Comments: I am surprised that the National Park Authority should consider altering the policy agreed 20 years ago, when I was a member of the Committee, not to site telecom masts in open positions within the park. This proposed site is not only close to houses and in full view from the road but within yards of Greenhaugh High Lake with its uninterrupted westward views. This lake is tenanted by a Newcastle fishing club for their members to enjoy the tranquil beauty of our national park.

My husband was airlifted to hospital 340 metres from the proposed site of this horrendous 80ft mast. With no emergency signal the whole incident was handled with radio control. Although I am not opposed to mobile signal in this area, this is the wrong site as it is near 5 residential properties and a tranquil wildlife lake. The 80ft mast is being promoted as an emergency signal mast that may be upgraded later. It will be a highly visible, breaking the skyline with its towering height. The associated ground works are unattractive with barbed wire. We live in an area for the raw beauty of the landscape, this will definitely be a blot! And awful for the households. The two nearest will be only 240 meters from the proposed site.

Although I do not live in Greenhaugh I visit the area regularly and have done so for the last 40 years, so am very familiar with the natural, unspoilt beauty of the locality. I believe the proposed siting of this mast to be quite unsuitable for the following reasons: 1. At 25 m height the mast will break the skyline and be clearly visible above the backdrop of trees 2. It will be very close to a tranquil lake in an area of outstanding natural beauty and the mast and its associated compound (protected by barbed wire) and access road will be a scar on that particular landscape, and with the real possibility of unacceptable noise pollution from its associated generators. 3. The proposed mast site is close to five houses representing for them not just a visual eyesore but also, for the two closest properties especially - which are within 240 metres of the site- a potential health risk associated with the emitted microwave radiation.

Whilst recognising the importance of improving telecom communications in the area it is strongly suggested and recommended that an alternative site be adopted which would be much less intrusive for that particular location of outstanding natural beauty and wildlife, and also which would not have detrimental visual, audible and potential health impacts on neighbouring households . The current proposed site , although convenient for access and power supply, is clearly too close to neighbouring residential properties to be acceptable.

Installation of Telecommunications Mast at Greenhaugh High Lake Planning Application 18NP0006 Dear Sir West End Anglers objections to siting a telecommunications mast close to Greenhaugh High Lake

West End Anglers have leased Greenhaugh High Lake for over 30 years and it is in regular use by 120 club members who make about 200 visits to the lake each year and consider the lake to be a very important asset that needs to be protected from unsuitable developments such as the proposed mast and associated infrastructure.

Over many years the club and has invested in maintaining and improving the lakes facilities which now include a small hut and picnic area which are in close proximity and in line of sight of the proposed mast.

The lake is a very special place and particularly popular with older members and those with young families who bring their children to fish in a safe and beautifully unique setting.

The planning application considers the woodland next to the mast to be a permanent screen to the mast, however, the trees are reaching maturity and there is no guarantee that they will be in place, either in the short or longer term.

The mast is a significant structure extending well above the tree line and it is noted that the specified green paint finish has been changed in favour of a galvanized finish which in our opinion will be more visible.

Also of great concern are health risks associated with electro-magnetic waves from the mast and bearing in mind that our members and young children would be fishing for long periods of time in close proximity to the mast, is particularly relevant.

In conclusion we consider the amenity value of the lake to have been overlooked in the planning application and it seems likely that the mast will dominate the southerly views and be detrimental to the tranquillity of the lake.

Consequently we respectfully ask for these views to be taken into account and the Planners reconsider one of the alternative sites as being more appropriate.

Comments: Our family have lived here for generations, in this outstanding rural countryside. We feel that the position of this mast is wrong, next to a wildlife lake and a massive red squirrel population. Indeed Greenhaugh First School fundraised for a rope squirrel bridge, near to the proposed sight. There is strong evidence of drey's and many sightings of red squirrels. Although we are not opposed to mobile phone signal, we feel because of noise and the unattractiveness of this mast, it is in the total wrong position.

