Accordingly the proposal would be at conflict with the sustainable development objectives contained within the National Planning Policy Framework (2012) and contrary to Adopted Plan Policy CO1. The proposal is not considered to be a 'field leader' in innovation and neither is the layout/scale/appearance considered to be of exceptional quality; as such the proposal does not meet with the criteria to be considered as an 'exception' under Paragraph 55 of the National Planning Policy Framework. The granting of such a development in this location would therefore substantially harm the rural character and open appearance of this countryside location contrary to Adopted Plan Policies CO1 and G1. The appearance of the proposed dwelling will appear 'at odds' with the neighbouring dwelling due to its siting and lack of road frontage. Equally the proposal will result in a poor relationship with the adjacent dwelling in respect of the general layout of the access arrangements. As such, the proposal is considered contrary to Policies G1and H3 of the Adopted Local Plan.
