Media Development and Diversity Agency Postion Paper
T h e Medi a De vel opme nt and Div ersi ty A g e n c y The Position Paper process The Media Development and Diversity Agency (MDDA) Position Paper was finalised taking into account public comments received in February 2001, the public hearings conducted by the parliamentary Portfolio Committee on Communication in March 2001, and consultations with stakeholders throughout 2001. This Position Paper contains the underlying philosophy and rationale of the MDDA, and as such represents government policy that has guided the drafting of the MDDA Bill, which will be debated in Parliament during 2002. The Executive Summary is available in all official languages on request. This Position Paper is also available on the GCIS website: http://www.gcis.gov.za page 1 "Everyone has a right to freedom of expression, which includes: (a) freedom of the press and other media, and (b) freedom to receive or impart information or ideas." From the South African Constitution, Chapter Two, Section 16 "Open debate and transparency in government and society are crucial elements of reconstruction and development. This requires an information policy which guarantees active exchange of information and opinion among all members of society…….. The democratic government must encourage the development of all tiers of media – public, community and private. However, it must seek to correct the skewed legacy of apartheid where public media were turned into instruments of National Party policy; where community media were repressed; where private media are concentrat- ed in the hands of a few monopolies, and where a few individuals from the white community determine the content of media. -

South Africa’s overall score of 3.10 underscores its rich media tradition and the benefit of political stability. Objective 1, Free Speech, came in at the top with 3.43. The weakest objectives, though not far behind the overall score, were Objective 2, “Professional Journalism,” and Objective 3, “Plurality of News Sources.” SOUTH AFRICA 312 MEDIA SUSTAINABILITY INDEX 2006–2007 INTRODUCTION OVERALL SCORE: 3.10 SOUTH AFRICA In January 2006, 12 years into democracy, the South African National Editors’ Forum (SANEF) submitted a document titled “The South African Media and the Moral Agency of Individuals” to the African Peer Review Mechanism, part of a larger African Union initiative to strengthen good governance in Africa. The ISANEF submission recognizes South Africa’s engagement with the rest of Africa on critical issues including democratization and reinforcing the media’s role as a “fourth estate.” SANEF stated: South Africa’s long oppressive history has contributed to a society which values public debate even when it is acrimonious. The tradition may predate defiance of the Dutch East India Company and British colonial rulers and it has survived the coming of democracy. The foundations of our democracy were laid, and the new Constitution was framed, discussed, and endorsed by a consensus of all South African viewpoints.1 South Africa enjoys a relatively stable political environment, but several notable events have occurred, or will soon occur, that affect the media and the key issues covered. In mid-2007, the country experienced one of the longest industrial actions by public servants. The strike, called by the Congress of South African Trade Unions (COSATU), sought a wage increase from the government. -

Also to Uncle Danny- a full life lived by a great man. ii Abstract There is a dearth of information on community radio in South Africa; although much attention has been given to the role of community radio in development, education and community representation, there has been very little focus on community radio’s functioning within South Africa’s current broadcast system. The researcher explored the viability of the current conception of community radio by means of a literature review, as well as an examination of the South African Advertising Research Foundation’s listener figures for community radio stations across South Africa. The researcher then investigated how conducive the present broadcasting climate is to the growth of this medium through the use of a campus radio station as case-study. Semi-structured interviews were held with the management staff of a campus radio station; a thematic analysis was then conducted on the completed interviews so as to extract the meanings inherent in the participant’s experience. As such, the question of whether community radio can continue to survive within South Africa’s three-tier system of broadcasting without a radical re-conceptualization of the broadcasting system itself, was addressed. The researcher explored what community radio gives to the world of broadcasting that commercial and public radio does not, and how these contributions can be compounded to ensure the long term sustainability of this medium. -
