus qui, ayant subi une peine infamante et ayant été jugés indignes de porter les armes, effectuaient leur service sous la forme de travaux forcés ; - les Camisards qui, pour avoir commis des fautes graves et répétées, étaient regroupés dans des compagnies spéciales de discipline.

    édito Le Conseil général a confié au Conseil d’Architecture, d’Urbanisme et de l’Environnement de la Savoie le soin de réaliser et d’animer une première charte architectu- rale et paysagère, à titre expérimental, sur le territoire d’Albertville-Ugine, après une première ébauche sur le Beaufortain en 2002-2003. Cette démarche innovante s’est déroulée sur deux ans, de 2004 à 2005, en étroite concertation avec les élus territoriaux et les services de l’Etat et du Département. Elle fait aujourd’hui l’objet de cette présentation des- tinée aux élus locaux dans sa première partie, et aux particuliers et constructeurs dans la seconde partie intitulée “cahiers d’architecture”. Cette charte architecturale et paysagère a été portée par le Syndicat Arlysère pour regrou- per les intercommunalités de ce territoire du Beaufortain, du Haut Val d’Arly, du Bassin albertvillois et de la Haute Combe de Savoie, qui se sont engagées le 20 mai 2005 sur diffé- rents objectifs. Aujourd’hui, le premier objectif de la charte a été atteint par la réalisa- tion de quatre cahiers d’architecture et la mise en place de quatre secteurs de consultance architecturale travaillant en synergie avec le Territoire de Développement Local d’Albertville- Ugine, mis en place par le Conseil général. Cette démarche territoriale va permettre à chaque commune et à chaque particulier de disposer d’un service coor- donné de mise en valeur de son territoire en adaptant chacun des projets aux exigences nouvelles, tant de pré- servation, de performance, d’innovation que d’intégration dans notre environnement naturel et bâti.
