Puan Teo Nie Ching [Kulai]: Terima kasih Tuan Yang di-Pertua. Tuan Yang di-Pertua, saya membangkitkan isu klinik kesihatan (KK) yang tidak mencukupi di Daerah Kulai di Parlimen pada 15 Mac 2018 tetapi tidak menerima sebarang maklum balas daripada Menteri Kesihatan, Ahli Parlimen Segamat, semasa penggulungan beliau pada 20 Mac 2018. Meskipun begitu, saya menghargai usaha KKM yang telah membuat kenyataan media berkaitan isu ini pada 19 Mac 2018. Saya memang menyedari bahawa selain daripada dua buah KK, Kulai juga mempunyai sebuah hospital kerajaan, 11 klinik desa dan 5 Klinik 1Malaysia. Namun ini tidak bererti Daerah Kulai tidak memerlukan sebuah KK yang baharu. Marilah kita bandingkan facility kesihatan awam di Kulai dengan daerah lain yang mempunyai jumlah populasi yang lebih kurang sama di Johor. Anggaran populasi Daerah Kulai adalah seramai 283,000 orang. Daerah lain yang mempunyai populasi yang lebih kecil sedikit adalah Daerah Muar iaitu 269,000 orang. Selain daripada memiliki sebuah Hospital Kerajaan, Daerah Muar juga mempunyai 11 buah KK, 40 klinik desa dan sebuah Klinik 1Malaysia. Selain itu, Daerah Kluang memiliki populasi yang melebihi Daerah Kulai iaitu mencatat jumlah populasi 305,000 penduduk. Hakikatnya, Daerah Kluang memiliki sebuah hospital kerajaan, sembilan buah KK 20 klinik desa dan tiga buah Klinik 1Malaysia. Walaupun Daerah Kulai mempunyai lima buah Klinik 1Malaysia, melebihi kedua-dua daerah tersebut, tetapi bukan semua Klinik 1Malaysia mempunyai doktor. Disebabkan situasi ini, saya meminta sekurang- kurangnya sebuah KK yang baharu dibina di Daerah Kulai dan bukannya klinik desa atau Klinik 1Malaysia. Saya dan anak saya mendapatkan perkhidmatan kesihatan di KK Kulai. Saya telah membawa anak ketiga saya untuk menerima suntikan vaksin di KK Kulai. Saya melihat sendiri keadaan KK Kulai yang padat dan sibuk dipenuhi oleh pengunjung. Walaupun jumlah pengunjung yang meminta rawatan tinggi, di sini saya harus menyatakan bahawa kakitangan perubatan di KK Kulai sentiasa memberikan perkhidmatan pada yang profesional berserta layanan yang sangat mesra. Saya ingin merakamkan penghargaan ikhlas saya kepada mereka. Namun, agak tidak adil untuk kita terus mengerah kudrat kakitangan perubatan yang bilangannya tidak setara dengan jumlah pengunjung yang semakin meningkat dan tidak adil juga bagi penduduk Kulai yang terpaksa menunggu giliran yang terlalu lama bagi mendapatkan perkhidmatan kesihatan. Sekian sahaja. Ribuan terima kasih saya ucapkan kepada Tuan Yang di-Pertua dan Yang Berhormat Timbalan Menteri. 2.53 ptg. Timbalan Menteri Kesihatan [Dato’ Seri Dr. Hilmi bin Yahaya]: Tuan Yang di-Pertua, terima kasih kepada Yang Berhormat Kulai. Tuan Yang di-Pertua, Kementerian Kesihatan Malaysia (KKM) mengambil maklum permohonan daripada Yang Berhormat Kulai berkenaan cadangan pembinaan baharu sebuah klinik kesihatan di Daerah Kulai. Dalam mempertimbangkan permohonan-permohonan pembinaan klinik kesihatan baharu dan fasiliti- fasiliti kesihatan lain, kementerian akan mempertimbangkan permohonan secara holistik dan tidak tertumpu kepada keadaan setempat sahaja. Ini adalah supaya ianya selaras dengan hala tuju KKM dalam Rancangan Malaysia Kesebelas (RMKe-11) dan Pelan Strategik KKM 2016 hingga 2020. KKDR. 29.3.2018 3 Dalam hal ini Tuan Yang di-Pertua, KKM telah menyediakan pelan jangka panjang untuk membina sebuah Klinik Kesihatan Jenis 2 di Daerah Kulai khususnya di kawasan Indahpura. Jabatan Kesihatan Negeri Johor telah mengemukakan cadangan pembinaan Klinik Kesihatan Jenis 2 Bandar Indahpura untuk dipertimbangkan di bawah Rolling Plan Keempat, Rancangan Malaysia Kesebelas (RP4, RMKe-11) (2019 hingga 2020). Tapak yang dicadangkan adalah sebahagian tapak Hospital Kulai. Namun begitu, penilaian peringkat kementerian ke atas tapak mendapati bahawa sekiranya pembinaan diteruskan di tapak yang dicadangkan tersebut, ini akan memberi kesan pembangunan jangka panjang untuk Hospital Kulai yang sedia ada. Sehubungan itu, Jabatan Kesihatan Negeri (JKN) Johor telah pun diminta untuk meneliti semula cadangan pembangunan jangka panjang bagi Hospital Kulai dan mencadangkan tapak baharu untuk tujuan pembangunan Klinik Kesihatan Jenis 2 Indahpura. Selain daripada itu, penyediaan perkhidmatan kesihatan tidak semestinya disediakan menerusi pembangunan fizikal sebuah klinik kesihatan baharu akan tetapi boleh disediakan dalam pelbagai cara termasuk dengan mengembangkan perkhidmatan menerusi Klinik 1Malaysia dan perkhidmatan tambahan yang disediakan di klinik desa. Oleh itu, pihak JKN Johor juga mempunyai perancangan untuk menempatkan Pegawai Perubatan di Klinik 1Malaysia di Daerah Kulai, Tuan Yang di-Pertua, terima kasih. In Malaysia, LULC mapping often emphasized on municipal level and a few on state and national levels. While, mapping in detail level such as village scale is still in dearth. Hence, this study aims to map the LULC changes in a village scale at urban, suburb and rural areas of Muar. Latest available Geographic Information System (GIS) spatial data year 2010 were obtained from Department of Agriculture Muar. The processing methods mainly involve the operation of GIS and Google Earth. We calculated the percentage of urbanization for every sub-district and selected three plots to compare the LULC changes in year 2010 and 2015, a five years’ interval. Results showed that urban area, Bandar Maharani has changed slightly in term of overall LULC. For Sungai Terap, agricultural land has greatly declined because it was converted to barren land and open space for new housing, industrial areas and commodity’s plants.

Human factors need to be considered when implementing this advanced technology, mainly in the context of humans’ per- ceptions and engagement. A combination of digital technology and conventional approaches offers possibilities to cater for different group of participants. This paper aims to highlight the roles of map- ping technique as a tool to empower residents in identifying spaces that they believed to portray their local identity in Muar, the royal town of Johor. During the investigation of place identity in Muar, 150 participants were given choices to elicit their preferences by sketching polygons either via online soft- ware on an IPad or an A3 sized printed map. They were asked to identify places that located within the targeted area by referring to a provided list of 15 landscape features. The results were then processed using GIS in order to show spaces and places that are significant and contribute to the identity of place in Muar, as a modern royal town of Johor Sultanate, Malaysia.
