Speaker Biographies

Barry DuVal President & CEO Virginia Chamber of Commerce

Barry DuVal was named president and CEO of the Virginia Chamber of Commerce on April 28, 2010.

Under his leadership, the Chamber has become Virginia’s largest business advocacy group, growing from 847 members in 2010 to more than 26,000 members today. In 2013, the Chamber produced Blueprint Virginia – the Commonwealth’s first comprehensive business-led initiative to provide direction and long-term economic development planning for Virginia. In 2017, the Chamber released an update to the original Blueprint, Blueprint Virginia 2025, which engaged over 6,000 business and community leaders from around the Commonwealth to build an action plan for strengthening Virginia’s economic competitiveness and getting Virginia back to the top of business climate rankings.

Barry’s public service began in 1988 when he was elected to the Newport News City Council. In 1990 he was elected mayor of the city. He served as mayor from 1990 through 1996, when he stepped down to become the president and CEO of a regional economic development organization representing Southeast Virginia’s 1.6 million citizens.

From 1998 through 2002 Barry served as the Secretary of Commerce and Trade for the Commonwealth of Virginia. During his term as Secretary, Virginia attracted a record-setting 1,500 economic development projects representing 156,850 new jobs and $13.7 billion in private investment.

His private sector experience includes serving as president and CEO of DuVal Associates, Inc, a diversified real estate firm, from 1983-1996. Upon the completion of his term as the Secretary of Commerce and Trade, he served as president and CEO of Kaufman & Canoles Consulting, LLC, an economic development consulting firm specializing in public-private partnerships and strategic planning for business and government agencies.

Barry holds a Master’s (MLS) from American University Washington College of Law and a BS from James Madison University.

Paige Clay Senior Partner, Mercer Chair, Virginia Chamber of Commerce Board of Directors

Paige is a Mercer Senior Partner and leads the Mid-South market inclusive of Kentucky, Tennessee, the Carolinas, and Virginia. She manages a number of the firm’s largest clients with representation in the following industries: insurance and financial services, manufacturing, retail/distributors, healthcare, higher education, energy, and government contracting. Mercer is a global consulting leader in advancing the health, wealth, and careers of over 115 million people around the world and is a wholly owned subsidiary of Marsh & McLennan Companies (NYSE: MMC), the leading global professional services firm in the areas of risk, strategy, and people.

Paige has more than 23 years of financial services experience as a senior executive in finance, operations, call centers, and human resources. Prior to joining Mercer, Paige was SVP, Global Human Resources at Encore Capital Group and Chief People Officer at Capital One Bank where she demonstrated success with acquisition integration, strategy creation, talent assessment and development, project management, and process improvement.

Before Paige’s career shift to human resource roles, she was VP of Operations running large customer service/sales call centers in Virginia and Florida for Capital One. She started her career at Signet Bank as a management trainee, later was a retail bank district manager, a small business lender and account manager, and led sales on the leadership team for Signet’s small ticket leasing business.

Paige currently serves on the Executive Committee of the Virginia Chamber of Commerce Board as Chair for 2020 and on the Advisory Board of SingleStone Consulting. She is past Treasurer of the Board of Family Lifeline and served on the Virginia Advisory Board of South State Bank.

Paige obtained her bachelor’s degree in finance from Virginia Tech and a master’s degree in business administration from Virginia Commonwealth University. She is certified by the Society for Human Resources Management (SHRM) as a Senior Professional in Human Resources (SPHR).

Paige enjoys leisure reading, international travel, snow skiing, water sports, and time with friends and family. She spends her time between Richmond, Virginia and Treasure Island, Florida.

Ed Pesicka President & CEO Owens & Minor

Ed Pesicka was named President & Chief Executive Officer of Owens & Minor, effective March 7, 2019, and was appointed to the Board of Directors at the same time. Ed is a seasoned senior executive with more than 25 years of business and operational experience focused on distribution, manufacturing, and service for the healthcare, pharmaceutical, biotechnology and scientific research industries.

