Signed Mary Myers 2 Abstract Rural African women’s disadvantaged position in relation to accessing developmental information and participating in education is well-known. It has been posited that radio broadcasting is potentially a tool which could help overcome some of their disadvantages. Through an empirical case-study of radio broadcasting in Eritrea, the research examines the extent to which radio is fulfilling this potential educational and developmental role in relation to rural women. The practical and socio-cultural factors influencing the production of educational and developmental programmes by broadcasters are explored as well as the meaning and attraction that such programmes hold for listeners. For rural women, a model is proposed, based on the research results, which shows the determinants of interest in and uptake of educational and developmental radio. It identifies the obstacles to hearing and understanding the radio, as well as four important factors, namely, the need to feel the relevance of radio content, to like it, to have a sufficiently positive self-image in relation to radio listening, and to believe it. For broadcasters, a second model is proposed, showing a range of factors which are mostly negatively influencing the production of programmes for rural women in Eritrea. These are related mainly to broadcasters’ self-images, their organisational constraints, their working ethos, and the ideological and political factors governing the way broadcasting is planned and structured. It is argued that these various factors, and the background reasons for them, must be addressed, and/or allowed for, in order to make educational and developmental radio more meaningful for rural women.     SUBMISSION Eritrea: ARTICLE 19's submission to the UN Universal Periodic Review ARTICLE 19 24 Jun 2013 ARTICLE 19 welcomes the opportunity to contribute to the second cycle of the UPR process of Eritrea. This submission focuses on Eritrea's compliance with its international human rights obligations in respect to freedom of expression. Executive summary 1. In this submission, ARTICLE 19 assesses Eritrea’s compliance with its international human rights obligations in respect of the freedom of expression since the last UPR review in 2009. 2. The UPR Working Group had presented Eritrea with 9 recommendations that directly concerned the right to freedom of expression, none of which were accepted. Rather than improving, the human rights situation in Eritrea has continued to deteriorate since 2009. This submission will examine the following key issues: Lack of cooperation with international and regional human rights mechanisms; The status of the 1997 Constitution and state of emergency; National laws restricting the right to freedom of expression; Various attacks on freedom of expression and imprisonment of journalists; Low Internet penetration levels and lack of access to alternative sources of information. Lack of cooperation with international and regional human rights mechanisms 3. The Eritrean Government has failed to submit its initial report to the Human Rights Committee regarding the steps it has taken to implement the International Covenant on Civil and Political Rights (ICCPR). Eritrea acceded to the ICCPR on 22 January 2002 and its initial report was due on 22 April 2003. Eritrea has not signed or ratified the Optional Protocol to the ICCPR, having rejected recommendations to do so during its last UPR review.

    Eritrea: A Nation Silenced June 2013 Eritrea: A Nation Silenced Executive Summary In this report, ARTICLE 19 assesses the situation for media freedom and the right to freedom of expression and information in Eritrea. The report demonstrates the lack of adequate legal protections for the right to freedom of expression at the domestic level, and explores the realities for journalists whose attempts to navigate repressive laws and practices have ended them in prison or killed. No private media has existed in Eritrea since the last eight private newspapers were forced to close in 2001, when at least eighteen journalists and eleven former government officials were detained incommunicado without charge or trial. Of these detainees, eight are confirmed as having died in custody. Other reports include those of radio and television stations being forced closed and their broadcasters and journalists imprisoned, the whereabouts of many still unknown. The few remaining ‘media’ are state owned and far from independent, essentially serving as a mouthpiece for the Ministry of Information. Alternative sources of information are limited given the extremely low levels of internet penetration in the country. Opportunities for the re-establishment of an independent media in the country are therefore largely non- existent, and continued impunity for human rights violations against journalists provide little hope of this situation changing. Eritrea’s legal framework sustains impunity for these human rights violations. Domestic legislation has essentially engineered an environment where Afewerki’s regime is insulated from criticism and has the discretionary means to crush any hint of dissent, often by relying on the perpetual state of emergency in the country.

However, there are broad restrictions on any content that is “contrary to the principles of Islam or offensive to other religions and sects.” • A new media law passed in September 2008 contained a number of registration and content restrictions, but President Hamid Karzai has delayed its implementation, since the law would limit the executive’s control over state-run media. Because of the delay, many journalists do not know which law is in effect, causing them to practice self-censorship. • Media outlets are occasionally fined or warned for broadcasting “un-Islamic material,” resulting in self-censorship. In some cases during the year, journalists were arrested for such violations. • Parvez Kambaksh was sentenced to death for blasphemy in January 2008 after he distributed an article on Islam that he had downloaded from the internet. An appeals court reduced the sentence to a 20-year prison term in October, and the Supreme Court upheld this sentence in February 2009.
