PARISH COUNCIL

Minutes of the Parish Council meeting held in the Old School Centre on Wednesday 10th April 2013 at 7.30 p.m.

Present: - Councillors Lane (Chairman), Mrs Marshall, Mrs Morton and Prowse. Also present: - Clerk (MI) and Councillors Edgell and Luggar. Apologies: - Councillors Beer, Rippon, Thorne and Willoughby.

1 MINUTES

The minutes of the meeting held on the 13th March 2013 were approved and signed by the Chairman as a correct record subject to Councillor Prowse being added to the list of attendees.

2 DECLARATIONS OF INTEREST

There were no declarations on interest announced.

3 QUESTIONS TO THE PARISH COUNCIL

The following questions were raised:

Acland Bridge - Flytipping.

Concern was expressed that the flytipping at Aclands Bridge had not been cleared and more rubbish was being dumped.

It was noted that County Council was waiting for quotes to remove the rubbish. It was agreed to pursue the matter with Rex Bassett, Council.

Missing Bus Stop Signs

Concern was expressed that the Bus Stops Signs had been removed and not replaced.

Councillor Luggar stated that he had raised the matter with the Bus Company but had had no response but he would pursue the matter.

4 REPORT OF THE COUNTY COUNCILLOR

Cllr Edgell had no matters to report.

5 REPORT OF THE DISTRICT COUNCILLORS

Cllr Luggar stated that the District Council was looking into ways to bring empty properties back into use.

He also stated that NDC had awarded £200,000 to the Queens Theatre for various projects and £10,000 to Tarka Tennis. He further stated that there was the possibility that there may additional funds available from the TAP Fund after the County elections.

6 HIGHWAY MATTERS

It was reported that the drain outside the Hollies was still blocked.

7 POLICING MATTERS

There were no issues to report.

8 MILLENNIUM GREEN

There were no new issues to report.

9 SPORTS PROJECT

There were no issues to report.

10 OLD SCHOOL CENTRE

There were no new issues to report.

It was agreed that a letter of thanks be sent Sandra Harman for the additional work undertaken in organising the bookings for the Old School Centre.

11 PARISH COUNCIL WEBSITE AND NEWSLETTER

It was noted that the next newsletter was being put together.

Mr Waldron briefly updated the Council on the progress of the Website.

The terms of reference for the Website agreed by the working group were endorsed and adopted.

Councillor Mrs Morton stated that work was being undertaken on the flower beds at Tanners Road.

12 PLANNING SUB COMMITTEE: APPOINTMENT OF A MEMBER

It was agreed that Councillor Mrs Morton be appointed to serve on the Planning Sub Committee

13 LOCAL COMMUNITY AWARD 2013

It was agreed that the Local Community Award 2013 be awarded to the Landkey Lunch Club in recognition of their work in helping people in the local Community who live alone to meet and socialise with friends.

14 GRANTS

Council approved the following grants to community organisations 2013/14:

15 NORTH DEVON AND TORRIDGE LOCAL PLAN, PART 3 RURAL AREAS

It was agreed that the document be circulated between all Members and considered at the next meeting in May.

16 NEW BUSINESS CORRESPONDENCE

The Clerk reported the receipt of the following:

An e mail from DCC regarding Part Night Lighting. It was agreed to put an item in the newsletter to update residents.

The Insurance Policy renewal. It was agreed that the Clerk seek further quotes.

17 FINANCE

The following payments were approved: -

18 PLANNING

The Council noted that the Planning Sub Committee meeting scheduled prior to the Council meeting had been cancelled as it was not quorate. It was agreed to consider the Planning Applications listed in order for a response to be made to .

55189 Extensions & Alterations to dwelling to form dependant relative’s annexe (amended plans),Rose Jane, Valley View, Landkey.

Recommended Approval 54923 Outline Application for mixed use development comprising 250 passivhaus dwellings together with 2.8 ha innovation park (further amended plans & information), Land West of Portmore Golf Course (known as Mount Sandford Green), .

Recommended Refusal and indicated that D1 would be ideal for public open space.

55348 Erection of one agricultural building (parlour, dairy & collecting yard), East , Goodleigh.

The Annual Parish meeting and the next meeting of the Parish Council will be held in the OLD SCHOOL CENTRE on Wednesday 8th May 2013.