Before joining Owens & Minor, Ed served as an independent consultant and advisor in the healthcare, life science and distribution industries since January 2016. From January 2000 through April 2015, he served in various roles of increasing responsibility at Thermo Fisher Scientific, a $17 billion manufacturer and supplier of a range of products to the research, healthcare, industrial, and safety markets, including most recently as Chief Commercial Officer & Senior Vice President. In this role, he was responsible for developing and leading go-tomarket strategies and managing the company’s commercial approach.

During his tenure at Thermo Fisher, Ed ran up to an $8 billion portfolio of global distribution, manufacturing and service businesses. He also served as Chief Financial Officer for multiple divisions. Before joining Thermo Fisher Scientific, Ed spent eight years at TRW Inc., in a variety of finance roles and three years with PricewaterhouseCoopers as an auditor.

Ed holds a B.A. in Business Administration and Management from Muskingum College and an MBA from Case Western Reserve University.

Mike Petters President & CEO Huntington Ingalls Industries

Mike Petters is president and CEO of Huntington Ingalls Industries, America’s largest military shipbuilding company and a provider of professional services to partners in government and industry. He is also a member of HII’s Board of Directors.

A native of Florida, Petters earned a bachelor’s degree in physics from the U.S. Naval Academy in 1982, served aboard the nuclear-powered submarine USS George Bancroft (SSBN 643) and spent five years in the U.S. Naval Reserve. In 1993, he earned an MBA from the College of William and Mary.

Petters is a past chairman and current member of the Virginia Business Council and a member of the Aerospace Industries Association’s executive committee. He serves on the board of directors for the U.S. Naval Academy Foundation and the National Association of Manufacturers. He also serves on the board of advisors for the Center for a New American Security, the board of trustees of the Naval Aviation Museum Foundation and the distinguished advisory board for the Dolphin Scholarship Foundation.

In 2017, Petters received the Committee for Economic Development’s Owen B. Butler Education Excellence Award, which recognizes an individual’s exceptional commitment to quality education, skills development and workforce development programs.

Sean Connaughton President & CEO Virginia Hospital & Healthcare Association

Sean T. Connaughton has served as President and CEO since 2014. Prior to joining VHHA, he served as Virginia’s Transportation Secretary from 2010-2014 in the Cabinet of Governor Robert F. McDonnell. In that role, he led efforts to pass a major transportation funding package for the Commonwealth in 2013.

Connaughton served in a Presidentially-appointed, U.S. Senate-confirmed position as Administrator of the Maritime Administration from 2006-2009, and was Corporate Vice President of Government Affairs for the American Bureau of Shipping. Connaughton’s public service also extends to elected office – from 2000-2006, he was Chairman of the Prince William County Board of Supervisors, which is the chief elected position in Virginia’s second largest county – and the armed forces.

Connaughton served as a commissioned officer on active duty with the United States Coast Guard, and later joined the United States Naval Reserve, retiring from that service with the rank of Commander. Connaughton is a licensed attorney admitted to practice in Virginia and the District of Columbia. He practiced law for 15 years with private firms and has appeared before the United States Supreme Court.

He has a Bachelor’s degree from the United States Merchant Marine Academy, a Master’s degree from Georgetown University, a law degree from , and he graduated from the United States Naval War College. Connaughton has received numerous awards over the years, including Alumnus of the Year from George Mason University, the Distinguished Service Award from the National Association of Counties, the Vincent T. Hirsch Maritime Award for Outstanding Leadership from the Navy League of the United States, Maritime Person of the Year from the Propeller Club of the United States, the Maritime Samaritan Award from the Apostleship of the Sea of the United States, and Government Man of the Year from the Maritime Port Council of Greater . He also has been designated a Henry Toll Fellow by the Council of State Governments, a Virginia Institute of Political Leadership Fellow, and recently was named a Fellow by the Virginia Law Foundation. He is married to Teresa and has two adult children, Courtney and Sean Jr.

