Joseph D. Reed, retired administrator of the Oahu Civil Defense Agency, died Thursday Oct 3, 2002 at Tripler Army Medical Center. He was 69. Reed had been suffering from a rare form of kidney disease. A retired U.S. Air Force lieutenant colonel who flew B-52 bombers in the Vietnam War, Reed became the administrator for the Oahu Civil Defense Agency in April 1995. "Honolulu has lost one of its most devoted public servants and citizens with the death of its former Civil Defense administrator, Joe Reed," said Mayor Jeremy Harris. "He came to us with a wealth of military experience, and we owe much of the progress and growth within the agency to Joe's untiring efforts." Peter Hirai, disaster preparedness and recovery officer, said he will always be grateful to Reed, who hired him in 1998. "That's what stands out the most: the fact that he had faith in me," Hirai said. "I'm forever glad for that." Reed brought calm to Civil Defense operations, Hirai said. "If you panic and the public sees you panic, then they're going to panic," Hirai said. During disasters, the public needs Civil Defense to be confident in its actions, Hirai said. "And he instilled that kind of confidence in the public." Reed began working for Civil Defense in 1983 as a hurricane planner. Shortly after joining the city, he wrote its first hurricane evacuation plan, which was used during Hurricane Iniki in 1992. In 1997, the National Weather Service gave Reed the Excellence in Emergency Management Award, which honors civil-defense administrators with emergency management programs that best prepare local communities for natural hazards. "I valued Joe's advice," Harris said. "In dealing with all sorts of disasters, he was the consummate professional, and many within our nation's emergency management community will vouch for that. He was thorough, decisive, and had the ability to quickly bring both people and resources to bear as we dealt with storms, floods and high surf. "All of us in the city family mourn Joe's loss, and we extend our condolences to his family." Reed was born in Truman, Ark., in 1932. He received a bachelor's degree in history from Chaplain College and a master's degree from Central Michigan University. Philip Frederick "Fritz" Rehbock, 59, esteemed internationally as a historian of science, gifted teacher and author, died Saturday Feb 2, 2002 at the Queen's Medical Center after a long fight with melanoma. Because of his illness, he retired Dec. 31 as a University of Hawaii professor of history after 26 years on the faculty. Professors in the General Science and History departments said he was an outstanding educator and renowned historian who brought together the divergent cultures of science and the arts. "He was a man who knew Charles Darwin and John Coltrane," said Peter Hoffenberg, associate professor of history. "Even though the phrase is overused, a 'gentleman and scholar' is what Fritz was -- a decent, understanding, patient person." "He was very knowledgeable, just a great appreciator of jazz history," as well as "a historian of science, technology and European history," said James Kraft, associate history professor, who shared Rehbock's avid interest in jazz. Charles Hayes, dean of the UH College of Arts and Sciences, said Rehbock "excelled in everything" at UH, including teaching and administration, and did "marvelous work" in the history of science. "It's important for us to understand in science where we've been to get insight as to where we are and where we're going," Hayes said. Hoffenberg said Rehbock and Roy MacLeod, history professor at the University of Sydney, Australia, created a burgeoning field in the study of science in the Pacific. "People have talked a lot about the Pacific Century. ... He and Roy talked about how important science was to the 20th century." The two co-founded the Pacific Circle, an international group of scholars, scientists and institutions devoted to the study of science in the Pacific. Rehbock was born in Seattle and attended Stanford University. He joined UH after earning a doctorate degree in the history and philosophy of science from Johns Hopkins University. He wrote or edited several scholarly books on the history of science. His latest work, which he edited with MacLeod, was "Evolutionary Theory and Natural History of the Pacific: Darwin's Laboratory." He had an unusual hybrid interest in science and the humanities, and attempted to write for the general public rather than historians, said Karen Jolly, associate professor of history. Passionate