New A40 Roundabouts

The primary access points for the development are on the A40 and take the form of at-grade roundabouts which have been designed in accordance with Department for Transport standards.

The western roundabout will also provide access to the new science/business park. There is also opportunity for the western roundabout to provide a new access route to Hill Farm negating the need to use the existing slip roads and overbridge onto the A40.

There are presently a high number of vehicles using the A40 overbridge to complete U-turn movements. The overbridge merge and diverge connections with the A40 are substandard. This situation will be overcome when the west facing slip roads are installed at the nearby Shores Green junction. In the interim, the western roundabout could offer an alternative to the overbridge.

The removal of traffic from the overbridge would allow it to be used safely by pedestrians, cyclists and equestrians.

The eastern roundabout is located where the roads serving Barnard Gate and South Leigh form priority controlled junctions with the A40. It is difficult to emerge from the side roads, particularly right turn exit movements, into the A40. The proposed eastern roundabout will overcome this problem and provide easier entry and exit to/from the A40 for residents of the Barnard Gate and South Leigh.

The roundabouts include defined crossing points. There are assisted (push button) crossing points on the A40 at both roundabouts.

Bus There are several buses that operate along the A40: At present, existing bus services are well used in the direction towards Oxford in the morning and from Oxford in the evening. S1 Oxford-Witney-Carterton (every 15 minutes) Westbound bus movements towards Witney in the morning and

Rail The closest rail station to this new garden village is at . This is about 8.5km from the site offering hourly travel between Worcester and Oxford.

A new bus service will be explored that will provide a circular service between the new village, Hanborough rail station and Witney.

Cyclists There is an existing shared footway/cycleway that is aligned along the north side of the A40.

The development proposal includes the construction of a new shared footway/cycleway along the south side of the A40. This will connect the two primary site access roundabouts. In addition, there will be a shared footway/cycleway between the western roundabout and the existing overbridge of the A40, which is a designated bridleway. Overall, the scheme will result in about 1.3km of new cycle infrastructure along the A40.

The assisted crossings at the two roundabouts will be Toucan crossings which can also cater for cycle users.

Pedestrians There are existing Public Rights of Way (PRoWs) that cross the site. These provide links between the village of South Leigh and the A40. The new garden village will respect these routes and create additional walking routes. The existing PRoWs are shown on board two.

There is an existing overbridge on the A40 near to the north-west corner of the site. The overbridge forms part of a designated bridleway. However, the overbridge is presently used by a high number of vehicles undertaking U-turns. The proposed western roundabout could offer an alternative to the overbridge and allow traffic to be removed from the overbridge. This would leave a safe grade- separated crossing of the A40 for use by walkers, cyclists and equestrians.

Need to Travel The new garden village will include a number of local facilities such as primary schools, shops, offices, GP surgery and pharmacy, food outlets, public house and play facilities. This means that many of the trips a resident would undertake by car are contained to within the new village. The new homes and facilities will be located to be within a convenient walk or cycle ride and there will be a network of safe footways/cycleways to encourage residents to walk and cycle.

Education Strategy

Oxfordshire County Council has identified a need for new schools to accommodate planned housing growth across the county and supports the localised provision of new schools within larger housing developments.

We have engaged with Oxfordshire County Council to ensure that sufficient school places are available to accommodate the additional demand generated by the proposed development.

The masterplan includes the provision of two new primary schools, each with two forms of entry. This would provide over 800 new primary school places to accommodate the demand locally generated by new homes

in the Garden Village. Unmet and newly arising demand for primary Witney A40 school places elsewhere is already being planned for by Oxfordshire The site County Council.

New homes will also generate a demand for secondary school places. Oxfordshire County Council have confirmed that their preferred solution for secondary school pupils living here would be to attend a new secondary school in Witney. The public transport strategy for the site would enable pupils to travel to Witney to school by bus.

A New Country Park

A ridge in the southern part of the site restricts views between the site and South Leigh, and features small woodlands set within open fields. This area has great potential to become a new Country Park with additional landscaping to strengthen the existing landscape structure.

Existing footpath routes through the Country Park will be retained ensuring that the park is accessible to all. The Country Park will provide a permanent buffer between the proposed development and South Leigh.

Retained Features and Ecological Enhancements

The enhancement of existing landscape structure at the edges of the proposed development will create a defensible limit to development and increase habitat potential.

The retained existing features including mature trees, woodland areas, hedgerows and ditches form the basis for the network of green corridors and spaces that will permeate through the development. These will provide key wildlife corridors providing links to the wider habitat areas surrounding the site.

Additional tree planting, species-rich woodlands and grasslands throughout the greenspace network will enhance biodiversity and nature conservation.

Surface Water Drainage

A multifunctional surface water drainage network will be designed to work with the existing landform. Water will feed towards the lowest parts of the site into new ponds before being discharged into the existing watercourses.

The new sustainable system will minimise waste and support new habitats and ecosystems.