Nancy Howell Agee President & CEO Carilion Clinic

Nancy Howell Agee is President and CEO of Carilion Clinic, a $2 billion not-for-profit health care system headquartered in Roanoke, Virginia; serving over 1 million people in Virginia and West Virginia. Carilion Clinic is organized as a large physician group with more than 1000 employed physicians and 7 hospitals ranging from a large, tertiary/quaternary medical center, Level 1 Trauma Center and teaching hospital to a Children's Hospital to midsized community hospitals to small rural or critical access hospitals as well as multiple business lines such as Home Health, Imaging Services, Pharmacies and Urgent Care.

Ms. Agee was the Executive Vice President and Chief Operating Officer before becoming CEO. She co-led Carilion's transformation from a collection of hospitals to a patient-centered, physician-led organization. The reorganization included a public/private partnership with Virginia Tech to create an allopathic medical school and a research institute.

Ms. Agee is a nationally recognized leader in healthcare, immediate past chair of the American Hospital Association (a membership organization representing the nation's 5000 hospitals). She has been named one of the Top 100 Most Influential People in Healthcare by Modern Healthcare yearly since 2015 and named to the Top 25 Woman in Healthcare by the same national magazine repeatedly. Ms. Agee is a former member of The Board of Commissioners for the Joint Commission (international hospital accreditation organization) and past chair of the Virginia Hospital and Healthcare Association and the Virginia Center for Health Innovation.

Ms. Agee was named Virginia Business Person of the year in 2017 by Virginia Business and has been on the list of most influential persons in Virginia for the past nine years. She was also named Virginia Business Magazine’s Virginia 500 – the 2020 Power List. Ms. Agee serves on several boards including American National Bank & Trust, (NASDAQ:AMNB), Roanoke Gas Company, (NASDAQ:RGC) and Healthcare Realty:(NYSE:HR). She is a member of The Wall Street Journal Council of CEOs, Virginia Foundation for Independent Colleges, Virginia Business Council, Virginia Business Higher Education Council and on the Governor’s Advisory Council on Revenue Estimates. She is a Fellow in the National Association of Corporate Directors.

Ms. Agee is a former member of Taubman Museum of Arts and Director Emeritus of the Mill Mountain Theatre Board.

Ms. Agee has received many awards over her career including the MS Silver Hope Award, the Paladin Award for Quality, and the Gail L. Warden Leadership Excellence Award in 2018.

Ms. Agee received her undergraduate degree from University of Virginia and her graduate degree from Emory University; and continued postgraduate studies at the Kellogg School of Business, Northwestern University. She received honorary Doctorate of Humane Letters, from both Roanoke College and Jefferson College of Health Sciences in 2015.

Howard Kern President & CEO Sentara Healthcare

Howard Kern is President and Chief Executive Officer of Sentara Healthcare, a $6.3 billion not-for-profit integrated health system headquartered in Virginia. Sentara consists of 12 hospitals in Virginia and Northeastern , including a Level I trauma center, the nationally-ranked Sentara Heart Hospital, two orthopedic hospitals, accredited Sentara Brock Cancer Center and the Sentara Neurosciences Institute. The Sentara family also includes four medical groups, home care, ambulatory outpatient campuses, advanced imaging and diagnostic centers, a clinically integrated network, Nightingale Regional Air Ambulance, ground medical transport, Sentara College of Health Sciences and the Optima Health Plan serving 500,000 members in Virginia, North Carolina and Ohio.

Sentara Healthcare has continually ranked as one of the most integrated health care networks in the United States by Modern Healthcare magazine, and is the only health care system in the nation named to the top 10 continuously since the survey began. Mr. Kern’s executive management experience includes 40 years in hospital administration, managed health insurance, ambulatory services and healthcare finance. He obtained his Masters in Health Administration from the Medical College of Virginia where he serves on the faculty as a lecturer in the School of Health Administration. He is a Fellow in the American College of Healthcare Executives (ACHE) and completed the CEO Program for Health Care Leadership at the Leonard Davis Institute for Health Economics at the University of Pennsylvania’s Wharton School. He is an active member of the Healthcare Executives Study Society.

