Hal-hazırda dünyada multikulturalizm mövzusu ətrafında çox mübahisələr gedir: kimisi artıq sona çatdığını, kimisi də onun aktu- allığının qırılmaz olduğunu və bunların müasir qloballaşan dünyada rolunun artdığını iddia edir. Çox güman ki, Azərbaycan məhz o öl- kələrdən biridir ki, multikulturalizmə alternativ görmür, eyni za- manda müxtəlif fənn və sahələrin alimlərini cəlb etməklə, bu sahədə tədqiqatlar aparır və onları təşkil edir. Mədəniyyətlərin qarşılıqlı təsir fəlsəfəsi ilə maarifçilik fəlsəfəsi bir-birilə sıx bağlıdır. Qeyd edək ki, konfrans – seminarda təbrik nitqi ilə çıxış edən İtaliyanın Azərbaycandakı səfiri cənab Auqusto Massari və AMEA- nın vitse-prezidenti akademik İsa Həbibbəyli seminarın mövzu ak- tuallığını və əhəmiyyətini yekdilliklə qeyd etmiş, mümkün tədqiqat istiqamətlərinin dərinliyini və bütün bu məsələlərin İtaliya və Azər- 3 baycan intellektual fikrinin inkişafı üçün əhəmiyyətini vurğulamış- lar. Çox təqdirəlayiqdir ki, İtalyan professorları Qafqazda maarifçi- lik və multikulturalizmi məsələlərini analiz edirlər. Bu yöndə prof. Aldo Ferrarinin məruzəsi maraq doğurur. Həmçinin prof. Canpyero Belincerinin Azərbaycan dilində oxuduğu məruzə də maraqlı fikir- lərə səbəb oldu. Azərbaycanda və digər iştirakçı dövlətlərdə multi- kulturalizm siyasəti və strategiyası haqqında prof. Karlo Frappinin analitik və dərin məzmunlu məruzəsi də az maraq oyatmadı. Möv- zuya münasibətdə müxtəlif yanaşmaları ilə – maarifçilik siyasəti məsələləri, Azərbaycan və İtalyan maarifçiliyinin müqayisəli anali- zi, tarix, mədəniyyət vədinin fəlsəfəsi üzrə metodoloji məsələlərin analizinin vacibliyi və s. – Azərbaycan filosofları xüsusilə fərqlən- dilər. Onlardan birinin italyan dilində etdiyi məruzə də böyük mara- ğa səbəb oldu. Konfransdakı çıxışlarında azərbaycanlı natiqlər aşağıdakı 3 əsas postulatı – məqamı xüsusilə qeyd etdilər: 1) Azərbaycan Respublikasının Prezidentinin təşəbbüsləri; 2) Beynəlxalq Bakı Humanitar forumlarının, Mədəniyyət dialoqu forumlarının elmi və mənəvi irsinin istifadəsinin əhəmiyyəti və 3) tədqiqat işlərinin mədəniyyət dialoqunun, tolerantlığın tərbiyə olunması təcrübəsi ilə uzlaşdırılmasının vacibliyi. 4 ВВЕДЕНИЕ Читатель видит перед собой книгу – сборник статей фило- софов Института Философии НАНА и Венецианского Универ- ситета «Ка Фоскари», посвященную проблемам моделей азер- байджанского и итальянского мультикультурализма, просвеще- ния, анализу связей между взаимодействием культур и форми- рованием идентичности. Эти вопросы обсуждались на втором международном семинаре – конференции, прошедшей в Баку. Напомним, что между Институтом Философии НАНА и Уни- верситетом «Ка Фоскари» подписан «Договор» о сотрудничест- ве, в соответствии с которым проводятся семинары с очеред- ностью в Венеции и Баку. Первая была проведена в стенах «Ка Фоскари». О мультикультурализме много спорят в мире, кто-то ут- верждает, что наступила «смерть мультикультурализма», кто- то утверждает, что его актуальность неразрывно переплетена с вопросом о беженцах, диаспорах, и их возрастающей роли в современном глобальном мире. Не меньше спорят о просвеще- нии. Пожалуй, Азербайджан – одна из стран, где не видят аль- тернативы мультикультурализму и, одновременно, пытаются организовать его исследования с привлечением ученых различ- ных дисциплин. Философия взаимодействия культур, филосо- фия просвещения – неразрывно связаны между собой. Нынеш- ний семинар, как раз таки, ориентирован на вычленение связей между просвещением и взаимодействием культур. Как видится авторам данного исследования тема обширная и интересная, предполагающая не только анализ этих вопросов, но и переос- мысления духовного наследия просветителей Азербайджана и Италии Х1Х века. Отметим, что на семинаре-конференции с приветствен- ным словом выступил уважаемый посол Италии в Азербайджа- не