As we mentioned in our last H&V update, the current owner of the Plough Inn has lodged notice of his intention to appeal Council’s planning decision to refuse permission to allow change of use to a residential dwelling. THE PROPOSED WHEELABRATOR WASTE TO ENERGY FACILITY

Four weeks ago, the residents of Longparish and were invited to exhibitions in the Village Halls to view the plans of a proposal to build a waste to energy facility just by the A303 at the Barton Stacey/Longparish turn off at the top of Southside Road on land leased by Raymond Brown. It is fair to say that this came out of the blue to the Parish Councils and Test Valley Borough Council and even HCC were taken by surprise. It has been a steep learning curve for everyone!

Both Parish Councils held separate meetings after the exhibitions for residents to air their views and to hear about the planning application process. Caroline Nokes, the MP for the villages attended both meetings with David Drew the Harewood Borough Councillor. The big questions on people’s minds were Why this site in a rural location? Where is the waste coming from? Where will the heat go? Why is it so huge – up to 55m high with two chimney stacks up to 100 metres high? Public Consultation The February exhibitions were only the first stage in public consultation. There will be another opportunity to see what is planned at similar events, but this time I am assured there will be much more detail. This is what they call Stage Two consultation, which Wheelabrator say will be in mid to late September. Answers to questions that people posed to Wheelabrator during the recent Stage One consultation will be put up on their website www.wtiharewood.co.uk under the Consultation heading.

The Planning Process The project is for a plant to generate over 50MW of electricity from commercial and domestic waste brought in by lorry from the South East region. Due to the amount of electricity to be generated the usual planning application rules do not apply and the application will be to the Planning Inspectorate for National Infrastructure (often known as PINS), not the local authority. The proposed Wheelabrator Harewood facility is classed as a Nationally Significant Infrastructure Project (NSIP). In the UK, such projects need a Development Consent Order (DCO), which is issued by the Secretary of State for Business, Energy and Industrial Strategy. This is the same process that HS2 went through and the tunnel at Stonehenge is going through.

Longparish and Barton Stacey Parish Councils have commented on the Scoping Report for the environmental statement as requested by the Planning Inspectorate. Test Valley Borough Council, Basingstoke and Dean and County Council will be doing the same.

What can you do? For what you can do as a member of the public, on the planning inspectorate website, look under “Legislation and Advice”, “Advice Notes” and look for “Advice Note 8”. May Fayre

FoLS are also busy planning for our biggest fundraiser of the year – the May Fayre that is taking place on Saturday 11 th May starting at 12 noon. This year we are extending the hours until 4pm to give plenty of time to enjoy all the activities. These include a 90ft inflatable obstacle course as well as performances from the children and usual favourites such as the bottle stall, beer tent and BBQ.

We appreciate everyone’s support and help in making the event a great success. We are in need donations and

would be grateful for any help with:-