Virginia Governor Ralph Northam appointed Mr. Kern to the state’s Advisory Council on Revenue Estimates in 2019. He serves on the board of numerous corporate and community organizations including the Becker’s Healthcare Advisory Board, E3 (Elevate Early Education), Future Hampton Roads, Hampton Roads Business Roundtable, Hampton Roads Chamber of Commerce, Hampton Roads Community Foundation, Hampton Roads Economic Development Alliance (HREDA), MDLive, ReInvent Hampton Roads, RVA/Hampton Roads Collaborative Executive Committee, Virginia Business Council, Virginia Business Higher Education Council, Virginia Symphony Orchestra, Virginia Wesleyan University and Vizient, Inc.

Tim McManus President HCA Capital Division

Tim currently serves as President of HCA’s Capital Division since 2016. The division includes 19 hospitals across the states of Virginia, New Hampshire, Kentucky and Indiana with revenues of $3.6 billion. He joined HCA in 2007 as CEO of Garden Park Hospital in Gulfport, Mississippi then went on to serve as CEO of Reston Hospital and Chippenham and Johnston Willis Hospitals in Virginia.

Tim is a Fellow in the American College of Healthcare Executives. In 2009, he was recognized in his community as a top business leader under 40. In 2012 and 2013 he was recognized by Becker’s Hospital Review as one of the top 300 healthcare leaders to know.

He earned his Master's of Health Services in Finance and Management degree from the Johns Hopkins University Bloomberg School of Public Health and his Bachelor's of Science at Tulane University. Currently, he serves as Board member of the Virginia Hospital & Healthcare Association and is a member of the Virginia Business Council and Management Round Table.

Al Pilong CEO Novant Health UVA Health System

Alfred E. Pilong, Jr. began his role as chief executive officer of Novant Health UVA Health System in Virginia in April 2019. Prior to this role, Al served as the president of Munson Medical Center and the chief operating officer for Munson Healthcare since April 2013. Al was the president of the 445-bed Winchester Medical Center in Winchester Virginia and the senior vice president of the multi-hospital Valley Health System, before joining Munson Medical Center.

He holds a bachelor’s degree in Pharmacy from Rutgers University in New Brunswick, N.J. and worked as a pharmacist and later a professor of pharmacy, before transitioning into hospital administration. Al has a master’s degree in Divinity from Alliance Theological Seminary in

Nyack, N.Y. and a master’s degree in Business Administration from St. Joseph’s University in Philadelphia, PA. He is a fellow of the American College of Healthcare Executives and board certified in Healthcare Management by the American College of Health Care Executives (ACHE).

Al and his lovely wife, Lori, have 3 grown children: Christopher, Lindsay and Cherith.

John Phipps, MD CEO OrthoVirginia

Dr. Phipps is an experienced physician executive and healthcare leader. He has held various positions, including president of the Novant Health Medical Group. Most recently, he served as the system leader for care transformation at Inova Health System. He has over 20 years’ experience in clinical practice as an endocrinologist.

Dr. Phipps received his bachelor’s and medical degrees from the University of North Carolina at Chapel Hill. He stayed there for his internal medicine residency and completed his endocrinology fellowship at the University of Virginia.

Jennifer Siciliano Chief External Affairs and Communications Officer Inova Health System

As Chief External Affairs and Communications Officer for Inova Health System, Jennifer Siciliano oversees all aspects of Inova's relationships with external stakeholders, as well as the Communications and Marketing operations for the organization.

With almost two decades of experience on and around Capitol Hill, Jennifer has served Members of Congress in both the House and the Senate. After leaving the Hill, she represented many high-profile clients as a consultant with a bipartisan government relations/public relations firm.

