1. Information of the Proposal

i. Name of Project – Proposal For diversion of 4.0077 Ha Forest Area for upgradation to two lanes with paved shoulder/four lane configurations of Morshi-Chandurbazar-Achalpur section from Km 0.000 To 53.719 in the State of Maharashtra

ii. User Agency – Public Works Department (National Highway), Government of Maharashtra.

iii. Forest area for which diversion is sought – 4.0077 Ha.

iv. Aerial distance of project area from nearest Protected Areas – There are no National Park, Wildlife Sanctuary, Biosphere Reserve, Tiger Reserve, Wildlife Corridor etc. observed within 10 km study area from the project alignment.

v. Detailed Note on Project: -

The Government of India has decided to upgrade existing State Highway corridors having single lane/intermediate/two lane carriageway to two lane with paved shoulders/Four lane Configurations. In continuation of this, MORT&H has entrusted the work of preparation of Detailed Project Report of Morshi-Chandurbazar-Achalapur State Highways to Public Works Department (Maharashtra). The project alignment is spanning through Morshi, Chandurbazar & Achalpur taluka of Amravati districts with a total length of approximately 53.719 Kms. Presently the existing Highway is as per SH specification & the proposal is to upgrade the existing Highway to NH specification.

The project alignment, an amalgamation of SH-240, SH-203 & SH-201 passing through Morshi, Chandurbazar and Achalpur town forms an important artery for movement of goods from Amravati. Goods transported are seasonal crops and agricultural products throughout the year from different places located in Morshi, Chandurbazar and Achalpur to Daryapur, Akot, Paratwada Akola Chikhaldara. The Achalpur town had been a major trade center for Palmarosa oil in India. The major commodities for trade include natural gums, Cottons, Banana, Oranges, Red Chilies Ground Nut, Honey, Millet, Milo, wheat, Sunflower.

It is appreciated that over a horizon of next 20-30 years, this road will serve a critical purpose of linking Amravati & Warud to Paratwada & Chikhaldara to contribute substantially to the development of the local economy and Tourism. Further a number of remote villages are also being provided connectivity under the PMGSY and the take-off points emanate from this highway.

vi. Main benefits from project – The project alignment is an amalgamation of SH-240, SH-203 & SH-201 passing through Morshi, Chandurbazar and Achalpur town forms an important artery for movement of goods from Amravati. Goods transported are of seasonal crops majorly like Oranges during period of September to January and cotton during January to May and agricultural products throughout the year from different places located in Morshi, Chandurbazar and Achalpur to Daryapur, Akot, Paratwada Akola Chikhaldara. town had been a major trade center for Palmarosa oil in India. The major commodities for trade include natural gums, Cottons, Banana, Oranges, Red Chilies Ground Nut, Honey, Millet, Milo, wheat, Sunflower.

1a. Cost of project: - Rs. 341.28 Cr.

1.b Justification for locating the project in forest area giving alternative those were examined and reasons for the rejection:

Since this is an upgradation project of existing highway to two lane/four lane with paved shoulders, so no alternative is required to be examined. Wherever possible, non-forest land has been used to its maximum to accommodate proposed upgradation. In view of above reason, alignment passes through 3.123 Kms of forest land in six patches which cannot be located on non-forest land. Hence the proposed diversion of 4.0077 ha in the final alignment is fully justified.

As far as possible improvements to the road are to be accommodate in the available ROW. However, Bypasses or detours will be provided to segregate the local traffic from the through traffic. Re-alignments will also be done at few locations having sub-standard curves.

The PUBLIC WORKS DEPARTMENT (NATIONAL HIGHWAY) OF MAHARASHTRA STATE has been entrusted with the assignment of preparation of Detailed Project Reports in the state of Maharashtra. The project alignment an amalgamation of SH-240, SH-203 & SH-201 passes through Morshi, Chandurbazar and Achalpur town forming an important artery for movement of goods from Amravati. Goods transported are seasonal crops and agricultural products throughout the year from different places located in Morshi, Chandurbazar and Achalpur to Daryapur, Akot, Paratwada Akola Chikhaldara. The Achalpur town had been a major trade center for Palmarosa oil in India. The major commodities for trade include natural gums, Cottons, Banana, Oranges, Red Chilies Ground Nut, Honey, Millet, Milo, wheat, Sunflower. The said project stretch has a one crusher plants and Spiritual places also which does contributes to the traffic flow. At the northern extreme of the Amravati district of Maharashtra, on the border of Madhya Pradesh, lies the Melghat in the South-western Satpura mountain ranges. The project alignment is spanning through Amravati districts with a total length of approximately 53.719 Kms. Presently the existing Highway is as per SH specification & the proposal is to upgrade the existing Highway to NH specification. In addition a number of major and minor bridges exists which requires upgradation. Also, the town of Chandurbazar is developing population centers and would need to be bypassed for smooth flow of traffic.