господин Аугусто Массари, вице Президент НАНА акаде- 5 мик Иса Хабиббейли, которые в один голос признали значи- мость темы семинара, глубину возможных направлений иссле- дования, их значимость для интеллектуальной мысли Италии и Азербайджана. Важно то, что итальянские профессора анализи- ровали вопросы просвещения и мультикультурализма на Кав- казе. Представлял интерес в этом контексте доклад профессора Альдо Феррари. Вызвал размышления доклад профессора Джанпьеро Беллинджери, прочитанный им на азербайджанс- ком языке. Не менее аналитическим и глубоким оказался док- лад и профессора Карло Фраппи о политике мультикультура- лизма в Азербайджане, о стратегии Азербайджанской Респуб- лики и других участников. Разносторонними подходами к теме отличились и азербайджанские философы. Тут и вопросы фи- лософии просвещения, сравнительный анализ итальянского просвещения и азербайджанского, необходимость анализа ме- тодологических вопросов философии истории, культуры и ре- лигии и т.д. Было выступление и азербайджанского исследова- теля на итальянском языке. В своих выступлениях на конференции они специально выделили три основных постулата: об инициативах Президента Азербайджана, о необходимости использования научного и ду- ховного наследия Международных Бакинских гуманитарных Форумов, Форумов Диалога Культур, о необходимости соче- тать исследовательскую работу с практикой диалога культур, воспитания толерантности. И, наконец, о том, что в нашу сов- ременную эпоху просвещение и просветительская работа ста- новятся определяющими для будущего. 6 INTRODUCTION A reader finds before him the book collection of articles by philosophers of the institute of philosophy of NASA and and Venetian University “La Foscari” dedicated to the problems of models of Azerbaijan and Italian multiculturalism, enlightenment, the analysis of the links between interaction of cultures and formation of identity. These questions were discussed at the second international seminar – conference, held in Baku. Remind that between the institute of philosophy of NASA and University “La Foscari” there was signed the “Negotiations” on collaboration in conformity with which the seminars are held in turn in Venice and Baku. The first seminar was held within the walls of “La Foscari”. They argue much on multiculturalism in the world, some affirm that the “death of multiculturalism has come, the other asserts that actuality is inseparably interwoven with the question on refugees, diaspora and their increasing role in modern global world. No less they hold debates on enlightenment. Very likely Azerbaijan is one among countries where they don’t see alternative for multiculturalism and at the same time try organise its research with evolving scientists of different disciplines philosophy of interaction of cultures, philosophy of enlightenment are indissolubly between themselves. The current seminar is just oriented towards to exposing the links between enlightenment and interaction of cultures. As the authors of the research view, the theme is extensive and interesting, supposing not only the analysis of these questions but also comprehending anew the spiritual heritage of enlightening of Azerbaijan - Italy of the XX century. Let’s point that in seminar – conference the respected ambassador of Italy in Azerbaijan, Mr. Augusto Massari delivered a speech of welcome, as well as vice-president of NASA, academician Isa Habibbayli who in one voice admitted significance of a subject of the seminar, the depth of possible directions of 7 research, their importance for intellectual thought of Italy and Azerbaijan. It is important that Italian professors analysed the issue of enlightenment and multiculturalism on the caucuses. In this context the report of professor Aldo Ferrari was of interest. The report

