Preparatory Survey on the Cross-Border Road Network Improvement Project (Bangladesh) Final Report 6. TRAFFIC DEMAND FORECAST 6.1 Present Traffic Situation around the Target Roads 6.1.1 Outline of the Traffic Surveys In order to understand the present traffic situation around the target roads, a traffic count (T/C) survey and a roadside OD survey were implemented. The T/C surveys were conducted for the 3-day survey (for 12 and 24 hours on weekdays, for 12 hours on weekend) at 2 locations, for the 24-hour survey at 6 locations and for the 12-hour survey at 2 locations. The roadside OD survey, which included a 14-hour OD interview survey and 24-hour T/C surveys, was conducted at 5 locations. The location and survey types of these traffic surveys are shown in Figure 6.1.1 and Figure 6.1.2. Also, the surveyed vehicle type is shown in Table 6.1.1. T/C survey were implemented for all types of vehicles (①–⑭), and OD interview survey were implemented for the ③Passenger car (Sedan, SUV) & taxi – ⑪Utility, which are motorized vehicles except ①motorbike, ②CNG (Auto-rickshaw)/Baby taxi and non-motorized light vehicles used for the short distance trips, in order to grasp the origin and destination of the inter-city middle and long trip traffic. Republic of Korea Bilateral Relations
India – Republic of Korea Bilateral Relations India-Republic of Korea (RoK) relations has made great strides in recent years and has become truly multidimensional, spurred by a significant convergence of interests, mutual goodwill and high level exchanges. Bilateral consular relations were established in 1962 which was upgraded to Ambassador-level in 1973. In course of time, RoK's open market policies found resonance with India's economic liberalization and 'Look East Policy' as well as “Act East Policy”. Consistent Indian support for peaceful reunification of the two Koreas has been well received in this country. According to "SamgukYusa" or "The Heritage History of the Three Kingdoms" written in the 13th century, a Princess from Ayodhya (Suriratna) came to Korea, married King Kim-Suro, and became Queen Hur Hwang-ok in the year 48 AD [wife of former President Lee Myung-bak (Mrs. Kim Yoon-ok), former President Kim Dae-jung, former President Kim Young-sam and former PM Kim Jong-pil, inter alia, trace their ancestry to the royal couple]. Korean Buddhist Monk Hyecho (704–787 CE) or Hong Jiao visited India from 723 to 729 AD and wrote travelogue "Pilgrimage to the five kingdoms of India" which gives a vivid account of Indian culture, politics & society. The travelogue was rediscovered in China in 1908 and was subsequently translated into different languages, including Hindi, under the aegis of UNESCO. The original fragment is now owned by the National Library of France. Nobel Laureate Rabindranath Tagore also composed a short but evocative poem – 'Lamp of the East' - in 1929 about Korea's glorious past and its promising bright future. -

DEEPIKA GAHATRAJ MODULE I, BANGLADESH PARTY SYSTEM Political Historical Background of Bangladesh: Bangladesh is a densely populated country in South Asia. Roughly 60% of its population lives under the poverty level. Its geography is dominated by its low-lying riparian aspect and its population is largely Muslim. History of the role of the political parties to established good governance is rich in Bangladesh, example 1947, 1971, and 1990. Anti-colonial movements against British rule, Pakistani exploitation, militant anarchy. However, these are the single side of the reality. In recent times the ideological conflict between ruling party and the party in opposition is leading the country toward an unwanted situation which will ultimately eliminate good governance segment by segment by poisoning slowly. Most disturbing fact is that political leaders are unwilling to recognize how their actions are threatening the very fabric of democracy. The failure of the political parties to negotiate in keeping national interest threatens the future of democracy in Bangladesh. No doubt, nothing has changed since these remarks were made. In the years since independence, Bangladesh has established a reputation as a largely moderate and democratic majority Muslim country. But this status has been under threat for series of political violence, weak governance, poverty, corruption, and religious militancy. In more recent years religious and anti-religious thoughts have been vigorously pursued by the government. The Bangladesh Nationalist Party (BNP) is led by former Prime Minister Khaleda Zia and the Awami League (AL) is led by current Prime Minister Sheikh Hasina who traditionally have been dominating politics in Bangladesh. -