Jennifer’s career began in the U.S. House of Representatives where she held numerous positions with the Congressman from Alaska. She continued in the House as Director of Communications to the House Science Committee. Following her service in the House, she was asked to join the U.S. Senate Appropriations Committee staff as Director of Communications where she was the official spokesperson and single point of contact for all media inquiries relating to the activities of the Committee, its thirteen subcommittees and the Chairman. Jennifer joined Inova in 2007 as Assistant Vice President for Government Relations, and subsequently served as Vice President of Government Relations.

In June of 2019, she completed her Chairmanship of the Northern Virginia Chamber of Commerce and is now serving in the role of Immediate Past Chair. She is a board member of the Virginia Chamber of Commerce and the Chamber’s Health Care Industry Council, the Virginia Business Council, the Northern Virginia Technology Council and LEAD Virginia. Jennifer represents Inova on the GOVA Northern Virginia Region 7 Council and as Inova’s liaison for the Greater Washington Partnership and the Greater Washington Board of Trade. She is also a founding member of the Community Foundation of Northern Virginia’s Business Women’s Giving Circle.

Jennifer's past leadership positions include: Vice Chair, Northern Virginia Chamber of Commerce (2017-2018); Secretary, Northern Virginia Chamber of Commerce (2016-2017); Board of Directors, Medical Care for Children Partnership; Member, Fairfax County Economic Development Commission, and a Board Member of the George Mason Honors College Board.

Courtney Christian Senior Director of Policy and Research PhRMA

Courtney Christian is a Senior Director of Policy and Research at PhRMA focusing on state-based reforms impacting health insurance, prescription drug coverage in public health programs, and on health equity. Prior to joining PhRMA, she worked at the Black Women’s Health Imperative as Director of Policy and Advocacy, and on Capitol Hill for a number of years in a series of roles, including as Legislative Director.

Courtney is a Florida State football fan (and alum), aspiring chef, and mom to an energetic preschooler.

Chimene Liburd, MD, MBA Vice president Medicare Operations, Chief Medical Officer Anthem Blue Cross and Blue Shield

Chimene Liburd, MD MBA is Vice President of Medicare operations with oversight of clinical operations and cost of care. Dr. Liburd is responsible for 1 million Medicare lives (individual, special needs and group retiree) . She oversees 720 clinical staff (physical and behavioral health), which includes, physicians nurses, social workers, etc. Dr. Liburd is responsible for setting the clinical and cost of care strategy in the Medicare advantage business to ensure our members receive the right care, at the right time, in the right place.

She has been with Anthem for Six years with a primary role as National Medical Director in Medicare Advantage cost of care and appeals. Dr. Liburd is a certified Physician Executive and holds a Certification in Medical coding. She has had enterprise committee responsibilities including Medicaid and Commercial lines of business. Prior to joining Anthem, Dr. Liburd was an Administrative Law Judge Physician for Executive Health Resources with responsibilities of representing client hospitals in hearings as well as supervising ALJ physicians.

Dr. Liburd is a native of Queens, NY. She attended Cornell University and received a Bachelor of Arts in Spanish. Dr. Liburd completed her medical degree at the University of Maryland School of Medicine followed by a residency in Internal Medicine. During her Chief Medical Resident year, Dr. Liburd embarked on attaining her Master of Business Administration from the University of Maryland University College. She owned and operated a private practice for 14 years.

Gus Nicoll Chief Operating Officer Bon Secours Medical Group - Richmond

Gus is a recognized leader and innovator in the healthcare services sector. Gus enjoyed a long and distinguished military career, spending 24 years in the U.S. Navy in various operational leadership positions. Gus is a decorated combat veteran of multiple theaters, flying the F-14 Tomcat strike fighter, and graduated from the prestigious Navy Fighter Weapons School (TOPGUN).

