Clerk: Zöe Godden The meeting began at 19:30. There were 20 members of the public present at the start of the meeting. 1. To receive any apologies. Apologies had been received from Geoff McHugh and District and County Councillor William Wallace. 2. Public Open Session - to consider any matters raised by members of the public. The Chairperson will also invite members of the public to contribute during the meeting on appropriate matters. In response to a question from a member of the public, Michael Hutchings said that the Council would look again at the Community Plan policies relating to the provision of facilities for children and sports to determine if there is any demand. Ann Reeder observed that suggestions had been gathered at the Annual Parish Meeting, which the Parish Council will consider. 3.     Highways Update Report – Area South Lead Officer: Mike Fear, Assistant Highway Service Manager Contact Details: County Roads - [email protected] Purpose of the Report The Report is to inform members of the work carried out by the County Highway Authority at the halfway stage through the financial year and what schemes are remaining on the work programme for the rest of the year. Recommendation That the Area South Committee notes the content of this report. Surface Dressing Weather this year has been fairly kind to our surface dressing program. It commenced in June and was completed through various phases by the end of August. After this time the road temperatures are too unpredictable to ensure there are no surface failures. Patching work has already been completed for next year’s surface dressing program which mainly concentrates on Class A and B roads. Surface Dressing is the practice of applying a bitumen tack coat to the existing road surface and rolling in stone chippings. Whilst this practice is not the most PR friendly, when carried out correctly it is highly effective and can bring significant improvements to the highway infrastructure. Verge Cutting Grass cutting this year has been difficult due to the rapid growth of vegetation and as you can appreciate; our works are largely governed by resource. With a highway network exceeding 3,500km in length, the size of the task is significant. The County Council therefore has a policy and procedures that are in place to ensure the work is carried out in the most safe, effective and economic way.

Numbers should be exchanged before the start of the walk. Every effort should be made to ensure a first-aid kit is available on all walks. Walks are graded according to the following classification: A = Fast B = Brisk Medium = 5-7 miles Short = 4-5 miles approx Starting times of walks vary and need to be noted carefully. Recommendation Members are invited to comment on the report The major focus of the service so far for this period that affect Area East, are listed below. Delivery of the annual work schedules for street cleansing and grounds maintenance. Christmas tree shredding Operational Works Since the last report, the service is finalising this year’s annual work schedule and is also pleased to report that it is on target for completion by the end of this financial year. As part of this, our horticultural teams are currently undertaking the winter mowing operation which will ensure that the impending grass cutting season gets off to a good start. We are currently focussing on litter picking on our main roads and will finish this work schedule by cleaning the verges of the A303 again. Introduction 1.1 This paper considers the suitability of the District’s many Rural Settlements for growth. The current Local Plan does not allocate housing and employment to specific villages, seeking to direct most development to Yeovil, the Market Towns and Rural Centres. However, new housing has been delivered in the Rural Settlements far in excess of what the Local Plan anticipated; and similarly, new commercial buildings have, in the main, been provided away from the established employment locations and sites allocated for that purpose. Rather than continue with this somewhat arbitrary situation, the Review of the Local Plan offers the opportunity to look again at the various smaller settlements around the District to ascertain which might offer the best and most sustainable locations for limited growth and possible designation as ‘Villages’. 1.2 The Review of the Local Plan has also resulted in the potential removal of the role of ‘Rural Centre’ from Stoke sub Hamdon. This is because the settlement has many constraints and the number of commercial outlets in the centre is relatively restricted. It could instead be designated a ‘Village’ in recognition of its size and numbers of other facilities relative to the remaining Rural Settlements.