Whilst I understand the need for mobile/communication networks in rural areas I think that a mast standing over 25m tall plus a barbed wire enclosure would have a negative impact on the natural beauty of the area.

Looking at the proposed site there is fell,dry stone walling and trees,the mast would be unsightly as would tower above into skyline as a raised site,you would see from main road and from adjacent properties. Surely there is a more suitable place in our sparsely populated area out of site of houses,roads etc.

These ancient grounds and tiny hamlets are enjoyed by residents and tourists and this proposal would definately not fit in to the surrounding landscape.

I have been regularly visiting Greenhaugh for over 30 years and this would be a complete blot on this beautiful and unspoilt landscape. Dear Sirs,

I am writing in objection to the proposed Planning Application ref: 18NP006

There are so many hectors of forestry commission plantations on high land, both sides of the North Tyne Valley which would surely provide an elevated site with visual screening. I am amazed that an open field site, adjacent to High Lake is being considered for a telecommunications mast. At twenty five metres high, this is a high structure on an already elevated site, only seventy metres from the road that carries most of the tourist traffic to Kielder. When approached from Lanhead, the full height will be seen with five metres against the skyline. It is very close to High Lake itself, which is much used and valued by the angling clubs and their families. Many locals use it in the way Bellingham locals use Hareshaw Lynn, that is, somewhere to regularly visit for a short while to have peace and tranquillity and enjoy its beauty. Swans nest on the lake yearly and the upland heath around my house is home to common lizards and adders. Red squirrels live and breed in High Lake wood. My neighbours at High Lake Cottage have photographed them bringing their young to their feeders many times.

I write to submit my OBJECTION to the above planning application for reasons identified below:-

1. Only 4 households were notified of the planning application on a communication dated 9/8/2018 delivered 11/8/2018. Planning officer is unavailable for discussion until 28/8/2018. I requested Holding Objection on the planning on 16/8/2018. No site notice of application for planning was posted until 17/8/2018. No consideration given to the wider community of Greystead and Tarset. No pre application discussions recommended on this vast change to the landscape.

2. The proposed artist’s impression of a 25 mt (82 ft)or 26.3 mtr with antennae of high lattice mast gives little idea of the impact on the area.

3. Northumberland National Park promotes Greenhaugh as “A Great Place” I agree it is a place of AONB which you also promote. The impact of over a 25 metre high mast will create an unsightly impact on the natural beauty and skyline and will have a great impact on the character and visual amenity to an Area of Natural Beauty. The proposed site of this mast is on the route from Bellingham, Lanehead, Kielder would be an unavoidable blot on the landscape to the “Great place of Greenhaugh village”.

4. The application for the proposed mast is to provide emergency cover to the area of Roads connecting Bellingham with Greenhaugh, Lanehead and Thorneyburn Common. Whilst I understand the requirement for such a service this proposed site is not a visually attractive site to local people who have lived here for generations and tourists who visit for unspoilt views along with peace and tranquillity in the area.

5. The installation could possibly to have a health impact on those living and holidaying on this beautiful area. Much research is still ongoing on this issue. Despite research information included on Risk to health provided by the applicant, concerns remain within many communities where mast planning applications /objections are ongoing.

6. Schools within Mast Areas - recently, Northumberland County council have designated Greenhaugh as a primary School, which will increase numbers of children aged from 4 – 11 years of age. Many children will travel past the proposed mast to be educated within considered risk range of the proposed site. The planning application was made during the 6 weeks school holidays. Have the School or education authority been made aware or consulted on this proposal? Many objections have been raise regarding health concerns with proposed planning of masts close proximity to schools throughout

7. Ecological research identifies concerns to wildlife habitat in the area of masts. The proposed site and surrounding area provides habitat for endangered wildlife: including Red squirrel breeding over a period for over 10 years in this area, nesting bats, toads, badgers, swans and ground nesting birds. I note that the ecological survey recognises signs of these species, however, having lived in the area for over 20 years, have regularly evidenced all of these species in the local habitat.

