This year, 2001, is the tenth year of our highly acclaimed WIL conferences so it is timely to produce such a volume to celebrate our achievements in putting into the public domain a better understanding of the complex interplay between gender, structure, culture and strategy in organisational settings. At worst there is discriminatory practice, at best improvement and enterprise. The volume contains 41 papers which have been blind reviewed by peers to determine their suitability for inclusion. As such the set of papers represents a significant contribution in theory and in practice to the emerging areas of gender, leadership, diversity and organisational development. ECU may be a young University but it has a long tradition of support for women and the provision of opportunities for their further education and training. From our first year in 1902 women were enrolled in teacher education programs. I am proud that my own grandmother is a graduate from the class of 1907. Edith Cowan was a pioneering West Australian who, as an older person, was the first woman elected to an Australian parliament. During her time in office she advocated for legislation which was enacted that allowed women to work in professions such as law. I am sure she would not have been surprised that ECU has had an active agenda for Women in Leadership or that currently we have a female Vice Chancellor and Deputy Vice Chancellor, Professors Poole and Harman. This v9lume would not have been possible without the efforts of a number of women, in particular Dr Lelia Green and Associate Professor Adrianne Kinnear. Both of them have worked tirelessly and with utmost professionalism to bring this project to fruition. It is appropriate to also acknowledge here the valuable work of Ms Linley Lord who was formerly the Director of Equity and Diversity at ECU. During her time in this role she was the very active public face of WIL and convenor of successful successive conferences. I invite you to read these interesting and provocative papers. I hope you will find the time to debate them with others, learn from the shared experiences and apply the insights to your own practice. It is by reflecting on the stories underlying the papers as well as on your own life histories that more women will be in a position to model forms of leadership that can empower all of us. CLAIRE ELIZABETH ROBINSON 2006 i ABSTRACT This thesis proposes an alternative way of establishing a link between market orientation and electoral success, by focusing on market orientation as a message instead of as a management function. Using interpretive textual analysis the thesis examines the advertising messages of the highest polling political parties for evidence of voter orientation and competitor orientation in the 1999 and 2002 New Zealand general election campaigns. Relating manifest market orientation to a number of statistical indicators of electoral success the thesis looks for plausible associations between the visual manifestation of market orientation in political advertisements and parties’ achievement of their party vote goals in the 1999 and 2002 elections. It offers party-focused explanations for electoral outcomes to complement existing voter-centric explanations, and adds another level of scholarly understanding of recent electoral outcomes in New Zealand. While the thesis finds little association between demonstration ofcompetitor orientation in political advertisements and electoral success, it finds a plausible relationship between parties that demonstrated a voter orientation in their political advertisements and goal achievement.

I thank the House for the courtesy extended to me during this, my maiden speech. JUDITH COLLINS (NZ National-Clevedon): Since this is the first time that I have spoken in Parliament, I take this opportunity to congratulate the Speaker on his appointment, an appointment, I note, that was made with the full support of this House. I am proud to represent the electorate of Clevedon on behalf of the New Zealand National Party. Clevedon is a diverse electorate, located both to the south and to the east of Auckland. It is 80 percent urban and 20 percent rural. Included in its boundaries are the historic township of Papakura, the rural areas of Clevedon, Orere Point, Kawakawa Bay, Brookby, Alfriston, Whitford, and Ardmore-which, incidently, is home to the busiest airport in New Zealand. It encompasses the coastal townships of Maraetai and Beachlands, and to the north, New Zealand's fastest-growing residential areas: Dannemora, Somerville, Shamrock Park, Point View, and Shelly Park. The people of Clevedon are ethnically diverse. The population includes European New Zealanders. Maori New Zealanders, Pacific Island New Zealanders, and, increasingly, New Zealanders who have migrated mainly from Taiwan, Korea, India, China, South Africa, and Fiji. It is an electorate of schools with the highest decile ratings, and schools with the lowest decile ratings. Clevedon is an electorate of old and new traditions, of Christian churches and Buddhist temples. On the one hand it is the home of the present Minister of Justice; on the other hand it was the home of Michael Choy until he was brutally slain.

This dull, safe coverage is deliberately less interesting to the audience to make it more acceptable to MPs. No matter. The restrictions can always be relaxed later. They will be, as the Commons discovers the need to make its deliberations more compelling viewing. Broadcasters will be on their best behaviour but will gradually develop confidence and begin to deal less deferentially. So the coverage will get more interesting and television will become addictive. Fears will prove groundless. MPs will wonder why they wasted so much time resisting it in the first place.2 Former British Labour MP Austin Mitchell was a long-time advocate for televising the House of Commons. He got his wish on 21 November 1989. Writing not long after the start of television coverage, Mitchell judged it to be mediocre but predicted it would improve, even suggesting it would become compulsive viewing and MPs would reflect on their initial hesitancy. Of course, he was writing well before the development of 16:9 ratio, warts and all high definition TV. 1 I am grateful to the New Zealand Parliamentary Library for researching data and media coverage. The Parliaments of both countries recognise the merit in building on our already strong relationship by having an annual exchange of parliamentary committees. During the period 6-11 April 2003 the Defence Sub-Committee of the Joint Standing Committee on Foreign Affairs, Defence and Trade visited New Zealand as part of the 2003 parliamentary committee exchange program. The first objective of the visit was to meet with New Zealand parliamentarians to share ideas and build and enhance relationships between the two Parliaments. This objective was fulfilled through a series of high level meetings with the Speaker of the New Zealand Parliament, the Hon Jonathan Hunt, MP, the Leader of the Opposition, the Hon Bill English, MP, the Minister of Defence, the Hon Mark Burton, MP, and members of the New Zealand Foreign Affairs, Defence and Trade Select Committee. The second objective of the visit ties in with the sub-committee’s current inquiry into Australia’s maritime strategy. The majority of meetings during the four day visit were with New Zealand Defence personnel who provided briefings on key developments and initiatives in New Zealand Defence policy and capability.
