Santa Clara County: An Overview The fertile Santa Clara Valley encompasses 1,312 square miles and runs the entire length of the county from north to south, ringed by the rolling hills of the Diablo Range on the east, and the Santa Cruz Mountains on the west. Salt marshes and wet- lands lie in the northwestern part of the county, adjacent to the waters of Bay. You should try to get it as soon as possible, as it is constantly utilized as identification. To obtain a license, you must complete the following: a. Written test on the rules of the road (mandatory) b. Eye test (mandatory) c. Driving test - only if you do not have a valid license in another state or if your license has been revoked or has been expired for more than one year AUTOMOBILE REGISTRATION If you are from out of state, you must register your out of state vehicle upon entry. To avoid penalty, you have 20 days to resolve this matter. The registration fee depends on the make and year of the car. In general, newer cars and more expensive cars will cost more to register. The vehicle you are registering if car was purchased within the last 90 days SMOG CERTIFICATE Smog inspections are required for all vehicles except diesel powered vehicles, motorcycles, or vehicles 30 years old or older. Vehicles registered in areas subject to the biennial smog certification program are required to submit evidence of a smog certification every other renewal period. Vehicles that are four model years old or less are exempt from the biennial smog requirements for registration renewal. Evidence of a current smog certification must be provided by a seller except when transfer occurs between a spouse, sibling, child, parent, grandparent, or grandchild. Smog certifications are good for 90 days from the date of issuance. The inspection is not required on a transfer if a biennial smog certification was submitted to DMV within 90 days prior to the vehicle transfer date (a vehicle inspection report may be required for proof of certification). CHILD SAFETY SEATS A child passenger restraint system is required for any child who is under the age of six and weighs 60 pounds or less. Either a seat belt or a child passenger restraint system may be used for each person who is age six or older or who weighs over 60 pounds. The back seat is generally the safest place in the car for all children 12 years of age or younger. Babies up to 20 lbs. and about age one should ride in a safety seat secured to the back seat facing the rear of the car. Make sure the vehicle’s seat belt is put through the correct slot in the safety seat. Incorrectly fastened safety seats defeat their purpose and can result in injury. NOTE: Babies should not be placed forward or backward in the front passenger seat if the vehicle has a passenger-side air bag. Toddlers over 20 lbs. and about age one or older should ride in the back seat buckled into an approved child safety seat. This usually means they spend about 3 hours a week in special projects or in activities with other gifted kids. Programs vary from district to district.

UNIFORMS In an effort to discourage gang colors and get kids to pay more attention to school rather than how they look, a new state law gives schools the discretion to require uniforms. Uniforms are generally interpreted to mean modest dress; i.e. dark pants and shirts for boys, plaid skirts and light blouse for girls. Several local schools require uniforms.

The numbers on the following pages are the results of the 2002 STAR test drawn from national tests administered by the California Department of Education in the spring of 2002 to almost all public school students. The numbers are percentile rankings meaning that if a school scores in the 91st percentile, it has done better than 91% of other public schools in the nation. If it scores in the 50th percentile, it has done better than 50% of other public schools and is considered average. If a school scores in the 1st percentile, 99% of the other schools in the nation have scored higher.

These ranking systems do not recognize overall gains or losses, they only show how one school did against all other schools. Also, the comparisons are a national sampling and do not indicate comparisons against only California schools. If you would like more information about California specific scores, California School Surveys publishes the scores for every county and every public school in the state. To purchase a survey ($44.95 per book), call 415.274.4824. School Accountability Report Card Want to know more about a particular school or school district? Every public school and district in the state is required by law to issue an annual School Accountability Report Card. The everyday name is the SARC report or the SARC card. SARCs are supposed to include:

-The ethnic make up of the school and school district. -Test results. The results my be presented in several ways but almost without exception the formats follow the presentation methods of the California Dept. of Education. -Dropout rates for high schools -A description of the curriculum and the programs. -Class size and, teacher-pupil ratios. -Description of the teaching staff. How many have teaching credentials. -Description of facilities.

No matter how low the scores, the SARCs find the silver lining and ways to praise the school, the district and the teachers. But this is quibbling; in fact, the SARCs contain much useful information. To obtain a SARC, call the school and if the person answering the phone can’t help you, ask for the superintendent’s secretary or the curriculum department. Some schools want you to pick up the report in person; others will mail it to you. It sometimes helps if you mail the school a stamped, self-addressed envelop or simply $3 worth of stamps and a cover letter. If you live within a city’s limits please refer to the following directory. In the unincorporated areas of the County, gas and electric service is generally provided by Pacific Gas & Electric. SBC Pacific Bell, AT&T, and MCI provide local telephone service throughout the County. Cable television is provided by AT&T Broadband. The Santa Clara County Water District (SCVWD) is responsible for water supply, flood pro- tection and watershed management in the County. The SCVWD supplies water to local water retail agencies, such as San Jose Water Company, which in turn provides it to their customers. BEES : The keeping of bees (apiaries) in San Jose is regulated by City ordinance. Any questions or problems concerning bee keeping or enforcement should be referred to Animal Care and Services at (408) 654-5875. For bee swarms on private property, the property owner should contact a bee keeper or a pest control company for removal. Neither the City nor the South Bay Animal Control Services removes bees or hives.

A child is considered an infant from birth to age 2. If a person is clearly in the business of child care for more than one family, he or she should be licensed. Each of the three categories of child care has specific restrictions. The small-family provider with six children cannot have more than three under age 2. In everyday reality, many of the larger facilities tend to limit enrollments to children over age 2, and some have even higher age limits or a requirement that the child be toilet-trained.