about music, Rehbock played the clarinet, saxophone, piano and vibraphone. Survivors include his wife of 32 years, Karen Marie, assistant to the Institute for Astronomy director, and daughter, Maile Michelle. Faustino A. Respicio, the veteran broadcaster known in the Filipino community as "Tata" Respicio, died Tuesday at the age of 96. Respicio, instrumental in showcasing the performing arts and personalities of his Filipino peers, would have been 97 today. "He was the Ed Sullivan of his time," said Emme Tomingbang, who appeared on Respicio's "Filipino Fiesta" TV show when she was a pre-teen and also performed on the show with her rock band when she was a teenager. "His was the predecessor of those stardom shows, though he mostly featured Filipino performers. It was the longest-running show ... and one with the Filipino immigrants in mind." Respicio was the creator, producer, director and host of "Filipino Fiesta," which originated on KULA-TV (now KITV-4) and switched to KONA-TV (now KHON-2), where it aired from 1954 to 1986. Respicio chalked up 2,000 shows by the time he said his "adios" in August 1986. In addition to his affiliation with Hawai'i's longest-running television show, Respicio logged five decades on radio where "Fiesta" originated. It was a show that targeted lonely Filipino bachelors who came to work at Hawai'i's sugar plantations without their families. "He (filled) a need," said Tomingbang. "And he was my inspiration for television, along with my father, who earlier did a similar show." The program provided comfort, communication, communion and entertainment to Filipino immigrants, she said. Katherine Bustillos, director of finance at KHON, knew Respicio in his heyday. "He will be missed by the Filipino community," she said. "He was a very nice, hard-working person who loved what he did. And he always had his wife bring a delicious bundt cake (to the station)." His TV crews often had difficulty understanding him — the show was a blend of Ilocano and English — but his trademark "Take it!," signifying action to focus cameras on his performing guests, became a signature. Respicio worked tirelessly to keep the Filipino cultural identity alive in the Islands. During World War II, he was appointed chairman of the Filipino War Bond Drive, and he used his airtime influence to raise more than $2 million in war bonds over a three- month period, a remarkable achievement considering plantation workers earned 99 cents a day at the time. He first met his wife, Rosalina, while selling bonds at Hilo Sugar Plantation. They met up again in 1952 and were married a year later. Besides radio-TV work, he was a public relations officer for American Security Bank for 27 years, a published author, and a reporter. Respicio arrived in Hawai'i in 1931 from his native Laoag City in the province of Ilocos Norte in the Philippines. He joined his father, who earlier immigrated to the Islands to work at the O'ahu Sugar plantation, and to eventually continue his law studies begun at the University of the Philippines. Because it was the Depression, he was unable to move on to a Mainland law school, so he instead joined the sales team at an insurance agency. As a creative outlet, Respicio wrote two love stories, "Andoy" and "Love Letters," published in Ilocano and English. His writing skills also led him to work as a reporter for the Philippine News Tribune. "I don't regret not being able to go to law school," he once said. "There are too many lawyers already. Faustino Alejandro Respicio created the "Filipino Fiesta" television program, not just for entertainment, but to build pride and appreciation for the culture of Filipino immigrants. Respicio, affectionately called "Tata," died on the evening of Feb. 13, 2002 at the age of 96 at his Honolulu home. At lunch that day he had celebrated his birthday -- two days early -- with a small party because he said, "I cannot wait," according to his wife, Rosalina. "Filipino Fiesta" began on the radio, 14 years before it appeared on TV in 1953, giving comfort to the thousands of homesick plantation laborers who had no family. His 2,000 TV shows, which were also aired on radio at the same time, filled a need for a feeling of community over a record 33-year run. The show ended in 1986 because of Respicio's ailing health. "It was important -- no one can do what he did for the Filipino community," she said. In a 1986 Star-Bulletin article, Respicio said his 90-minute show "educated the people of Hawaii about Filipino people and heritage through singers, dancers