Gus spent 11 years at JetBlue Airways in various operational and strategy leadership positions during the airline’s startup-to-global-brand growth phase, and concurrently served as a Captain on the Airbus A320. During his tenure, he led several large corporate initiatives on operational efficiency, leadership, and labor relations. Following a high-profile operational meltdown in 2007, Gus led the airline’s recovery efforts by restructuring the airline’s command, control, and communications infrastructure, and completely redesigned the System Operation Center to more reliably support operational integrity. He developed an innovative strategic initiatives directorate that linked strategy formulation with operational execution in support of the airline’s global growth plans.

Gus spent 5 years as the Chief Operating Officer of Sentara Medical Group, where he led all operational, administrative, compliance, clinical quality, safety, and education, and financial activities on behalf of 1,000+ physicians, 230 medical practices, and 3,000 healthcare professionals. During his tenure, Gus led transformational organizational change, profitable growth, market share expansion, and retail consumer focus. He led an aggressive growth strategy through acquisition and organic expansion, successfully negotiating and integrating several key acquisitions that expanded economic value. He executed a rapid Urgent Care division turnaround, and led the “practice of the future” ambulatory clinic design, including the opening of patient-centric retail clinics in key markets. He pioneered an innovative, nationally- recognized Patient Experience program from scratch, delivering nationally benchmarked customer satisfaction improvements at 4x the national average. Christina Stasiuk, DO, FACOI Mid-Atlantic Medical Executive Cigna

Dr. Christina Stasiuk joined Cigna full time in 2003 after 14 years of solo practice in internal medicine. She is a recognized leader, team builder, and innovator who brings to life initiatives that improve the quality and value of health care.

Dr. Christina’s leadership of Cigna's Health Equity Council resulted in receiving the Surgeon General’s Medallion in recognition of its exceptional achievements in increasing awareness about and closing gaps in health disparities. She partners closely with the Center of Health Equity at the University of Maryland on HAIR, a black barbershop initiative focused on improving health in the minority community. She is a member of the American Osteopathic Association, the Minority Health Committee of the American College of Osteopathic Internists, the Medical Society of Virginia, The Pennsylvania Medical Society, the Philadelphia County Medical Society, the editorial board of “American Health & Drug Benefits”, and the Executive Board of the Virginia Center for Health Innovation.

Dr. Stasiuk graduated from the New York College of Osteopathic Medicine and was named a fellow of the American College of Osteopathic Internists. She holds a bachelor’s degree in biology from the University of Buffalo and a master’s degree in natural sciences from Roswell Park Memorial Institute.

Karin Addison Director Troutman Sanders Strategies

Karin Addison has over 20 years experience lobbying the Virginia General Assembly and Executive Branch offices. Karin brings a unique depth of experience to the Troutman Sanders Strategies team through her service in state government, contract lobbying and in-house lobbying for a Fortune 58 company. Karin has an array of expertise at the state level in the areas of healthcare, human services, procurement and appropriations. She currently assists clients in creating relationships with legislators and lobbying the General Assembly, identifying health and human service related procurement opportunities and understanding the impact of Medicaid program changes.

Prior to joining Troutman Sanders Strategies, Karin worked as the Virginia lead for Humana Corporate Affairs, providing support for the company’s contract with the state as a Medicaid-Medicare Plan for the Commonwealth Coordinated Care program in addition to legislative monitoring and lobbying. She also served as Deputy Secretary for Children’s Health and Education under Governor McDonnell advising both Secretary of Health and Human Resources and Secretary of Education . Chris Masone Principal Dixon Hughes Goodman LLP

Chris serves as a Principal and member of DHG’s Healthcare Consulting Leadership Council and is based out of Greenville, SC. He currently leads our Growth and Optimization solution that was carefully designed to assist our clients as they face the need to grow their organizations while optimizing their current performance.

Chris’ background includes experience leading hospital strategic planning for more than 50 hospitals and systems, service line & ambulatory optimization, customer service training and extensive physician alignment initiatives. Chris has also worked with multiple hospital clients to assess access strategies and has led the design and develop of robust analytic solutions that create powerful data visualization dashboards that quickly and intuitively enable users to understand and analyze complex data sets.

