What is a Codec? Codec is a portmanteau of either "Compressor-Decompressor" or "Coder-Decoder," which describes a device or program capable of performing transformations on a data stream or signal. Codecs encode a stream or signal for transmission, storage or encryption and decode it for viewing or editing. Codecs are often used in videoconferencing and streaming media solutions. A video codec converts analog video signals from a video camera into digital signals for transmission. It then converts the digital signals back to analog for display. An audio codec converts analog audio signals from a microphone into digital signals for transmission. It then converts the digital signals back to analog for playing. The raw encoded form of audio and video data is often called essence, to distinguish it from the metadata information that together make up the information content of the stream and any "wrapper" data that is then added to aid access to or improve the robustness of the stream. Most codecs are lossy, in order to get a reasonably small file size. There are lossless codecs as well, but for most purposes the almost imperceptible increase in quality is not worth the considerable increase in data size. The main exception is if the data will undergo more processing in the future, in which case the repeated lossy encoding would damage the eventual quality too much. Many multimedia data streams need to contain both audio and video data, and often some form of metadata that permits synchronization of the audio and video. Each of these three streams may be handled by different programs, processes, or hardware; but for the multimedia data stream to be useful in stored or transmitted form, they must be encapsulated together in a container format. -

The aim is to make all ETD’s available into the future as the technology changes and software becomes obsolete. Media formats that are not listed in this table are ones that cannot presently be preserved at an acceptable level. Many of these can easily be converted to one of the acceptable formats. In this, techniques for video compression techniques are reviewed. The paper explains the basic concepts of video codec design and various features which have been integrated into international standards and including the recent standard, H.264/AVC. The ITU-T H.264 video coding standard has been developed to achieve significant improvements over MPEG-2 standard in terms of compression. Although the basic coding framework of the ABSTRACT standard is similar to that of the existing standards, H.264 introduces many new features. KEYWORDS H.264, MPEG-2, PSNR. Since 1986 he has been with the School of Electronics and Computer Science, University of Southampton, UK, where he holds the chair in telecom- munications. He has co-authored 15 books on mobile radio communica- tions totalling in excess of 10 000, published about 700 research papers, acted as TPC Chair of IEEE conferences, presented keynote lectures and been awarded a number of distinctions. H.264/AVC is the most modern and bandwidth-efficient compression algorithm specified for video recording in the Digital Recording IRIG Standard 106-11, Chapter 10. This bandwidth efficiency is largely derived from the inter-frame compression component of the standard. Motion JPEG-2000 compression is often considered for cockpit display recording, due to the concern that details in the symbols and graphics suffer excessively from artifacts of inter-frame compression and that critical information might be lost. In this paper, we report on a quantitative comparison of H.264/AVC and Motion JPEG-2000 encoding for HD video telemetry. Actual encoder implementations in video recorder products are used for the comparison. INTRODUCTION The phenomenal advances in video compression over the last two decades have made it possible to compress the bit rate of a video stream of imagery acquired at 24-bits per pixel (8-bits for each of the red, green and blue components) with a rate of a fraction of a bit per pixel. -

Abstract: Video codec standards evolution raises two major problems. The first one is the design complexity which makes very difficult the video coders implementation. The second is the computing capability demanding which requires complex and advanced architectures. To decline the first problem, MPEG normalized the Re- configurable Video Coding (RVC) standard which allows the reutilization of some generic image processing modules for advanced video coders. However, the second problem still remains unsolved. Actually, technol- ogy development becomes incapable to answer the current standards algorithmic increasing complexity. In this paper, we propose an efficient solution for the two problems by applying the RVC methodology and its associated tools on a new video coding model called Accordion based video coding.
