CALL OF ROLL: On a Call of the Roll the following members of the Wyoming EDA were present: Council Member Waller and Mayor Iverson EDA Members: Mike Soule, Steve Sicheneder, ABSENT: Dennis Schilling, Alex Bulmer, Jake Grindeland Also Present: Robb Linwood - City Administrator, and Nancy Hoffman – Chisago County HRA/EDA

APPROVAL OF MINUTES:

1. Consider approving the minutes of the “Regular Meeting” of the Wyoming, Minnesota City EDA for July 10, 2017

OLD BUSINESS:

2. 2018 EDA Budget Discussion

The EDA discussed 2018 needs and potential projects within the current $42,000. It was discussed that the EDA may be interested in asking the city council for a larger levy than the $42,000.00 in currently levies. It was discussed that projects and uses should be determined in order to ask for a larger levy amount from the council. It was suggested that if the EDA has projects that come up next year there is some money in in the existing 280 EDA Fund. For new marketing materials, conferences and advertising the existing levy should cover these projects and costs. As the EDA works on the action plan for the strategic plan some of the goals and dollars for future projects will be identified.

NEW BUSINESS:

3 . Information for Marketing of Wyoming/EDA Property

The EDA had a discussion about the use of the electronic Billboard for advertising the city and the Bingham Property. The EDA discussed potential durations of time for the advertisement for budgetary purposes. The County HRA/EDA has identified they would participate in some of the costs for the electronic to market the Bingham Property. There are 4 different that change every 8 seconds and would show up to 6 ads for the city 1440 times a day. The electronic signage is located on 35W in Blaine. It was determined to contact the owner of the boards and see if they would give a reduced rate if the EDA wanted to have a longer duration than the initial 5 months, speak to Colliers to see when is the best time to start the advertisement and to see if the County HRA/EDA will participate as they discuss the item at their next board meeting. The City will be launching a new website at the end of October or beginning of November, it may be appropriate to start signage when interested people can access a new updated website and have more pertinent information for economic development and the Bingham Property.

4. Wyoming EDA/Chisago County HRA Bingham Property Signage – Non responsibility

Nancy Hoffman was present to discuss the County HRA/EDA adding their name to the signage on the Bingham property to protect them from any potential leans if anyone tries to improve or develop the property. The County will be updating the signage at no cost to the city. City Administrator Linwood read the current verbiage on the signage as follows: The signage states as follows: NOTICE: Pursuant to Minnesota Statutes 514.06, notice is given that the owner of the posted property has not authorized engineering or land surveying services with respect to the real estate, or contributions to the improvement of real estate by performing labor, or furnishing skill, material or machinery. Written authorization for improvements should be sought from the City of Wyoming Economic Development Authority prior to improvements. Wyoming Economic Development Authority.

5. Wyoming EDA MNCAR Vendor Booth Participation

Nancy Hoffman – Chisago HRA/EDA Director gave information about the MN/CAR commercial real estate event that brings masses of commercial real estate professionals together. The county has already paid $1,000 for their booth and has invited Administrator Linwood to participate at their booth and hand out information on Wyoming and on the Bingham property. The City would need to pay for the cost of Mr. Linwood Attending the conference and any City of Wyoming materials he would bring.

A MOTION WAS MADE BY EDA MEMBER SOULE SECONDED BY EDA MEMBER SICHENDER TO ALLOCATE EDA FUNDS TOWARDS THE COST OF ADMINISTRATOR LINWOOD ATTENDING THE MN/CAR CONFERENCE AND TOWARDS CITY OF WYOMING MARKETING MATERIALS NOT TO EXCEED $150.00

6. Discuss Strategic Plan items, Assignments (Champions) and Due Dates

The EDA began discussion on identifying goals that they have already completed and how to prioritize the action goals from the Strategic Plan. The EDA identified items that had or will be completed. The EDA discussed the idea of having a city center downtown location that is supported in our Comprehensive plan that makes a centralized business district. The EDA reviewed and looked at the latest draft Map of the Comprehensive Plan. The EDA will continue discussion on the action items and prioritize the goals they want to complete.
