Countdown to Launch of France's First Urban Cable
International Edition – 14 November 2016 Countdown to launch of France’s first urban cable car On Saturday 19 November, Keolis will launch France’s first urban cable car in the city of Brest in north-west Brittany. The system features the vertical crossing of cabins – a world first – and will link the left bank station, situated on a hill above the naval base, to the right bank station located inside the Ateliers des Capucins. The new Capucins eco-district, structured around former French Navy workshops, will house shops and restaurants as well as cultural and leisure facilities. The cable car is operated automatically and the system is supervised by Keolis Brest teams at the Bibus network control room. The two, 60-passenger cabins provide breath-taking views of the harbour during the three- minute crossing over the river Penfeld. This new, economical and environmentally-friendly urban transport mode will be integrated into the city’s existing public transport network, and passengers can access the tram, bus and cable car with a single Bibus transport ticket. Review of the Airports Commission's Final Report

In September 2012 the Coalition Government set up the Airports Commission to examine the scale and timing of any requirement for additional capacity to maintain the UK's position as Europe's most important aviation hub, and identify and evaluate how any need for additional capacity should be met in the short, medium and long term. 2. Sir Howard Davies was appointed to chair the Commission, which was required to produce: • an Interim Report by the end of 2013, assessing the evidence on the nature, scale, and timing of steps needed to maintain the UK’s status as an international hub for aviation; and to make recommendations for the better use of current runway capacity consistent with credible long term options; and • a Final Report by summer 2015, giving its assessment of the options for meeting the UK's international connectivity needs, including their economic, social and environmental impact; its recommendations for the optimum approach to meeting any needs; and its recommendations for ensuring that the need is met as expeditiously as practicable within the required timescale. 3. The Commission’s Final Report was published in July 2015. It was a substantial piece of work that took nearly three years to complete. Given the scale of the exercise undertaken by the Commission, the body of evidence and analysis produced is an important contribution to the Government's considerations in respect of future airport capacity in the UK. However it is necessary for the Department to review the appropriateness of the Airports Commission's evidence base and of its assessment of that evidence base to inform any Government decision on how to proceed, and to identify whether any areas of that work may need to be assessed by the Government in further detail. -

Introduction 1.1. The UK needs a new hub airport at a single site. The case for this has been presented by the Mayor in his two ‘A new airport for London’ reports1, as well as his responses to the Airports Commission Discussion Papers, all of which are available online at www.newairportforlondon.com. 1.2. This paper is the pre-cursor to the Mayor’s submission of long-term proposals to the Airports Commission. This paper sets out: why airport capacity that facilitates hub operations is essential and why dispersed expansion is not a credible substitute for a single effective hub airport, a high level assessment of a longlist of potential options for new hub airport capacity, application of different weightings to determine a shortlist of options that best meet the Mayor’s objectives for London and the UK. 1.3. The Mayor will be submitting three proposals to the Airports Commission on July 19 for the additional hub airport capacity that London and the UK need. 2. Executive Summary 2.1. A hub airport builds a critical mass of demand of ‘local’ origin/destination (O/D) and transfer traffic – supporting a wider range of routes and higher frequencies than would otherwise be possible. This enables hub capacity to offer a level of connectivity that supports future growth and prosperity for London and the UK.
