Report on Fifth Session

The Director-General has the honour to present, for the information of members of the Executive Board, the attached "summary of resolutions and deciaiwia 1 of the Regional Committee for the Western Pacific" at its fifth session. The agenda for this session and a list of the delegates, representatives and observers attending are also attached (see Annexes A and B).

Resolutions WP/RC5/R.11, WP/RC5/R.13, WP/RC5/R.18 indicate the action taken tfjr the Regional Committee pursuant to resolutions adopted by the Seventh World Health Assembly and the Executive Board at its eleventh session.

SUMMARY OF RESOLUTIONS AND DECISIONS OF THE REGIONAL COMMITTEE FOR THE WESTERN PACIFIC

The fifth session of the Regional Committee was held in Manila from 10 %o 16

September 195Д. The meeting was formally opened by Dr. Takemune Soda (Japan), retiring Ohainnan, who welcomed the representatives and observers. The Committee elected Dr. F.S. Maclean (New Zealand) and Dr. J. Heng Liu (China) as Chairman and Vice-Chairman respectively. Dr. H. DeLien (United States) and Médecin-Colonel R. Augers (France)

were elected Rapporteurs•

The Provisional Agenda and the Supplementary Agenda were adopted. The Chairman designated Dr. G. Grahaxa-Cumrdng Moderator of the Technical

Discussions.

In the course of six plenaiy meetings, the Committee adopted the following

WP/RC5.R1 ANNUAL REPORT OF THE REGIONAL DIRECTOR

The Regional Committee

I, Having reviewed the Annual Report of the Regional Director

(1) CONGRATULATES the Regional Director on the clear presentation of the report;

(2) NOTES with satisfaction that the programmes were well implemented in spite of the financial crisisj

(3) EXPRESSES appreciation of the increased fellowship activities within the Region; and

⑷ ADOPTS the report as presented.

II. Noting the deletion of the post of Regional Statistician and Programme Evaluator as reported in the Annual Report of the Regional Director;

Realizing that there might be a lack of co-ordinatioft' in inter- country health projects resulting in difficulty in evaluating resultsj

RECOMMENDS that every effort be made to re-establish the position of Regional Statistician and Programme Evaluator in order that Governments might benefit from his technical assistance;

III. Realizing the value of having close collaboration with the inter- national staff of WHO in the Western Pacific Region;

REQUESTS the Organization to send Member Countries information on the new appointments and resignations or transfers of WHO inter- national staff in the Western Pacific Region; WP/RC5/15 Rev, 1 page 3

Desiring to achieve uniformity with other Regional Offices regarding the period covered by the Regional Director's report to the Regional Committee,

REQUESTS the Regional Director that in future his Annual Report to the Regional Committee cover the period 1 to 30 June.

WP/RC5.R2 1955 AND 1956 PROGRAMME AND BUDGET

The Regional Committee

Knowing that there are uncertainties regarding the future amount and status of contributions to the UN Technical Assistance funds for 1955 and 1956 and subsequent years5

Realizing that it is impossible to predict the total amount of these funds that will be available for these years;

Believing that because of the above circumstances the Regional Director should keep projects to be financed from UN Technical Assistance fund? in 1955 and 1956 at the absolute minimum permissible under existing commitments to Governments;

DIRECTS the Regional Director to take note of these facts and he guided by them.

Realizing that the recent hostilities in Cambodia, Laos and Vietnam ave left these V countries in greater need of assistance in many fields, xncluding assistance in public health;

HaviBg at heart a true spirit of friendly co-operation and assistance to Member Coxmtries needing such assistance; REQUESTS the Regional Director to give priority to health projects requested by Cambodia, Laos and Vietnam and contained in the supplementary list if funds become available from budgetary savings in 1954 and 1955•

1955 PROGRAMME AND BUDGET

The Regional Coinmittee

Having regard to the reduction of the regular budget of WHO for 1955 in the amount of US $811,100;

Recognizing the necessity of adjusting the programme in the Region to effect its total share of the reduction;

Considering the adjustments made by the Regional Director in document WP/RC5/4;

Believing that field activities for the Region are of. urgent importance in developing and strengthening the health services of Member Statesj

REQUESTS the Regional Director

(1) to maintain .In 1955 the level of staffing and fund allocation for the Regional Office as far as possible as they are in Official Records No. 50, page 厶20;

(2) to distribute any balance over and^above this amowit in the adjustment made by the Regional Director" to field activities; and

(3) to ensure that in future years the costs for the staffing of the Regional Office as approved in the Budget proposal of the Director-General shall be adhered to as closely as possible•

Having been requested 讨 the Director-General to comment on the modifications made in the regional programe for 1955 resulting from the budgetary reduction decided upon by the Seventh World Health Assembly j

BELIEVES that the modifications in the regional programme for 1955 which have been made by the Regional Director, and in consideration of Resolution WP/RC5.R4- which has been adopted, are appropriate and that a satisfactory balance has been maintained between the major subject headings.

