MINUTES of BRANDESBURTON PARISH COUNCIL MEETING Held on Monday 14Th March 2016 at 7.00Pm in the Methodist Chapel Schoolroom MINUTES OF BRANDESBURTON PARISH COUNCIL MEETING Held on Monday 14th March 2016 at 7.00pm in the Methodist Chapel Schoolroom PRESENT: Mr Voase (Chair), Mr S Atkinson, Miss Coates, Mrs. Malcolmson, Mrs M Mossford, Mr. Kittmer, Mrs Richardson, Mr Richardson, Mrs Wright, Neighbourhood Watch meeting PCSO Clare Watson and PCSO Alan Roberts attended for the Neighbourhood Watch section of the meeting. Geoff Youngson, Chair of Brandesburton Neighbourhood Watch, Susan Youngson, Secretary One resident attended. Apologies: Ben Southwell, Debbie Hall Sue Youngson read out the minutes from the last meeting of 12th October 2015 * Mr Youngson told the meeting that he will be resigning as the Chair of the Neighbourhood Watch group at the October meeting. He is disheartened by the lack of support he has received. Mrs Youngson will place an article in the next Buzz to try and attract new members. Mr Youngson will inform the liaison officer at ERYC. * The Clerk had just received the February Police update and passed this to the Chair who read out the salient points. * The PCSOs said if a police presence was wanted at any of the PC meetings to contact Steve Sharp. They left packs 'Be safe, Be secure'. They also gave brief details on the 'Safe Place' scheme. Aimed at vulnerable or elderly people to make them feel safe when out in the community. * Mr Atkinson said he has had no emails or communication for some time from the Business Watch. The next Neighbourhood Watch meeting will be Monday10th October 2016. 1. APOLOGIES FOR ABSENCE: Miss Tindall, Mrs. Whitfield Councillor Evison, Councillor Owen 2. MINUTES OF PREVIOUS MEETINGS: The minutes were agreed as correct and signed by the Chair. 3. DECLARATIONS OF INTEREST: None 4. CLERK'S UPDATE REPORT The ash/cigarette bin has finally been installed on the front wall of Costcutter. The Clerk had received an email giving the response of the Ward Councillors to the amended plans for Corner Farm. The comments had been sent to the Planning Committee that would meet today and were read out by the Chair. The Clerk had received an email from the case officer stating the heights of the buildings were being investigated. The Clerk had received an email from Mr Jonathan Chapman thanking the Parish Council for the voucher to Bert's. He has informed the webhosting company that the page will not be required once the current term expires. An email had been received from ERYC regarding the Greengrass Caravan Park. They have been informed that a further application for a certificate of lawfulness for the use of the land on the eastern side is to be submitted. The Council's intention is to continue to liaise with the landowner and with local residents in the matter of the siting of caravans on both the eastern and western sides of the lake. The Transport Survey has now finished and all forms have been forwarded to ERYC. A resident had complained about the speed of vehicles on Main Street. This had been forwarded to ERYC who were going to investigate. A response has been received that after investigating they are satisfied that there are appropriate signs and lines around the school and that this area has a good road safety record. They realise this will be disappointing but that the Council needs to be realistic and consistent when setting speed limits. The Clerk had given the resident a copy of the response from ERYC. 5. PLANNING APPLICATIONS 1. 16/00651/PLF. Erection of single storey extension to rear at Brooklands, Warley Cross, Brandesburton for Mr. Wootten. APPROVED, Unanimous 2. 16/00459/PLF | Construction of dropped kerb for vehicular access at 15 Wold View Cottages, Frodingham Road, Brandesburton for Mr. A Southwick. APPROVED. Unanimous 3. 16/00771/TPO. T2: Cherry; crown reduction to 10 metres to encourage new growth at Basildene, 7 Oak Tree Way, Brandesburton for Mr. Shane Turrell. Agreed to LEAVE TO THE TREE OFFICER. A site visit was recommended. 4. 16/00799/TPO Trees - various species; Crown thinning of between 15-20%, Crown lifting of 10 feet, reducing back to boundary branches overhanging neighbours gardens, to reduce shade and prevent branches obstructing garden play area at Beech House, 9 Hymers Close, Brandesburton for Mrs. Lisa Higgs. Agreed to LEAVE TO THE TREE OFFICER. A site visit was recommended. Received on day of meeting. Agreed to consider 5. 16/00245/PLF. Construction of dropped kerb to create vehicular access at 2 Park View, Mill Lane, Brandesburton for Mr. M Dales. APPROVED. Unanimous. 