In summary, my objection is that the proposed site is not in keeping with the local area NNP planning and will have a considerable “Impact on the character and visual amenity in an Area of Outstanding Natural Beauty”.

This is an absolutely inappropriate site for the proposal of the “Mast to provide emergency communications”, as proposed by the applicant, and I urge that the application be rejected and an alternative site be found for this eyesore.

OBJECTION COMMENTS I walk in the Greenhaugh area many times a year and on my last visit became aware of the proposed siting of a telecommunications mast near Greenhaugh. I would like to object to this siting, it is too visible and would spoil the look and feel of the area, it is also much too close to the road and surely a better site could be found.

I think the bigger picture is being missed. I note that the applicant in this case is the Home Office. Why on earth is the Home Office prepared to pay rental to a private land owner when another government department (i.e. the Forestry Commission) has so much land nearby? The Home Office may have to pay the Forestry Commission for a mast site if they could not be given one for free but this rental money would at least not be lost to the public purse.

Although I am not party to the financial details in this case at another comparable site over a period of 20 years I believe the rental sum is in excess of £100,000 which is paid to a private land owner.

If the mast was located on forestry commission land, even on high ground in the forest a mast would be screened from all sides and would be far enough away to probably be much less noticeable which would preserve the look and feel of the area. A similar mast positioning solution was used several years ago half a mile south of Ridsdale on the A68. Sited initially in a mature conifer plantation the electricity supply was brought in a considerable distance from Ridsdale. Since then the timber has been harvested and replanted meaning it will soon be screened from view again. Forestry Commission ground will always be replanted whereas private woodland may not be. I can only imagine the damage to the visual appeal of the area if the woodland behind the proposed site is felled as the mast would stand out so starkly against the skyline. I would respectfully plead that the National Park Planning Authority refuse this

application and protect the small amount of unspoilt countryside we have left.

There are many ways of making such masts less intrusive for the local people and for those that enjoy my family's lake at Greenhaugh. With all the woodland around it would be easy to "hide" the bulk of the mast within the trees for example. Whilst I can understand the necessity for boosting the signal for SOS services in this area, this seems to be placed right on top of residents and only 100m from the main road in an area known for it’s wide open spaces. Surely somewhere less populated could be found than this site.

Over the last few years the community at Lanehead has had to absorb a number of large and incongruous structures; this would literally top them all! It is unfair to keep asking this hamlet to become increasingly urbanised. I would find it hard to believe that there was nowhere else suitable for siting such a structure.

I would hope that another less inhabited site can be found, and I am therefore writing to object to this application.

The mast towering over 25 metres in height to be erected on elevated land will adversely affect the surrounding landscape.

The mast will have a significant visual effect and alter the character and appearance of the local area

No plan of the landscaping to screen the huge base has been provided

There has been no pre-application discussion with residents or other interested parties.

The plan does not show clearly the exact location only proposed. This could be changed together with height, additional dishes and antennas.

Only four residents were made aware of the planning application. This is not acceptable for such a large development to an Area of Outstanding Natural Beauty.

No assessment of noise impact the mast and equipment would emit.

This is a very quiet area and sounds travel further during the night.

The mast will disturb local wildlife.

The design of the mast, its base and ancillary equipment is more suited to an industrial estate or outside the offices of a Communications company, Not in this beautiful countryside.

Vehicular access to and from the site would endanger motorists.

There are reports of health issues regarding the siting of these masts.

The continuing decline of our much loved native Red Squirrel has placed them on the “red list” of extinction. Resident reds have been successfully breeding in Roughtingcleugh plantation and surrounding woodlands adjacent to the proposed site for a number of years. Their range, shelter and habitat should not be disturbed.

Frogs, newts and toads are also under threat and need our help to survive. Their numbers also have dramatically fallen in recent years. They breed in High Lake spending much of their life cycle on surrounding fields.

