SUPPLEMENT SCHEDULED CASTES AND SC HEDULED TRIH.I!:S B.K.DAS. .) f" the Indian Ad ..in:i.strative Service D:ir.ector of" Census Operations, Karnataka .... P R E.F ACE The Registrar General and Census Com m.issioner of India has, in his fore word to this set of JitUblications, not only provided the reader with the historical background of the 1).istrict Census Handbooks but has also explained at so me length the scope and coverage for this country-wide project taken up as a part of the 1981 census ,operations. In s6. far as Karnataka .is concerned the pattern of present~tion of data has been slightly modified. As certain technical .issues pertaining to the Scheduled Castes and Scheduled Tribes remained unresolved even upto the middle of 1983, and the publication of the volume itself could not be put off indefiriitely, .the feasibility of dividing the volume into two portions was examined. Accordingly, in order to avoid further delays in the release of data pertaining to that segment of,the population who do not come under the category: of Scheduled Castes and Scheduled Tribes it was at last decided to divide the volume into two portions: (i) the main, volume in which there would not be any references whatsoever to the Scheduled Castes and Scheduled Tribes and (:ii) the supple ment which would exclusively contain the data relating to. the Scheduled Castes. and Scheduled Tribes. Such a course of actiot:! beca mean absolute necessity for yet another reason, na m ely, the decision to print these publications by the Photo offset technique. In pursuance of this de'cision, the columns relating to the village and town as well as ward-w.ise population data on Scheduled Castes and Scheduled Tribes were eliminated in the Prim ary Census Abstract. Beside!,!, the appendix to the Prim ary Census Abstract and the annexures thereof as 'If ell as appendix IV A and IV B to Village Directory and the Special Primary Census Abstract for Scheduled Castes and that for Scheduled Tribes too were eliminated in the main volume. All these detalis are presented in the supple ment with a brief introductory note. By the tim e these details could be got ready for print, the main volu m es of the D istrlct Census Han<ibooks of Bidar and Mandya districts ha..d been printed out and kept ~eady for release. As a result, this supple ment to the D .istrict Census Hand book of Mandya distri.ct .is being brought out as a separate publication. In the case of the remaining 17 district~, however, even though the supplement portion has' been co'mpiled separately it has been included as a separate section after the porti9Jl_relating to the main volume, in a single· book with a view to enhance its utility. The District. Census Handbook was first introduced at the 1951 Census to meet the ever increasing demand for micro-level data and since then this has remained the only census publication which gives out data at the village level in the case of rural areas and at the enu-meration block level in the case of urban areas. The scope of this pUQlication was enlarged.in 1961 and also in 1971 so as .to render it more useful by presenting in it a wealth of information on infrastructural facilities in villages ancj. towns. The current volume:;3 of the District Census Handbook are thus the fourth in the series and are marked' by a greater degree of comprehensiveness and uniformity in approach. As compared to the 1971 series the village and to wn directory for mats have been slightly modified. So also the Primary Census Abstract too has undergone certain changes. The previo1,ls practice o{ presenting the ad ministrative statistics and the various district and taiuk. level tables has been given up. Apart from these general changes at the all India level, in so far as Karnataka is concerned, because of certain technical reasons all the particulars relating to the Scheduled Castes ahd the Scheduled Tribes envisaged for presentation in the District Census Handbook, have been pooled together and brought out in the form of a separate supple ment. Tl'lese--~eta:iJ.s are present~d in the following sequence ;- State ment I: Total, Schedul~¢. Castes and Scheduled Tribes population in the taluks ~nd towns of the district. (These details form part -of the General District Prim ary Census Abstract). State ment II: District Primary Census Abstract - Scheduled Castes Statement ill: District Primary census Abstract '- Scheduled Tribes State ment IV: Scheduled Castes and Scheduled Tribes population (A) Village wise and (B) Town wise (within town ward-wise) (These detalls form part 9f the urban/vDlage Primary Census Abstract)· State ment V Total, Scheduled Castes and Scheduled Tribes population - Urban Block-wise. (This corresponds to the Appendix to urban/vDlage Prim ary Census Abstract). State m ent VI: Description of boundaries and details of areas included in Census enu meration blocks - in the case of urban areas· of the district (corresponding to the. annexure to the Appendix to the urban/village Primary Census Abstract). State ment VlI : List of villages arranged according to the proportion of (a) Scheduled Castes and (b) \Scheduled Tribes population to the total population of the village concerned by ranges. This would correspond to Appendix IV A and B to the Village Directory. State m.ent Vill: List of Scheduled Castes and Scheduled Tribes. 2 The concept of Scheduled Castes and Scheduled Tribes as evolved by the Governmen of India ......and embodied in the Govern m ent of India Act 1935- section 309 for the firs ti me and standardised later on for the purposes of the Constitution of the India] Republic has all along been adopted for purposes of census operations as well. 'Schedule! Castes', means such castes, races or tribes or parts or groups within such castes; race or tribes as are dee m ed under Article 341 (of the Constitution of India) to be th! Sched uled Castes for purposes of the Constitution of India. No person who professe a religion different fro m the Hindu or the Sikh .shall be dee m ed to be a me m ber of i Scheduled Caste. Likewise, 'Scheduled Tribes' means such tribes or tribal com munitie or parts. or groups within .. such tribes or tribal co m m uniti!8S as are dee m ed .unde Article 342 (of the Constittltion of India) to be the Scheduled Tribes for the purposes 0 the Constitution of India. Persons belonging to. the Scheduled Tribes may profes. any religion~ State wise statutory lists of Scheduled Castes and Scheduled Tribes wert notified for the first tim e .after Independence under the 'C onstitution (Scheduled Castes order 1950 and the 'C onstitution (Scheduled Tribes) order 1950'. These orders have clos! links particularly with Article 46 of the Constitution which lays down th, "The State shall pro mote with Special care the educational and econo mic . interest of the weaker sections of the people, and in particular, of the Scheduled Castes an Scheduled Tribes and shall protect the m fro m social injustice and all forms of exploi tation". These lists have subsequently been modified, supplemented vI" amended from timr to tim e. As a result of .the re-organisation of the states in 1956 involving transfer 0 territories fro m one State to' another, a major change becam e necessary in most 0 the States.

Archaeological Explorations in District Mandya, Karnataka R. N. Kumaran1 1. Archaeological Survey of India, Bangalore Circle, Kendriya Sadan, 5th Floor, F – Wing, Koramangala, Bengaluru – 560 034, Karnataka, India (Email: rnkumaran@ gmail.com) Received: 18 August 2019; Revised: 25 September 2019; Accepted: 29 October 2019 Heritage: Journal of Multidisciplinary Studies in Archaeology 7 (2019): 970‐990 Abstract: Karnataka is rich in archaeological vestiges which date from Pre‐historic to till date. The recent intensive explorations in the District Mandya, particularly in Taluk Maddur have revealed rich archaeological vestiges of varied nature. The same are discussed here. Keywords: Explorations, Maddur, Mandya, Karnataka, Temple, Hero Stone, Sati Stone Introduction Karnataka is rich in archaeological vestiges dating from prehistoric times. Intensive filed surveys and excavations at few sites have revealed the immense archaeological wealth of this region. Recently, archaeological explorations were untaken in Mandya district. The district is almost plain but for a few out crops of rock standing out as prominent ridges. On an average, the district is between 762m to 915m MSL. The only mountain range in the district is in the Biligirirangan range. The Cauvery breaks through this range near Shivasamudra, where the river takes a leap forming the two waterfalls, Gagana Chukki and Bara Chukki. Geology The rock formations in the district belong to the most ancient period of the earth’s history and are divisible into two groups – (i) the Dharwar schist which occur as narrow linear belts and (ii) the Peninsular gneisses and granites. The drainage of the district is towards the Bay of Bengal. Owing to either rocky or shallow beds, none of the rivers in this district is navigable.