6. FOOTBALL PITCH, MILL LANE The football pitch will be handed over to ERYC in October 2016. There was some discussion around the use of the pitch. The Parish Council did say at the September meeting 2015 that they did not wish to take over the ownership or management of the football field. The Clerk had been informed that should the Football Club take over the field and then at some point in the future fold as a club, she was told the land would revert back to ERYC. The Clerk was asked to contact the Football Club at ask: If they would publish days and times when the site would be restricted for use by the Football Club. Could there be a notice at the site saying when the site could be used by the general public. 7. PLAYPARK REPAIRS Repairs - the two spring animals were now firmly reattached to the concrete. The contractor had dismantled the rotting round ends to the cylinder on the smaller of the multi-play units. He had had duplicates made of long lasting, weather resistant material. Leaves - The Clerk had asked if the Scouts would be willing to help clear all the leaves at the Play-park. Four came one Saturday morning, along with Brian and Carol Daglish. 12 large garden sacks were filled and the Clerk took these to the tip at Hornsea. The Clerk asked if the members would like to give the Scout Group a donation. They agreed to £40. Wetpour - there is substantial algae growth on the wetpour which could prove to be slippery. The Clerk had received a quote of £120 to power wash the algae off. She will then ask the grass cutting contractor to spray the wetpour with child-friendly spray. This requirement will be written into the grass cutting tender specification for 2017. The Clerk asked if the members wished to have the wetpour cleaned off and this was agreed. Annual Inspection - The Clerk had received the annual inspection report. She had had a quick look and the only item that needs attention is the replacement of one of the flat swing seats. She had contacted the Supplier and been quoted £125. She asked if the members wished to have the seat replaced and they agreed. If the PC book the inspection for next year the price will be kept the same. The members agreed to this. The Clerk did advise the members that some of the timbers are beginning to show signs of rot and these need to be monitored. 8. EXTERNAL AUDIT FOR SMALLER AUTHORITIES The Clerk reported that ERNLLCA had advised that the PC, due to its size and number of transactions, will not be required to undergo full external audit from 2017. Therefore they are recommended to go with Group 3 so that there is an external auditor should one ever be required. Later they can opt out of the full external audit due to having income/expenditure of less that £25K. This recommendation to go with Group 3 was put to the members and was agreed unanimously. 9. INTERNAL AUDITOR The Clerk had been given the details of an auditor who does parish council accounts. The Clerk had contacted her and after giving information on the number of transactions etc she had been quoted around £75.00. The Clerk recommended that the PC use this accountant. The members agreed, unanimously. The Clerk recommended that if all goes smoothly this year they should stay with this firm. 10. PARISH COUNCIL WEBSITE The Clerk had drafted a number of pages for the website and circulated them to the members for comment. These have now been sent to VisionICT. She had also sent the minutes since last April and a number of financial documents. To date she has spent 12 hrs on the project. 11. PARISH PATHS The Clerk has contacted 4 separate firms asking if they were interested in cutting the parish paths. The last may be interested but had a number of questions the Clerk was unable to answer. She has met the officer at ERYC who is responsible for managing the scheme and has been given some detailed maps and instructions on where the grass should be cut. She is to meet with the potential contractor on Friday. 12. PARISH COUNCIL PENSION SCHEME The Parish Council is obliged to set up a pension scheme for its employees, even if the employee should wish to opt out. The salary management company have suggested three possible schemes. There was some discussion around the three schemes. The Clerk was asked to consult ERNLLCA to see if they could advise and if possible to consult a pension advisor. The PC needed to know if the PC could change provider once the scheme has started. 13. LOCAL GRANT SCHEME An email from ERYC had been received stating that the allocated funding for Brandesburton (winter snow clearing) had not been spent. Unless there was expenditure against this sum, the allocated funds would be taken back. It is hoped there will be a new scheme later in the year.