There are nesting bat colonies close to the proposed site. It is well known the mast’s emissions affect their sonar and therefore carry a real threat to them

Badgers feed in the surrounding area. Swans breed on High Lake. Garden birds feed in the woodland. There are ground nesting birds throughout this area. Duck and other water birds rest and reside on the lake. The planning system should take the presence of the species into account as a material consideration when making a planning decision.

I strongly object to the proposed site, should a mast be required this is not the location.

I grew up on the farm, Tarset Hall, about 1 mile away from the proposed site, where my family continue to farm the land and I am very familiar with the local area. It is a beautiful landscape within the National Park and I feel that the mast would be an eyesore and spoil the skyline towering above the back drop of trees.

I am concerned that this will spoil tourism, which this area depends on.

I work in the medical field and although I’m not a physicist, I am also concerned about the mobile phone radiation that the mast could potentially bring to people living nearby.

Letter of objection to planning application 18NP0006 -25 metre telecommunications mast, with supporting machinery, compound and new access track at Brownknowe Field, Greenhaugh, Hexham, Northumberland. We object to the proposed erection of the above mast on this site. We would like it noted that we were not sent the letter of consultation on this application though our land lies on the opposite side of the road to the development site. We will in fact be directly affected by the development. According to the information on page 52 of the Ecological Assessment there is a proposed low voltage underground cable to be installed across our land. We have been neither informed nor consulted about this potential installation. The development will be a significant blot on the landscape, in an otherwise wild and unspoilt upland area. The Supporting Statement makes the comment ‘Any minor adverse impact to the local area will be clearly outweighed by the social benefits associated with high quality emergency services communications.’ A 25 metre plus mast cannot be described as a minor adverse impact within Northumberland National Park. The adjacent plantation to the development site is described as mature, the implication being that the installation will be screened from view. However, once this plantation is harvested the mast will be clearly visible from most directions. The stunning backdrop of heather moorland North of Greenhaugh village will be blighted by the mast and heading south from High Green the mast will be clearly visible. Our grounds are currently unspoilt and our woodlands are included in a Countryside Stewardship - Higher Tier Woodland Management Agreement, as they are a remnant of Ancient Woodland. Our clear-felled site, close to the proposed mast, is a PAWS woodland, (plantation on an ancient woodland site). We are now managing the woodlands to not only enhance the visual beauty of the whole valley, but to enrich the current broadleaved woodland and increase biodiversity to benefit wildlife, visitors and ourselves alike. While it is likely no bat roosts or badger setts would be disturbed during construction, a woodland edge is a valuable commuting and foraging route for bats, invertebrates, reptiles, birds and other mammals. The installation of a large structure so close to the woodland edge could force animals to alter commuting routes thus increasing energy demands during seasonal movements, especially in winter months. As there are multispecies bats roosts located in four of the buildings closest to the mast, there may be an impact on the

reproduction of invertebrates close by from microwave radiation. This may lead to reduced productivity by bat species and birds owing to lower insect numbers. Unimproved heathland/grassland mosaics are valuable foraging habitats for barn owls, tawny owls and other predator species.

Destruction of even a small area of upland heath is too much of an ecological loss of this threatened habitat. We also have concerns about the risks to health from constant exposure to microwaves from the mast equipment and any negative impacts on both human and other animals’ central nervous systems. The mast would be less than 900m from Greenhaugh Primary School.

I am e mailing to say that I have tried unsuccessfully to access the public access portal to look at and comment on a planning application relating to the erection of a mast for communications. On opening the portal I have, on each of several occasions, received a warning that the site is not safe and I can not proceed. It seems the security certificate is out of date by some days.

I have not therefore been able to look at the details of the proposal. I have been informed by others that the location of the proposed communication mast is a concern for them and that it will have a significant negative impact on the landscape. Knowing the area, as I do, I think this is likely to be the case. I appreciate that the case for a mast to improve communications for the emergency services is of high importance, but so too is the preservation of the natural landscape of the Tarset valley. I wonder if other sites with similar suitability for a communications mast could be found with less impact on the landscape. Perhaps the forested areas in the locality could offer up some possibilities.

