You've been left in the dark about a powerful group of lawmakers they've engaged to contemplate whose taxes get cut - and who will pay more. Among the people assigned to this tax working group are the chairmen of the Senate and House tax committees - Sen. Jeff Siddoway, R-Terreton, and Rep. Gary Collins, R-Nampa. Other members include Sens. Jim Guthrie, R-McCammon, Steve Vick, R-Dalton Gardens, Abby Lee, R-Fruitland, Lori Den Hartog, R-Meridian, and Grant Burgoyne, D-Boise, along with Reps. Janet Trujillo, R-Idaho Falls, Dell Raybold, R-Rexburg, Tom Dayley, R-Boise, Robert Anderst, R-Nampa and Mathew Erpelding, D-Boise. Their focus is Utah, where a flat income tax has widened the tax burden between rich and poor. They've met repeatedly this summer. Legislative staffers have been assigned to help them. Representatives of the State Tax Commission, the Division of Financial Management and the Department of Commerce have briefed them. But you will not find this group listed among the 10 interim committees - dealing with everything from broadband access to urban renewal - on the Legislature's web page. Nor has there been any advance word, foiling any pesky citizen who would like to attend one of these sessions. Why the stealth? Could it be they don't want outside voices reminding them how Idaho can't afford any more tax cuts for the well-heeled and the politically connected? If anything, the state will need more taxes to repair the damage done to its schools, public services and higher education.

    To read any of the 271 bill analyses IFF published this legislative session, or to research your lawmakers’ voting records, please visit: IDAHOFREEDOMINDEX.COM FROM THE PRESIDENT During an Idaho House floor debate earlier this year, state Rep. Fred Wood, R-Burley, said outside bill ratings aren’t welcome in lawmakers’ deliberations. Wood, who couldn’t summon the courage to utter our name, was speaking about the Idaho Freedom Index. Please know 2020 was a banner year for the Idaho Freedom Index, our flagship project. IFF launched the Index in 2012 to help you hold lawmakers accountable for their votes. This year, it earned unprecedented attention from legislators, lobbyists, and Idahoans. A select few highlights demonstrate the Index’s formidability. Web traffic to the Index and IFF analyses surged more than 40 percent above 2019 levels. This year, lawmakers talked about the Idaho Freedom Index in public meetings more than a dozen times. Finally, lobbyists, who once scoffed at the Index, beat a path to our office seeking assistance to improve their legislation. I want to recognize those who worked tirelessly to bring about this banner year. First, IFF donors deserve immense credit. Their support makes this service available in our state. Next, I bring to your attention IFF Policy Analyst Lindsay Atkinson, who coordinated the Index and evaluated countless bills. Finally, a heartfelt thank you goes to IFF Vice President Fred Birnbaum and Parrish Miller. Both worked long hours and dove deep into legislation to write analyses. I understand the Idaho Freedom Index makes some lawmakers uncomfortable. Accountability to voters causes discomfort for legislators who say one thing on the campaign trail but do another in the Statehouse.

Opening Remarks and Stakeholder Input on Possible Covid-19 Liability Reform Co-chairs Chaney and Lakey made preliminary remarks and then introduced Mr. Alex LaBeau, President of the Idaho Association of Commerce & Industry (IACI). Mr. LaBeau addressed liability reform from a business perspective. He remarked that the IACI members support the essential infrastructure of much of society. As such, IACI members have remained at work throughout the pandemic. He noted that other states have adopted legislation that has exempted their IACI business members from liability.
