In rural areas throughout the Empire state, public transportation is either infrequent, hard to access, or nonexistent. In these areas, driving becomes a privilege many people don’t think about – providing an avenue to commute to work, pick-up children from school, travel to doctor’s appointments, and fulfill many other essential tasks. If New York were to enact the Driver’s License Access and Privacy Act, it would join twelve states, Washington, D.C., and Puerto Rico in providing access to licenses for undocumented immigrants. Join us for a panel to discuss the need for this legislation and the ongoing Green Light Campaign that brings together community members, leaders and activists with the shared goal of obtaining equal access to driver’s licenses for all New Yorkers. We write to you today to bring up concerns we have been hearing from small businesses regarding the conditions and terms of the Paycheck Protection Program (PPP). The requirement that businesses allocate 75 percent of the loan money to cover payroll costs, with only 25 percent allowed for other overhead in order for the loan to be converted to a grant, is simply not feasible for many small businesses in areas affected by COVID-19. The terms of the PPP leave only a mere eight weeks to rehire their payroll. For many, this will fall within the month of June when our state will only be in the early phases of reopening. In regions such as New York City that are unable to open up and will have a slow phase in, these restrictions to converting the funds to a loan will not be able to be met and will do further harm to those who will now be saddled with additional debt or forced to lay off their workers again. Most small businesses that are in the hospitality industry are closed or employing only a skeleton staff as a result of Governor Cuomo’s NY PAUSE order.

Among the committee’s many accomplishments was the enactment of several bills related to the reform of our state’s criminal justice system– most notably legislation to increase the age of criminal responsibility and to improve the quality of the public defense system. The Assembly also approved a series of bills to provide further protections to victims of domestic violence, sex crimes, and human trafficking. Further, the committee worked with other standing committees to enact legislation to protect children and other vulnerable populations. The Assembly can be justly proud of our legislative accomplishments which are set forth in this report. The committee extends its appreciation to you for your support.