I am writing to object to the proposed installation of a 25 metre communications mast planned to be erected in open countryside near to the village of Greenhaugh, Northumberland.

Whilst not a resident of the area, my family and I are frequent visitors, enjoying its natural beauty, uninterrupted views and lack of urbanized features. The mast would bring a complete visual intrusion and a blot on the landscape.

I am aghast on how the position and height of the mast could be passed by any planning committee. I can only assume that the local community has not been consulted or if so listened too. This is a breach of planning regulations and should be rectified forthwith.

Village communities are the backbone of this country and their opinions are often overlooked. As a former Parish Councillor I am well aware how communities can be torn apart because of such controversial plans, especially when they haven’t been properly consulted. This should not be allowed to happen and as such, the planning committee should be held accountable.

One hopes, common sense prevails!

Mast at Brownknowe Field, Greenhaugh

A communications mast in the Tarset Valley is something of considerable importance and huge benefit for this relatively remote rural area; it has long been needed. As the person who as general manager oversaw the installation of a defribrillator at Tarset Village Hall, one of our concerns was the erratic nature of a mobile signal there, which was required to obtain its access code.

While I understand and support concerns about ‘landscape value’, this mast has nothing like the impact of a wind turbine, and on this occasion surely that value has to be weighed against the value of people’s lives. It would be perfectly possible to mask the lower part of the mast with some tree planting, which would prepare for when the nearby woodland is felled.

Tarset is an area with a largely aging population, many of whom live in the hills outside the two small settlements. Few of us who have lived ‘out-bye’ have not had occasion to give directions to those lost as a result of the unreliability of sat navs in the area.

The main outdoor occupations are farming and forestry, where the potential for accidents with quad-bikes or heavy machinery is alarmingly high. Other businesses would benefit from improved communications.

Additionally, it is an area frequented by often speeding motorcyclists as well as increasing visitor traffic, again giving rise to accidents where an effective communication system could save lives.

Concerns about micro-waves from such a mast are misplaced, since any such waves would not be at ground or house level. Every home with wi-fi exposes people to a real danger on a daily basis.

Finally, it is sad to see occasional visitors to a nearby fishing lake, who probably live in areas with effective communications and services, willing to object to something that is of clear benefit to the resident population, and who knows, maybe even to them.

That Tarset’s own parish council can see ‘no benefit’ from this mast is simply beyond comprehension. As a recent, aging, resident, I write in support of the application.

Our reaction to this application is: how could such an application be made with so much effort but with little consideration for the aims of the national park? Surely one of the main aims of the park is to maintain its natural beauty for all to enjoy. This development does not maintain the natural beauty of the park. The mast towers so high above the trees they hardly obscure it and do so from only one direction. They do not shield the mast or ground level installation from the other thee directions including the nearby road. If installed this mast and associated installation would be viewed from nearby hills as an eyesore.

The applicant is saying that this is the best site and best option. Has the applicant considered more costly options such as two or three smaller masts better hidden or the use of satellite links for emergency services? Could the Northumberland National Park Authority consult with an independent communications consultant to assess the other possibilities? The issue we are probably talking about is cost. This is such a glaring infringement of national park aims that perhaps the applicant could consider more costly options. Technology is developing quickly and could provide a solution more acceptable to the aims of the national park.

As a regular visitor to Greenhaugh (especially the are very close to the proposed site) I feel the installation of a 25m high mast, would ruin the beautiful landscape that myself and thousands of tourist visit the area for and would no longer want to visit this area, instead of a lovely landscape my view would be a phone mast and any noise associated with the mast would have a negative effect on me wanting to visit the area in the future, I feel the mast is in the wrong position and will have a major effect on the natural beauty of the location and spoil one of the reasons why people visit the area. I live in a town and every day I see phone masts, chemical plants etc. The main reason why I visit this area is to get away from this type of view and enjoy the beautiful Northumbrian landscape, that will be spoilt if you go ahead and install a 25m high mast on this location.