In his past roles, Chris served as a Principal in our Applied Analytics group. Additionally, Chris has served as Investments and Partnerships Specialist, Director of Physician Alignment and National Business Development Sales Manager. He is also the Past President of ACHE of Northern Ohio.

Clay Gipson, Ph.D. Vice President of Business Development Laboratory Corporation of America

Dr. Gipson has over 15 years of experience in the clinical diagnostic industry. He received in Ph.D. in Microbiology and Immunology from the University of North Carolina at Chapel Hill and was a post-doctoral fellow at Emory University in the Department of Pathology and Laboratory Medicine focusing on molecular genetics.

Since leaving the academic arena Dr. Gipson has served as a clinical liaison for both Quest Diagnostics and LabCorp. He currently is responsible for overseeing all of the clinical business in the Atlantic division of LabCorp in addition to a number of specialty teams that educate clinicians on a variety of esoteric subjects such as Oncology, Genetics, and Infectious Disease. In addition, he is responsible for interacting directly with clinicians and medical staff to educate them on emerging technologies and clinical/society recommendations.

Frank Iuorno, Jr., DDS, MS, PC President Virginia Dental Association

Dr. Iuorno earned his Bachelor of Arts in Computer Science degree in 1990 from Hamilton College in Clinton, New York, close to where he grew up. He received his DDS from the University of North Carolina at Chapel Hill in 1994 and was elected to the Omicron Kappa Upsilon National Dental Honor Society.

After dental school, Dr. Iuorno completed a 1-year Advanced Education in General Dentistry residency at the Eastman Dental Center in Rochester New York. He moved to Richmond in 1995 and completed a unique combination of residencies at Virginia Commonwealth University, earning certification in both Oral and Maxillofacial Surgery (2000) and Orthodontics (2002), and making him uniquely qualified to treat complex cases. He received his Master of Science degree in 2002.

Dr. Iuorno teaches at VCU School of Dentistry and also donates his time as an oral surgeon at the Goochland Free Clinic. One of his passions is the treatment of children with special needs like cleft lip and palate. He is a founding member of The Cleft and Craniofacial Team at St. Mary’s.

Dr. Iuorno currently serves as president of the Virginia Dental Association.

Mary Kay O’Neill, MD, MBA Senior Clinical Advisor Mecer Health & Benefits

As Senior Clinical Advisor for Mercer Health & Benefits, Dr. O’Neill leverages her clinical strategy and operations experience to drive Mercer’s value-based care initiatives and provide strategic advice and health care data analysis for Mercer clients. She is part of the Total Health Management practice. Her areas of special clinical expertise include musculoskeletal care, chronic pain management, productivity, and behavioral health and substance use disorders. She also has extensive experience in healthcare quality and value-based care arrangements including accountable care organizations, onsite clinics and the use of telemedicine. She regularly helps clients select vendor partners and participates in oversight and audit functions of these services Since February 2020, Dr. O’Neill has served on the COVID-19 response team working across Mercer and Marsh McLennan on issues related to the evolving understanding of the virus, testing and treatment, public health issues as well workforce health and safety, including protocols for return to work and assessing the long term medical and behavioral health impact of the pandemic.

Dr. O’Neill has more than 30 years of health care experience. Most recently, she was Chief Medical Director at Coordinated Care in Tacoma, WA, responsible for forming strategic partnerships with community organizations and network partners and developing benefit design and services. Prior to that, she was with Regence BlueShield from 2013 to 2014, CIGNA from 2007 to 2013, and the Washington State Health Care Authority from 2001 to 2007.

Dr. O’Neill had a clinical practice in Physical Medicine and Rehabilitation at Virginia Mason Medical Center beginning in 1988. During that time she lead the department of PM&R which included 120 clinicians, and served on the executive committee. She has participated in many community-based healthcare improvement projects including the development of opioid use guidelines and programs for management of pain and the Washington State Governor’s collaborative on healthcare improvement. In her practice she specialized in the care of injured workers throughout the west who were experiencing chronic pain and disability.