On the Nagorno-Karabakh issue between Azerbaijan and Armenia, I received support for Azerbaijan’s stance on the territorial/border issue emphasizing the peace proposals put forth when the ceasefire was negotiated. Today I would like to talk about the priorities for Azerbaijan’s foreign policy: regional security and prosperity. Azerbaijan is situated at the junction of Central Asia and Europe, bordered by Russia to the north and Iran to the south, and it has access to the Caspian Sea and a wealth of energy resources. As you no doubt know, our country serves as a corridor in the southern Caucasus region for the transport of energy from Central Asia to Georgia and Turkey. Determining how to supply the natural resources our country possesses and to which international markets to supply them have become foreign policy issues. In the religious makeup of our country Muslims account for the majority, but there is toleration for other religions and Azerbaijan serves as a bridge between cultures.

    A NEW WAY FOR THE CASPIAN REGION: COOPERATION AND INTEGRATION Azerbaijan is a pivotal state in what is emerging as the new Caspian political order. The region in one way or another connects Asia, the Middle East, Russia and Europe. As such it is the home to many civilizations; it is an energy and trade hub, and a gateway to the Far East countries, Europe, Russia and the Middle East. Caspian energy is of strategic significance for China and Europe. A trans-Caspian component to our energy development is a win-win for all. The Europe dimension is a part of Azerbaijan’s orientation. However, we are not knocking on the EU door asking for membership. This is a long-term perspective which should be considered and addressed in due time. Azerbaijan is committed to pursuing a multi-variable approach to regional development. In the end, success will depend on our ability to cooperate. Following the collapse of the Soviet Union, the Caspian region was marred by conflicts, corruption and state failure. Since then much has changed. The conflicts are protracted, corruption is being dealt with and states are increasing their internal institutional and human know-how. The energy sector is booming with the help of international partners and through domestic reforms on both the east and west coasts of the Caspian Sea. The Caspian region needs a multidimensional international outlook. Azerbaijan is a pivotal state in what is emerging as the new Caspian political order.

In a land diverse in geography and people, these human tribes would form new societies vying for resources to become the dominant power. And of all societies to flourish, the Mesoamerican civilizations including the Olmec and later the Aztec would rise as the most powerful empire in North America. South of Panama, the Inca would establish an empire in the Andes Mountains as the dominant power of South America. Yet the powerful Aztecs warriors and the high Incan forts would not withstand the guns nor devastating germs of European colonizers who would replace these native empires as the dominant power. Now it was the empires of Europe who were the true superpowers of the Western Hemisphere, establishing political, cultural, and economic control both continents. European colonialism would reshape the Western Hemisphere into a new world born from the ashes of Native People. Their former lands were fenced for European colonizers, of men and women who sought wealth that this new world provided. That wealth needed extraction, and so millions of enslaved people were chained and shipped from Africa towards the horrors of chattel slavery. The combination of these different people and cultures reshaped the Western Hemisphere, and the result of this clash of cultures is still evident today 527 years after Columbus arrived in Hispaniola.

    Olena Semenyaka, The “First Lady” of Ukrainian Nationalism Adrien Nonjon Illiberalism Studies Program Working Papers, September 2020 For years, Ukrainian nationalist movements such as Svoboda or Pravyi Sektor were promoting an introverted, state-centered nationalism inherited from the early 1930s’ Ukrainian Nationalist Organization (Orhanizatsiia Ukrayins'kykh Natsionalistiv) and largely dominated by Western Ukrainian and Galician nationalist worldviews. The EuroMaidan revolution, Crimea’s annexation by Russia, and the war in Donbas changed the paradigm of Ukrainian nationalism, giving birth to the Azov movement. The Azov National Corps (Natsional’nyj korpus), led by Andriy Biletsky, was created on October 16, 2014, on the basis of the Azov regiment, now integrated into the Ukrainian National Guard. The Azov National Corps is now a nationalist party claiming around 10,000 members and deployed in Ukrainian society through various initiatives, such as patriotic training camps for children (Azovets) and militia groups (Natsional’ny druzhiny). Azov can be described as a neo- nationalism, in tune with current European far-right transformations: it refuses to be locked into old- fashioned myths obsessed with a colonial relationship to Russia, and it sees itself as outward-looking in that its intellectual framework goes beyond Ukraine’s territory, deliberately engaging pan- European strategies. Olena Semenyaka (b. 1987) is the female figurehead of the Azov movement: she has been the international secretary of the National Corps since 2018 (and de facto leader since the party’s very foundation in 2016) while leading the publishing house and metapolitical club Plomin (Flame). Gaining in visibility as the Azov regiment transformed into a multifaceted movement, Semenyaka has become a major nationalist theorist in Ukraine.