Descriptive Representation and Conflict Reduction: Evidence from India’s Maoist Rebellion* Aidan Milliff † & Drew Stommes ‡ April 19, 2021 Abstract Can greater inclusion in democracy for historicallydisadvantaged groups reduce rebel vio lence? Democracybuilding is a common tool in counterinsurgencies and postconflict states, yet existing scholarship has faced obstacles in measuring the independent effect of democratic reforms. We evaluate whether quotas for Scheduled Tribes in local councils reduced rebel vi olence in Chhattisgarh, an Indian state featuring highintensity Maoist insurgent activity. We employ a geographic regression discontinuity design to study the effects of identical quotas implemented in Chhattisgarh, finding that reservations reduced Maoist violence in the state. Exploratory analyses of mechanisms suggest that reservations reduced violence by bringing lo cal elected officials closer to state security forces, providing a windfall of valuable information to counterinsurgents. Our study shows that institutional engineering and inclusive representa tive democracy, in particular, can shape the trajectory of insurgent violence. LEGISLATIVE ELECTIONS IN BANGLADESH ELECTION OBSERVATION DELEGATION 27 – 31 December 2008 REPORT BY MR Charles TANNOCK CHAIRMAN OF THE DELEGATION Report 2 Annexes 7 1 INTRODUCTION Following an invitation from the Bangladeshi authorities, the Conference of Presidents decided at its meeting on 23 October to authorise the sending of a delegation of the European Parliament to observe the legislative elections in Bangladesh, at that time scheduled for the 18 December. The Constitutive Meeting of the EP EOM was held in Strasbourg on the 19th November and M. Robert Evans (PSE,UK) was elected Chairman. However, the rescheduling of the Election date in Bangladesh to the 29th December made it, unfortunately, not possible for many of the Members initially appointed by their Political Groups to maintain their availability. A new constitutive meeting was therefore held on the 10th December, with M. Charles Tannock (EPP/ED, UK) elected Chairman of a 4-strong delegation; as is customary, these Members were appointed by the political groups in accordance with the rolling d'Hondt system (the list of participants is annexed to this report; the ALDE political group gave its seat to the N/I group). Taking into account this change of dates, the Conference of Presidents re-examined the situation at its meeting of the 17th December and confirmed its initial decision to send a parliamentary delegation. As is usual, the European Parliament's delegation was fully integrated into the European Union Election Observation Mission (EU EOM), which was led by Mr Alexander Graf LAMBSDORFF, MEP (ALDE, D). The EU EOM deployed 150 observers from 25 EU Member States plus Norway and Switzerland. -

Background and Introduction 1. The Asian Development bank (ADB) promotes South Asian connectivity through its regional cooperation and integration (RCI) support for the region, characterized by a multi- pronged, multi-phased approach consisting of (i) national projects with subregional dimensions, (ii) subregional efforts through the South Asia Subregional Economic Cooperation (SASEC) program,1 (iii) regional efforts through the South Asian Association for Regional Cooperation (SAARC), and (iv) interregional approach through the Bay of Bengal Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) program. 2. SASEC. The SASEC Program brings together Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka in a project-based partnership to promote regional prosperity by improving cross-border connectivity, facilitating faster and less costly trade among member countries, and strengthening regional economic cooperation. 3. Under the SASEC transport program, improving regional connectivity is crucial for unlocking economies of scale and increasing competitiveness especially for the landlocked countries of the region. With the advent of supply chains, premium is placed on moving goods rapidly, reliably and cheaply through trade facilitation and improved logistics performance. 4.
