Your tender for the above work has been accepted at the rates quoted as given below. Based on the accepted rates, the total value of contract works out to 39, 60,000/- (Rupees thirty nine lakhs and sixty thousand only). Your attention in this connection is invited to the various conditions stipulated by the Railway in the tender and signed by you. 3. The security deposit to be remitted by you is ` 1, 98,000/- (Five percent of the contract value). The sum of ` 82,720/- remitted through DD No. 851465176 dated. 28.02.2015 issued by Indian Overseas Bank, Ayanavaram, chennai towards earnest money will be adjusted towards security deposit till the equivalent amount recovered from the 10 % of the running bills. 4. The balance security deposit amount of ` 1, 15,280/- will be recovered at the rate of 10% of the running bills only. No other mode of payment shall be accepted. No interests will accrue on the Security Deposit Amount. 5. In addition to that, you have to submit irrevocable Bank guarantee for 5% of the contract value i.e. ` 1, 98,000/- from the Nationalized/Scheduled Banks/ only towards performance guarantee before signing of agreement or in cash to be remitted through Sr.Divisional cashier/S.Rly/Tiruchchirappalli. FDR towards performance guarantee may be drawn in favour of Sr.Divisional finance manager, Southern Railway, Tiruchchirappalli. The performance guarantee bond should be valid up to stipulated date of completion plus 60 days beyond that. 6. The successful bidder shall have to submit a Performance Guarantee (PG) within 30 (thirty) days from the date of issue of Letter Of Acceptance (LOA). Extension of time for. submission of PG beyond 30 (thirty) days and upto 60 days from the date of issue of LOA may be given by the Authority who is competent to sign the contract agreement. However, a penal interest of 15% per annum shall be charged for the delay beyond 30 (thirty) days, i.e. from 31st day after the date of issue of LOA. In case the contractor fails to submit the requisite PG even after 60 days from the date of issue of LOA, the contract shall be terminated duly forfeiting EMD and other dues, if any payable against that contract. The failed contractor shall be debarred from participating in re- tender for that work. 6 (i) This LOA is the due notice for submission of PG and no further communication will be sent to you reminding for submission of PG. In case of failure to submit PG with in the stipulated date action will be taken under clause 16(4) of GCC is final and binding. 7. The work will have to be completed within Five months from the date of issue of this letter. You should submit a programme of work in suitable proforma within 10 days of receipt of this letter in consultation with the Assistant Divisional Engineer/ Villupuram. 8. The letter of acceptance issued is binding contract between Railways and the contractor and the date of completion will be reckoned from the date of issue of this letter only and therefore you may please make arrangements to commence the work immediately. 9. Please attend this office on any working day to execute the agreement duly Producing Performance Bank Guarantee as stated in para.5. 10. Please commence the work within fifteen days form the date of receipt of this letter in consultation with Senior Section Engineer’s/ P.way/ Villupuram, A-Vriddhachalam, Tiruvannamalai and Vellore sections. NOTE 1.0 SITE OF WORK : The site of work is at existing various unmanned level crossings in Assistant Divisional Engineer/Villupuram sub division of total 80 LCs in Villupuram - Tiruchchirappalli (chord line), Villupuram -Katpadi and Villupuram - Puducherry sections (list of LCs vide annexure) The Tenderer should satisfy himself with the site conditions and facilities available before submitting the tender at his own cost. 2.0 SCOPE OF WORK : The work involves Deploying Gate Counselors/Gate Mitras at the rate of one man for each unmanned level crossing for twelve hours during day time from sun rise to sun set for a period of one hundred and ten days from date specified by the Engineer-in-charge in writing etc., complete with all contractor's men, materials, tools etc., complete as per schedule, special conditions, Railway's drawings and specifications. SCHEDULE:- This schedule contains only one schedule for items not covered by Southern Railway 3.1 Unified Standard Schedule of rates 2011. The quantity furnished in the schedule is only approximate and may vary during execution. Payment will be made for the actual work done as per agreement conditions. If the rate/percentage rate quoted by the tenderer/contractor is stated differently in figures and in words, then the rate/percentage rate quoted in words shall prevail. The tenderer/Contractor shall quote unit rate in words in bold “CAPITAL LETTERS” besides figures for each item of schedule separately only in the space provided as tabulation with squares in the schedule for filling up of rates. The rate shall be inclusive of cost of all the above materials, provision of temporary shed, salary and other incidental charges, etc., complete by the contractor as per special conditions of contract attached and as directed by the Engineer’s representative. In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.

Sriram2 Professor of Commerce 1, Research Scholar, Commerce 2, School of Social Sciences and Languages1, 2 VIT University1, 2 Vellore – 632 014, Tamil Nadu1, 2 INDIA1, 2 Abstract: This study investigates the causes of passengers’ fatality in railways by means of trespass accidents and suicides and to elicit the measures to prevent the death occurrences in Katpadi railway jurisdiction. This study consists of 385 respondents, who are the travelers in Katpadi jurisdiction which has 20 railway stations including Katpadi junction. Under probability sampling, survey method and stratified random sampling is used as the technique for collecting sample in the study area. It is found that 59 people died in railway accidents in the year 2014. It was also found that 30.9 % use foot board on train travel and 34.8 % of the respondents get down from the train before it stops in the railway station and 51.43 % from 385 respondents replied financial problem as the major reason for conduct of suicide and 49.87 % respondents said that family issues provoke the aggrieved person to commit suicide.