Dr. O’Neill received her Bachelor of Science and MD from the University of Washington and completed her Rehabilitation Medicine residency there. She also received her MBA from the Foster School of Business at the University of Washington.

She graduated from the University of Washington, where she earned an MBA, an MD, and a BS in Biology.

Robert Popovian, Pharm.D., MS. Vice President, US Government Relations Pfizer Inc.

Robert Popovian is currently Vice President, US Government Relations at Pfizer Inc. where he leads the advocacy function in the U.S. Robert brings over two decades of experience in numerous facets of biopharmaceutical and health care industry with a strong track record of expertise in Health Care Policy and Economics, Government Relations, Medical Affairs, and Strategic Planning.

Robert has published and presented extensively on the impact of biopharmaceuticals and health policies on health care costs and clinical outcomes, including authorship in clinical and healthcare delivery journals and published expert source in First Word, The Hill, Los Angeles Times, USA Today, Pink Sheet, Managed Healthcare Executive and Bloomberg News amongst many others. He also writes a regularly published column in Morning Consult regarding health policy and economic issues relevant to the biopharmaceutical industry. He is a frequent speaker at healthcare policy and medical conferences on topics such as payment and delivery reform, pricing, reimbursement, biosimilars, biopharmaceutical innovation and health economics. He currently serves on the Board of Councilors of University of Southern California, School of Pharmacy and Board of Advisors for Capital RX.

He is one of the few researchers who has studied and published both clinical and policy related economic analysis as well as one of a handful who have studied and published empirical data regarding emerging payment models in the US healthcare system and for biopharmaceutical reimbursement. He was also one of the first to secure inclusion of health outcomes data regarding labeled indication of a biopharmaceutical.

Robert completed his Doctorate in Pharmacy and Master of Science in Pharmaceutical Economics and Policy degrees at the University of Southern California with honors. He has also completed a residency in Pharmacy Practice/Adult Internal Medicine and Infectious Diseases at the Los Angeles County – University of Southern California Hospital and a fellowship in Pharmaceutical Economics and Policy at University of Southern California.

Robert is married to Maylin Megran Popovian; they have two daughters, Katrina and Natalya. They have residences both in Los Angeles, CA and Washington, DC.

Bill Downey CEO Riverside Health System

Bill joined Riverside Health System in May of 1981 as an Administrative Extern upon completion of his undergraduate degree from James Madison University. After completing his Masters in Health Administration at MCV (VCU) he returned to Riverside in May of 1985 and held numerous executive role until leaving Riverside in 1995 to become President and CEO of Lewis-Gale Medical Center in Salem, Virginia and CEO of Regional Medical Center Bayonet Point in Hudson, Florida. Bill returned to Riverside in 2001 and became President and CEO in 2012.

Bill has been involved in numerous community organizations over the years, including serving, and as a Board member of The Jamestown- Yorktown Foundation, Inc., the Hampton Roads Economic Development Authority, The Virginia Chamber of Commerce, The Hampton Roads Business Roundtable, Virginia Business Council, Go Virginia Hampton Roads, Towne Bank-Peninsula and Premier, Inc. Bill is also a past chairman of An Achievable Dream, the Virginia Hospital and Healthcare Association, the United Way of the Virginia Peninsula, Virginia Living Museum and as President of the Board of Greater Peninsula NOW.

In 2018, Bill was recognized at the 50th annual Peninsula Humanitarian Awards presented by the Peninsula Chapter of Virginia Center for Inclusive Communities (VCIC). The awards honored individuals and organizations promoting respect and understanding among people of diverse racial, ethnic, and religious backgrounds in the Peninsula community. Just recently, Bill was recognized by Hampton Roads Community Action Program with their 2020 Community Builders award which highlights individuals who make a positive impact on the Hampton Roads Region.