    Portuguese and Spanish Overseas Expansion, 1450-1600 The rise of the New Monarchies led directly to European overseas expansion. The first phase (1450-1600) was dominated by Portugal and Spain. For various reasons, England and France lagged behind. It wasn’t until after 1600 that they, along with the Dutch, also established overseas trade routes and colonies. In this reading we will focus on the Portuguese and Spanish. The first question we must ask is why, after remaining on their own continent throughout the 1000-year-long medieval period (except, perhaps, for the Crusades to the Holy Land) did Europeans begin sailing to Africa, the Americas, and Asia in the 15th century? The answer lies in the desire of the New Monarchies to gain greater wealth and power. Motives for Overseas Exploration The Economic Motive The primary motive for overseas exploration was for the New Monarchies to increase their power by acquiring new sources of wealth. Having centralized their governments at the expense of the feudal nobility and Church, the New Monarchies sought other ways besides internal taxation to increase the wealth and power of their states. As we saw in the previous reading, France and Spain sought to dominate the divided Italian states – much to the dismay of Machiavelli. Besides war, marriage was also used to increase state power. Spain’s influence in Europe grew enormously with the succession of Ferdinand and Isabella’s grandson, Charles Habsburg to the throne of Spain as Charles V. Ruling both Spain and the Holy Roman Empire, the Habsburg dynasty was Europe’s most powerful.

Department of European Studies Supervisor: Assist.Prof.Dr. Mustafa Soykut August 2003, 113 pages In 1492, the Catholic Monarchs Isabel and Ferdinand conquered Granada, the last Muslim Kingdom in Spain, issued the edict of expulsion of Jews and charged Christopher Columbus to find out a western route to Indies who by coincidence discovered America. These three momentous events led to construction of Spanish national unity and of the Spanish world empire. In this study, what we are looking for is the impact of the first two events, the conquest of Granada and the expulsion of the Jews, on the formation of the Spanish national unity and the Spanish nationhood vis-à-vis Jews and Muslims in its historical context. In this study, the concept of nation-building would be employed not in economic but in political, religious and cultural terms. This study, by using the historical analysis method, found that centuries-long Muslim and Jewish presence in Spain and the Spaniards’ fight for exterminating this religious, cultural and political pluralism led to the formation of unitary Catholic state and society in Spain in the period under consideration.

  • Colonial Legacies in Syrian Nationality Law and the Risk of Statelessness
    COLONIAL LEGACIES IN SYRIAN NATIONALITY LAW AND THE RISK OF STATELESSNESS MALAK BENSLAMA-DABDOUB* The millions of Syrians born or living in exile as a result of the ongoing conflict has dramatically increased the number of people from Syria with no nationality. In this regard, Syrian nationality law has been criticised for containing discriminatory provisions and failing to address the risk of statelessness. Nonetheless, the responsibility of colonialism in creating such discrimination has been largely overlooked. One decade after the outbreak of the Syrian Civil War, this article looks back at the colonial roots of Syrian legislation governing nationality. Through a critical legal and historical analysis, it reveals the hidden colonial legacies of Syrian citizenship, by highlighting the responsibility of European colonial powers in introducing gender-based discrimination in domestic legislation, rendering Kurds and Palestinians stateless, and creating the practice of arbitrary denationalisation. This paper ends with a call for more research on colonial legacies within citizenship and statelessness studies. Nyerere. It examines important themes in some of the major writings of these two famous leaders of African resistance to colonialism. After prolonged anti-colonial struggle and maneuver, both became leaders of independent countries, Nkrumah of Ghana in 1957, and Nyerere of Tanganyika in 1961.1 Both were also important scholars, with numerous influential publications. In my research of their thoughts and ideas, several seemingly contradictory themes emerged. While they remain two of the most important African nationalist leaders in history, I argue that both also sought critical and practical perspectives beyond nationalism, and beyond subordination within the capitalist world system. Both were quick to realize the limitations of ‘independence’ for their former colonies cum states, even before this was fully [formally] achieved. They were therefore critical of the specter of neo-colonialism, and espoused versions of Pan-Africanism.