Owen, Cllr, Evison The proprietors of Costcutter and Munro’s Newsagents attended the meeting as they had received a letter from the Chair regarding the proposed parking restrictions for the village. Letters are also going to be sent to all of the other businesses in the village. The Chair apologised that at this moment only letters had been sent to Costcutter and Munro’s. Costcutter deliveries are made to round the back of the premises early in the morning and the newsagent has deliveries to the front of the shop between 6.30am- 7.00 am and therefore do not affect the bus service at that time in the morning. However, if they were stopped from having the delivery to the front of the shop on Main street and had to have the delivery to round the back of the premises then they could not guarantee that this wouldn't coincide with the delivery to Costcutter. This would then cause problems for vehicles entering and exiting Frodingham Road onto Main Street. They also feel that if the parish council stop people from parking for 5 minutes outside of the shops then the parish council will drive away trade. It was explained to them that this is the last thing that we want but that the problem with parking is not new and that we are trying to find a solution that will please as many as possible.

    EAST RIDING OF YORKSHIRE HEARTH TAX ASSESSMENT MICHAELMAS 1672 by David and Susan Neave 1. INTRODUCTION This volume comprises the hearth tax returns for the historic East Riding of Yorkshire and the town and county of Hull.1 The East Riding, the smallest of the three Yorkshire ridings, covers some 750,000 acres (303,750 hectares). It is almost totally bounded by water with the Humber estuary to the south, the North Sea to the east, and the river Ouse to the west and south and river Derwent to the north. The boundary, around 200 miles in length, is only land- based for seven miles between York and Stamford Bridge and eight miles between Binnington Carr and North Cliff, Filey (Map 1).2 Hull, more correctly Kingston-upon-Hull, stands at the confluence of the river Hull and the Humber estuary. The riding divides into four main natural regions, the Yorkshire Wolds, Holderness, the Vale of York, and the Vale of Pickering (Map 2). The Yorkshire Wolds, a great crescent of chalk stretching from the Humber to the coast at Flamborough Head, is the most distinctive relief feature of the region. Essentially a high tableland of gently rolling downs dissected by numerous steep-sided dry valleys it reaches a maximum height of around 808 feet (246 metres) above sea-level near Garrowby Hill. At the coast the chalk cliffs rise up to 400 feet (120 metres). Along the western edge of the Wolds are the Jurassic Hills, a narrow band of limestone that broadens out to the north to form an area of distinctive scenery to the south of Malton.

    508 HOLDERNESS DIVISION. There was a chapel-of-ease here to the mother church of Swine. It was standing at the Reformation, but there is no record of the time of its erection, nor is the time known when it was demolished. Some of the stones are said to have been used in building a bridge over the Lamwath stream. The font was long preserved at Burton Constable. The site of the chapel is still known as Kirk Garth. There is a small Catholic chapel in the village, built by William Constable, Esq., in 1789. It is dedicated to the Most Holy Sacrament, and consists of sanctuary and nave, with a small gallery at the end. On the wall is a memorial tablet to Mary, relict of John Chichester, Esq., of Arlington, Devonshire, and second daughter of Major Mc.Donald Mc.Donald, of Ternadrish, Inverness, who was deprived of his estate, liberty, and life for espousing the cause of Prince Charlie, October 18th, 1746. She died at Bath in 1815, and is interred in the vault beneath this chapel. Service is held in the chapel on the first Sunday of each month, at 11-0 a.m., by the priest from Redon. Attached to the chapel is a small cemetery. An undenominational school, supported by a VOluntary rate, is held in the old Catholic school, built by Lady Constable.
