For Immediate Release February 8, 2019 Contact: Danielle Clore (859) 963-3203 x3 [email protected] www.kynonprofits.org State Association of Nonprofits Presents Advocacy Awards to Members and Legislators (FRANKFORT, Ky.—) Kentucky Nonprofit Network, the state association of nonprofit organizations, presented three member organizations and current and former legislators with awards as part of its 14th annual Kentucky Nonprofit Day at the Capitol in Frankfort on February 7. The annual event provides nonprofit organizations statewide with the opportunity to meet legislators and support Kentucky Nonprofit Network’s advocacy program to advance the sector. The awards presented include the Nonprofit Voice Awards, recognizing KNN members for their demonstrated excellence in public policy during the 2018 General Assembly, and the Nonprofit Advocacy Partner Awards, recognizing legislators and officials for their support of the members’ efforts. Foundation for a Healthy Kentucky of Louisville received a Nonprofit Voice Award for its work to raise the cigarette tax in Kentucky in an effort to curb smoking and improve the health of Kentuckians. House Bill 366 included a $.50 per pack tax increase on cigarettes, which recent polling revealed has resulted in 39 percent of Kentucky smokers cutting back. Senators Julie Raque Adams of Louisville and Ralph Alvarado of Winchester, Representative Steven Rudy of Paducah and former Representative Addia Wuchner of Florence were presented Nonprofit Advocacy Partner awards for their support of the effort. -

NORTHERN ILLINOIS UNIVERSITY The Electoral Success and Representation of Minorities: Different Cost of Voting Scenarios A Capstone Submitted to the University Honors Program In Partial Fulfillment of the Requirements of the Baccalaureate Degree With Honors Department Of Political Science By Shalisha Hill DeKalb, Illinois June 6, 2021 Hill 1 HONORS CAPSTONE ABSTRACT This research tests whether minorities are underrepresented in state legislatures due to restrictive state election laws that hinder voting. Some states like Oregon make it easier for citizens to vote and other states like Texas make it more difficult. The Cost of Voting Index (COVI) is a measurement of the electoral/institutional restrictiveness of each state and values are available for presidential election years from 1996 to 2020. Previous research has revealed that the amount of voting restrictions that citizens face makes it harder for them to vote (Li, Pomante Schraufnagel, 2018). What is less understood is whether restrictions hurt Blacks and Latinos running for statewide offices. This research will test whether the COVI can help predict voting margins, which in turn will reveal how successful minority candidates will be in states that are less restrictive or more restrictive. Broadly, the purpose of this research is to understand the electoral success of minorities and how the COVI helps to explain their success. Most specifically, the research question I examine is, does the restrictiveness of each state’s electoral/institutional climate help explain the relative underrepresentation of minorities in government? In other words, can the restrictiveness of state election laws help explain a lack of representation of Blacks and Latinos in elected offices? Th e new laws address topics including verifying voters’ identities, reporting animal abuse and selecting potential jurors. While COVID-19 concerns caused lawmakers to gavel into session for only 53 of the 60 days allowed under the Kentucky Constitution, 285 Senate bills and 647 House bills were introduced for a total of 932.