Looking at the proposal it looks like this location is an easy fix for the company as its close to a road, I'm not opposed to mobile signal, however I feel this mast is in the totally wrong location and other sites that are not to inflicting on the public eye should be considered.

Northumbria National Park is one of the most beautiful places in the and without tourists coming to the area for its beautiful landscape it would turn into just another area spoilt in the United Kingdom and all the hard work local people have put into making the area a proud and beautiful location to visit will be lost and all because someone wanted to install a horrible looking mast over shadowing the beautiful landscape as other proposed locations where overlooked due to those locations been slightly less easy to use for the company.

I write in connection with the above planning application. I am the owner of High Lake and the surrounding woodland. I have examined the plans and I know the area well. I wish to object strongly to the application to erect a 25 metre lattice mast in the proposed situation.

Firstly having grown up in the valley, and now a frequent visitor, I have a personal love for the area and its unique feeling of remoteness and natural views. This would be seen from my lake and would without doubt be an eyesore for the fishermen who enjoy the area for its natural beauty.

Secondly, the National Park’s Environment Act 1995 sets out two statutory purposes for National Parks in England and Wales: this planning application goes against the primary purpose to “conserve and enhance the natural beauty, wildlife and cultural heritage.” Adding an obtrusive mast to a significantly high and visible point and the installation of 3 metre wide 100m track from existing gated access is detrimental to the very core of what the National Park stands for. I understand the importance for good communications in a remote area, but there are a number of other possibilities that I believe necessary to explore. Why is it not possible for the mast to be concealed within woodland?

Finally I am interested to know why notices were put up on 17th August. This is 13 days before the final date as opposed to the statutory 21. As a local planning authority, by law, it is necessary to publicise all planning applications. This should include site notices and neighbour notifications 21 days before a deadline.

I hope to hear a response appropriate to the very core of the National Park’s long established stance; which is more important in today’s growing industrial intrusion on our natural environment than ever before.

Comments: I am a West End Angler & I object to siting a telecommunications mast close to Greenhaugh High Lake. The lake is a very special place and particularly popular with older members and those with young families who bring their children to fish in a safe and beautifully unique setting. The planning application considers the woodland next to the mast to be a permanent screen to the mast, however, the trees are reaching maturity and there is no guarantee that they will be in place either in the short or longer term. The mast is a significant structure extending well above the tree line and it is noted that the specified green paint finish has been changed in favour of a galvanized finish which in our opinion will be more visible.

In conclusion I consider the amenity value of the lake to have been overlooked in the planning application and it seems likely that the mast will dominate the southerly views and be detrimental to the tranquillity of the lake.

Proposal for the Installation of a Telecommunications site at Brownknowe Field near to Greenhaugh Lake

Planning Application 18NP0006

Dear sirs,

I am writing to object to the proposed installation of a telecommunications compound and access road at Brownknowe Field near to Greenhaugh lake on the grounds that the development shall have a detrimental visual impact to the area and shall disturb the character of the area.

I am an active member of West End Anglers. Greenhaugh lake is currently leased by West End Anglers and has been for many years. The lake is in a peaceful and scenic location, used by myself and other club members to escape from the urban area and enjoy the idyllic and unspoiled natural environment.

In the Supplementary Information to the application the Applicant has stated, in the ‘Site Selection’ section;-

“The proposed structure, including antennas, will be 26.3m to the top, which is the necessary height required to ensure that the proposed antennas exceed the height of surrounding tree clutter in order to meet operational requirements of the emergency services communications network in the surrounding area.”

The mast is therefore being made higher due to the fact that it has been sited next to the tree line. Consequently, the mast shall be visible from the lake area as it extends above the tree line and this will greatly affect the visual natural beauty of the area.