The Regional Committee

Taking into account resolution WP/RCVKU about the Travel Study Tour;

Reiterating the importance of and benefit to be derived from group conferences and lectures and/or study tours in the countries inoluded in the Western Pacific Region;

Believing that these measures will foster cordial relations and understanding among Member States within the Region which will promote closer co-operative effortsj

REQUESTS the Regional Director insofar as possible to allocate the necessary funds in 1956 to start implementing resolution WP/HC4/R14 and to plan in consultation with Member Governments the practical and effective manner of its implement ation.

Having studied the Supplementary List of Projects for 1956 (WP/RC5/4 Add. 1); WP/RC5/15 Rev, 1 page 6

Agrees to the inclusion of the additional projects proposed during its Fifth Session in this Supplementary List if additional funds become available to this Regionj and

REAFFIRMS the authority given at its Fourth Session (WP/RC4/R6 and ¥P/RC4/R12) to the Regional Director to establish priorities also in 1956;

REQUESTS the Regional Director to implement as many as possible of the projects in the Supplementary List from savings and from other additional funds which may become available to the Region.

Recognizing that there is an accepted procedure of referring the Programme and Budget of a Regional Coimnittee to the Director-General;

Recognizing that the Regional Director has developed the programme for individual countries in 1956 in conformity with requests from Member Governments;

Recognizing also that there is no real assurance of any increase in the annual contribution to WHO by Member Governments ;

After having examined with care the 1956 Programme and Budget estimates for the Western Pacific Region as submitted by the Regional Director, and taking into consideration Resolutions WP/RC5»R6 and WP/RC5.R7; 一

RESOLVES that the Regional Committee take note of the 1956 Programme and Budget for the Western Pacific Region and instructs the Regional Director to transmit it to the Director-Generala

WP/RC5.R10 ENDEMICITY OF INSECT-BORNE DISEASES IN THE WESTERN PACIFIC IN RELATION TO THEIR IMPORTANCE AND CONTROL

The Regional Committee

Realizing that amongthe virus diseases those which are insect-borne constitute a major public-health problem in this Region;

RECOMMENDS that experts in the Region be asked to prepare papers on the public-health aspects of the problem for the consideration of the Expert Coiimittee on Virus Diseases, and if the Expert Committee thinks fit, that a seminar should be held at a later date.

WP/RC5.ia3 REVISION OF RULES 26 AMD 28 OF THE RULES OF PROCEDURE

The Regional Committee

NOTES the action taken by the Executive Board at its Eleventh Session in Resolution EB11.R47 in adopting a procedure for the election of tiie Director-Generalj

DECIDES to adopt the following revisions of Rules 26 and 28 of the Rules of Procedure of the Regional Committee for the Western Pacific thus bringing them into line with the action taken by the Executive Board:

Rule 2•6

"All elections shall be decided by secret ballot. However, except as concerns the vote required for the nomination of iáie Regional Director, an election may be held by a show of hands or by acclamation, provided that there is no more than one candidate for one elective office and that no delegate requests otherwise.

The nomination of the Regional Director shall always be decided Ъу secret ballot."

Rule 28

"For the nomination of the Regional Director, the Committee shall establish a list of candidates whose names are selected by secret ballot and presented in alphabetical order. The Committee shall then select its candidate by secret ballot. For that purpose each member of the Committee shall write down the name of a single candidate which he chooses from the above-mentioned list.

The candidate who receives the least number of votes shall be eliminated at each balloting. There will be as many ballots as are necessary in order to reduce the number of candidates to two. Once the number of candidates has been reduced to two, there shall be no more than three ballots taken to secure a majority for either candidate, otherwise the whole procedure established by this rule shall start again.

The name of the person so nominated shall be submitted to the Executive Board, by the Director-General."

(1) to invite Member States to submit any further revision which they propose to make;

(2) to study all proposals for revision and, taking them into account, prepare a draft of the revised Rules of Procedure} and

(3) to submit copies of the draft of the revised Rules of Procedure to Member States at least sixty days before the con- vening of the Sixth Session of the Regional Committee for its consideration. .

Having further studied and noted document ША7с42 concerning local costs in respect to internationa:. projoct personnel under the regular budget whereby WHO will pay for hotia:mg, subsistence, per diera and other local expenses to international staff assigned to new projects; Having noted also that the amount to be spent for this purpose is estimated in excess of forty thousand dollars for this Region;

Having unanimously supported the proposal to give priority to health projects requested ly Cambodia, Laos and Vietnam and contained in the Supplementary List if funds become available (WP/RC5.R3);

Believing that the present budgeting procedure provides more favourable support to Member States whose fiscal and administrative position would allow them to obtain travel duty of the Secretariat staff and other consultants;

Believing further, that this budgeting procedure reduces the amount available to provide direct health services to the Member States less favourably situated fiscally,

DIRECTS the Regional Director to make adjustments necessary to require the staff and other consultants appointed to give first priority of their services to the less favourably situated Member States,
