DETAILED PROJECT NOTE ON THE PROJECT OF CONSTRUCTION KARJAT- BHIMASHANKAR ROAD SECTION FROM RAIGAD/PUNE DIST. BORDER TO PADHARWADI (PART-I, II, & III) DIST. PUNE (M.S.) 1. Pune dist. is located between 17.5 to 19.2° to 75.1° East. The district is bounded on North & East by Ahmednagar district, by Satara district on the South and by Raigad district on the West. Total road length of Pune district is 13,642 Kms. District is well connected to the state capital Mumbai and other commercial cities like Satara, Ahmednagar, Raigad etc. The proposed Bhimashankar Ghat road from district boundary to Wandre in Tah. Khed in Pune dist. will prove to be one of the arterial route in the state level on proposed S.H. 54. This route shall be an extension of route onwards Pune-Raigad district boundary. This proposed integrated route under extension is already constructed in patches on non forest land well before 1980. The proposed route forms a major transportation route connecting the commercial capital of India, Mumbai to Pune dist. As we are aware of that regular traffic from Pune dist. to Mumbai is developing very fast and to cope up with the growing vehicular like vegetables, milk, tourism etc. the proposed alignment shall prove be boon for the region covering Mumbai & Pune. 2. Technical Features of the project: The elevation difference between starting point-Sawle and end pint-district boundary is about 142 mtr. The grades proposed for this alternative within permissible limits i.e. 1:8 gardes are proposed. The radii for curvesare also within the permissible limits. The horizontal curves are designed for the apexes having deflection angle of 75. 1) Total Length : 21.622 Km. a) Length through Forest area : 5.458 Km. b) Length through Non-Forest area :16.204 2) Land Width : 24 Mt. 3) Carriage way : 1 Lane 4) Design speed : 40-60 Km. 5) Slab drain : 8 Nos. 6) Minor Bridges : 5 7) C.D. Drive : 10 8) Estimated Cost : 2.00 Crore (Rs) 3. Land Acquisition Scenario: The selected alignment of the proposed Bhimashankar Ghat roaf from section Raigad-Pune dist. Border passes through villages-Sawale, Pimparwadi Tah. Mawal & village Wandre Tah. Khed of Pune dist. The total length proposed for the project is 5.458 Km. with width of road is 24Mt. The requirement of total land including Forest & non Forest is 51.9888 ha. The jurisdiction of the Forest land demanded for said project is Pune Forest Div. & Ghod Project, Junner Forest Div. dist. Pune. 3.1 The total Forest land, required for the project as per F.C.A.-1980 and guidelines issued by Govt. of India, MOEF, New Delhi under the class reserved Forests (R.F.) and private Forest etc. Division Total No. of Total Survey/Gut Forest (Ha.) Villages No/s. Classified As Per F.C.A.-1980. Pune 2 2 12.338 Ha. Forest Div. Junner 1 1 0.7612 Ha. Forest Div. Total 3 3 13.0992 Ha. The nomenclature Acquired Forest is applied to the private Forest Acquired under the acquisition of private Forest act 1975. Strictly, in terms of legal classification, it is deemed to be Reserve Forest. But in few cases, since the acquisition proceedings are not finalized and complete in respect of all areas, for clarity proposes the nomenclature Acquired Forest and its present status as vested (V), Restored (R) and pending for enquiry (E) is retained. Name of Total Forest R.F. PF. Private Forest Land/Acquired Un- division Area Forest class Vested Restored Enquiry (V) (R) (E) Pune Forest 12.338 Ha. 12.338 -- -- -- - -- Division Ha. Junner Forest 0.7612 Ha. 0.7612 -- -- -- - -- Division Ha. 3.2 Non- Forest land to be acquired is 38.8896 ha. The distribution of non-forest land in Pune Forest Div. & Junnar Forest div. 4) Justification, necessary and selection of alignment: Taking in to consideration traffic, its growth rate, growing no. of accidents on the existing roads connecting commercial capital of India, Mumbai to Pune dist. via Karjat-Kashele route and protected development in the entire region due to tourism, especially, reducing the existing larger distance to great extent in between Mumbai to Bhimashankar, the holigenous place of India, an alternative safe, economic, speedy, eco-friendly surface transfer of shorter route and duration is extremely essential. The traffic density per day is on this proposed route is expected to the tune of approx. 9000 T/day, where as taking in to consideration the project developmental activities such as tourism, milk, fruit & vegetable business, horticulture, industries, port, fisheries etc. the projected traffic of accident frequency, distance, duration, fuel consumption, environmental degradation and in general, religious spirit of public & public representatives towards holiginous place. Road inventory, topography, pavement conditions and roughness surveys are carried out by dept. to select the best alignment as a permanent solution to the existing hurdles. As many as 3 in no. alternative alignments including existing road alignments were studied. Matrix of physical cost and traffic related parameters were worked out. Comparative costs, benefits geometric requirements and (AAI) activity accessibility Index, topography, vegetative density, environmental sensitivity etc. were taken in to consideration. On the basis of these studies, the alignment finally selected has been incorporated in the current proposal for diversion of Forest land which is the best suited and involving minimum & un-avoidable Forest area. 5. Financial and social solution – Due to proposed construction of Bhimashankar Ghat road from part Kothimbe to Raigad dist. Boundary, on S.H.-54 as per explained above, many social and economic benefits are expected and may be summerised as follows.- a) Reduction in the higher pollution load to great extent due to control on jamming of vehicles in particular road section on existing road tracks of higher distance & duration. b) Achievement of higher speed by the vehicles thereby saving travel time, fuel & foreign exchange on import of fuel. c) This project shall prove to be boon for the commercial development of rural, tribal, backward region of Konkan in particular, due to enhanced marketability and profitability of products at affordable consumer costs as a result of saving in time & fuel and in turn, cost,. The development of the region shall to great extent arrest migration of population towards density populated cities like Mumbai, Pune etc. d) During project execution and its maintenance schedule, this project will directly generate employment opportunities to certain extent. e) This project will prove to be permanent solution to reduce the growing no. of accidents, hazards etc. to existing high grade road sections due to improved road geometric. ******************** .
