2009 RULES & REGULATIONS MAJOR LEGISLATION AND RULE CHANGES FOR 2009 1. Swimwear restrictions were put in place for those competing in 12 & under age group defined competition. 2. Meet information for sanctioned or approved competitions must state whether the pool has been certified in accordance with 104.2.2C(4). 3. A Short Course Junior Nationals will be held each winter. 4. Sexual misconduct provisions have been extended to include all members and/or non- members who are participating in any affairs or activities of USA Swimming or its LSCs. 5. The recruiting provision in the Code of Conduct has been expanded. 6. Part 4 has been rewritten to include LSC Hearings and Appeals. 7. Part 6 has been rewritten to include important information previously included only in the LSC Model Bylaws. DOPING CONTROL All athletes should check the status of all medications they plan to take PRIOR to taking them. This includes Over the Counter and Prescription medications. It is the responsibility of the athlete to ensure that no prohibited substance enters his/her system. The United States Anti-Doping Agency (USADA) offers a Drug Reference Line (1-800-233-0393) and a Drug Reference Online (www.usantidoping.org/dro) where athletes, coaches, parents and medical professionals may check to ensure that proper documentation is on file for their medications and that they are consuming medications that are permitted. To comply with the World Anti-Doping Code, FINA, USOC and USADA have all amended their anti-doping rules. CALIFORNIA Golden Bears CAL LEGEND: NATALIE COUGHLIN NATALIE COUGHLIN – THE MOST DECORATED FEMALE SWIMMER OF ALL-TIME JUST THE FACTS … Natalie Coughlin was just the third American woman to win five Olympic medals in a single Olympiad (at the 2004 Games in Athens), including a pair of Gold medals. She was also a member of the world record-setting 4x200m freestyle relay in those Games. At the 2007 World Championships, Coughlin broke her own five-year-old world record in the 100m backstroke with a time of 59.44. She is a 2002 USA Swimming Swimmer of the Year and a three-time NCAA Swimmer of the Year. As a three-time Sullivan Award finalist (nation’s top amateur athlete), Coughlin is the first person since Tracy Caulkins (1978) to win five U.S. National titles at one meet (August 2002). She currently owns 22 international medals (10 gold), five individual world records, 16 individual American records and 13 U.S. National titles. For over 30 years, Rob Copeland has been dedicated to U.S. Masters Swimming by serving not only as the President of the organization, but as a volunteer in almost every capacity in the clubs he has been a member of throughout the years. During Rob’s presidency from 2005-2009, he guided U.S. Masters in hiring the first and second Executive Directors, hosting the largest FINA world championship, the initiation of the club development program, online registration, and the establishment of a permanent national headquarters. As a competitive swimmer, Rob has over 150 Top Ten individual achieve- ments, over 20 All American Honors and currently holds four USMS Records. -