The compound and access road is a new development. The application states that the mast shall be 26.3m high (including antennas), the compound shall house a generator and foul weather cabinets and shall be surrounded by 1.8m high mesh fencing topped with barbed wire. The proposal also includes a 3m wide compacted stone access track for a length of 100 metres to include a 5m x 10m turning circle. The compound shall be 1.5m away from the existing drystone wall surrounding the lake and wooded area.

With reference to the Government’s National Planning Policy Framework, published on 27th March 2012, paragraphs 43 and 45 state:

“43. In preparing Local Plans, local planning authorities should support the expansion of electronic communications networks, including telecommunications and high speed broadband. They should aim to keep the numbers of radio and telecommunication masts and the sites for such installations to a minimum consistent with the efficient operation of the networks. Existing masts, buildings and other structures should be used, unless the need for a new site has been justified. Where new sites are required, equipment should be sympathetically designed and camouflaged where appropriate.”

“45. Applications for telecommunications development (including for prior approval under Part 24 of the General Permitted Development Order) should be supported by the necessary evidence to justify the proposed development. This should include:…

• For a new mast or base station, evidence that the applicant has explored the possibility of erecting antennas on an existing building, mast or other structure and a statement that self-certifies that, when operational, International Commission guidelines will be met.”

The Applicant has identified and considered 13 alternative sites, whilst it is understandable that three of the sites have coverage issues and are to be rejected, there remains ten other sites which could be considered instead of the proposal at Brownknowe Field (D2, D3, D4, D5, D7, D8, D9, D11, D12 and D13). It is noted that some sites were discounted by the Applicant as they were ‘considered to have a greater impact on the character and visual amenity of the area’, however, in particular, sites D3, D4 and D12 appear to be sites some distance away from land used by residents or visitors. Whilst it is accepted that these sites may not be as convenient to the Applicant to carry out any maintenance work, it is believed that the sites are such a distance away that the mast would be barely visible and would not have to be constructed to the height of 26.3m in order to clear the tree line.

I am hopeful that Northumberland County Council planning officers shall take the above representations into consideration and also investigate the alternative sites identified, prior to granting planning permission for this application.

Sir,

While I fully accept the necessity for such installations and recognise their importance to both the emergency services and the local community I feel strongly that every possible mitigating aspect should be explored with regard to their impact on the local environment.

Remembering that the proposed site is within the National Park – an area identified for its significant landscape qualities it is surely incumbent on the Planning Authority to seek the best and least obtrusive solution. I do not believe that the proposed site for this 25 metre lattice mast does this and, while the antennas clearly have to be visible, the mast does not. The proposal to place the lattice framework in a most visible and conspicuous location close to a well frequented resident and tourist route is not in keeping with preserving the natural landscape. There must be other more suitable locations beyond those referred to in the application that allow radio coverage for the same target area. Other authorities have found solutions using, for example, tree cover to hide the mast lattice. Wherever possible they avoid proximity to important local roads and frequently only the antenna is visible.

The ease of access for service and power is clearly a consideration hence, I suspect, the preference for the proposed location but the intended access point is in itself at a dangerous point on the road being just after a rise travelling from Greenhaugh to Lanehead where there have been previous accidents. In addition service access and power could equally well be provided in other locations. The proposal to have as part of the installation a satellite dish at ground level could, within tree cover for example, be adjusted to mast mounted. Rather than rush to an easy solution further thought needs to be given to an installation that, while important, could have serious detrimental impact on a landscape that the National Park was created to preserve.

It is with great dismay I write to you regarding the application 18NP0006, installation of a mast at Brownknowe Field Greenhaugh Northumberland NE48 1PS. I wish to register my objection to the erection of this monstrosity of an installation in this particular location.

I am a frequent visitor to this beautiful area of Kielder in the pursuit unspoiled paradise to which only those who can appreciate the solace and beauty of an unspoiled landscape. I am sure that there are many other areas that such a station could well be sited and better suited. To see an area blighted by such an unnecessary installation which could be sited in a better location than this, must be pursued with the uttermost consideration for an alternative area of installation.

I am not objecting to the necessity of such an installation being undertaken however I do feel that I must in the strongest possible terms object to the location of such an undertaking being installed in this beautiful unspoiled part of this area.

There has been much discussion about the scheme amongst local residents one rumour being that the mast is also for public mobile telephone coverage which it is not as it is purely to Increase coverage to a few hundred yards of public roads for the new emergency services network as illustrated by their own coverage maps within the planning application. It is possible the mast could be used for mobile networks in the future but this will require additional funding,licensing agreements and more equipment attached to the structure .Nationally this scheme is well behind time (2 years plus)and is suffering budgetary,contractual and technical difficulties so it seems to us that the limited benefit it will provide is well offset by the detrimental visual impact of such a large structure in the National Park

Surely if such an installation is still deemed necessary a far less obtrusive design and/or location can be found that will still provide the additional coverage, potential for future mobile phone networks and also an income for the landowner who is prepared to have this equipment on their property

I would like to raise my objections again to the latest planning application.

I understand that an area of trees would be planted around the mast. Most trees grow about 5 meters a year, so it will take a minimum of 5 years for these trees to grow tall enough to hide the mast, which at 25 meters tall will still tower over the landscape during this time and I don’t think this is acceptable. As I am sure you will agree, the area which I am familiar with having grown up there, is a beautiful location attracting wildlife and visitors each year.

I still maintain that the mast would be an eyesore and spoil this landscape both for local people and visitors, and I am concerned that this will spoil tourism, which this area depends on.

I work in the medical field and although I’m not a physicist, I am concerned about the mobile phone radiation that the mast could potentially bring to people living nearby. Would you be able to send me the radiation doses measured at the base and within a 5 mile radius please.

Please could you consider my concerns in determining the latest planning application.

Further to my original objection I am unable to understand why the planting of trees which would take some 40 years before having any effect in disguising the unsightly mast should be preferable to siting the mast within an existing wood.

I refer to the above Planning Application and I note the response dated 11th December 2018 informing of the amendments to the application. Having objected to the original application I wish to comment as follows about the proposed amendment.

This amendment basically is no different to the original application. The erection of the Mast is still in the boundaries of the Northumberland National Park an area of "outstanding national beauty" and will without doubt distract from that title to some extent. The Mast is higher than The Angel of the North and putting a number of trees around it wont completely hide it. I cannot believe that the trees will grow with any rapidity or cover a Mast of that size completely.

This sop is an attempt to pacify the original objections and my objections still stand.

Comments: A mast for the emergency services would be beneficial to Tarset and surrounding areas. Tourism is increasing and the mast would be especially helpful to visitors who may not have access to a landline, for instance cyclists or walkers. It would also benefit those who work in isolated, dangerous profession's such as the forestry or farming. While I understand concerns about the visual impact the mast may have, human lives must take precedence. Proposed planting around the mast base will provide increased screening. I understand why this site was chosen. It covers a large area of the C200 which many visitor cars use including motorbikes, it is positioned next to a wood, and it is not on a prominent skyline. The mast allows the emergency services to communicate with each other during an incident using 4G which can only be a good thing.

Having received this email I have been directed to a website to scrutinise the amendment to the proposed planning application of this mast.

I have been unable to open this website as it gives notification of ERRROR constantly thereby rendering it impossible to give evaluation of the said amendment.

Regardless of any alteration to this plan being made there will always be the fact that the positioning of such a monstrosity will forever ne a blight on the landscape. The height of such an installation in comparison to the “Angel of the North” being erected in this landscape is incomprehensible and no matter how the ancillary buildings would be masked it will always be an eyesore. Planting trees unless they are mature growth in excess of 20/30 feet would not even suffice. Normal procedure in such building works culminate in shrubs and somewhat young saplings being planted which in our lifetime will never be matured to any great degree.

I`m afraid that there will be no satisfactory outcome for this installation to take place other than the site chosen being disregarded and another situation better suited being the only option.