and visiting stars and statesmen. "It helped my people very much. The other nationalities who came here looked down on the Filipinos ... The program got other nationalities to see what the Filipinos are (really like)." His wife, whom he married in 1953, said she helped him the last 16 years of the show. "It was so much fun working together. The only arguments we had were political. I was a Democrat and he was a Republican. After the argument, we would just laugh," she said. "His logo was: 'Take it away!' as he raised his hand," in introducing the next act, she said. Respicio arrived in Hawaii in 1931 to join his father who worked for the Oahu Sugar Plantation. He gave up his ambition to study law during the Depression and became an insurance salesman. "I was appalled at what had happened to my people. They came here with such high hopes for making it. But they were working on plantations for 99 cents a day," he said in a 1975 Star-Bulletin article. With lonely, bored Filipino bachelors in mind, he wrote two novels, "Andoy," and "Love Letters." They led to a career as a reporter for the locally published, now-defunct Philippine News Tribune. When World War II broke out, he was convinced that radio would better reach his audience. Respicio urged his countrymen to invest in war bonds on radio, and they contributed $2 million in response. Edith Correa Valdriz, 73, of Waipahu said she used to sing duets on Respicio's radio and TV shows and knew him to be "a really nice man." Her father belonged to the first generation of immigrants who "used to look forward to it every afternoon after work to alleviate their fatigue and homesickness." His radio show "kept the sugar workers informed of their culture. He played Ilocano songs and brought in entertainers and the news." Charles Mack Rolison, a leader in local construction and maritime industries, died March 8, 2002 in Honolulu. He was 74. Rolison, who was born in El Paso, Texas, served in the Army and later was a civil engineer with the International Boundary Water Commission, which oversees boundary and water treaties between the United States and Mexico. In the 1950s and 1960s, Rolison owned and operated heavy transportation businesses associated with the West Texas oil exploration industry. Rolison moved to Hawai'i in 1967 and purchased Cummins Engine Sales of Hawai'i and White Truck Sales of Hawai'i. Five years later, he acquired Hawaiian Crane and Rigging Ltd., which he ran until his death. Under Rolison's leadership, Hawaiian Crane and Rigging took part in many major construction and maritime projects in Hawai'i and the Pacific. Among them were installation of telescopes on Mauna Kea, work on the H-3 Freeway, and providing lift services for the Navy at Pearl Harbor and the major companies in Honolulu Harbor and the Neighbor Islands. Rolison is survived by his wife, Claudean; daughter, Claudia Frias; sons, Charles and Patrick; and seven grandchildren. Born and raised in Southern California, Rosene considered Hawai'i a paradise, and made it his own in the 1970s as a handsome, bearded, long-haired enthusiast whose Advertiser column was titled "Headlines." Rosene became one of the main promoters in the Islands, and found himself catering to the champagne and caviar tastes of his sometimes temperamental charges. "He would roll out the red carpet for them, have people at the airport to greet them with leis, put things in their hotel rooms," said Nella Courtney, a longtime associate. Rosene had a gift for spotting talent early, and mastered the task of selling Hawai'i to the acts that came here, and selling the acts to Hawai'i, she said. His concert by The Police at Aloha Stadium in 1984 set an attendance record of 31,653. He invented The Rockatorium, a warehouse-like half-acre space at Aloha Tower, and collaborated in Coconut Grove, an Ala Moana Boulevard rock 'n' roll club. Rosene learned some of his trade from Tom Moffatt, for whom he worked in some of the Sunshine Festivals, and who remembered him fondly yesterday as "a friendly competitor." Rosene did a big Maui show in January, "Voices Rock the Beach," which VH1 taped. He had hoped to do another concert of the same kind next year. Robert Rotz, a longtime Honolulu sign maker and ad man who was mentored as a young man by Duke Kahanamoku, died Feb. 11, 2002 at Straub Hospital. He was 83. Rotz was born in Ritzville, Wash., and sailed to Honolulu in 1939. He spent the night of his arrival on a Waikiki beach. He was awakened the next morning by Kahanamoku, who taught him to canoe and introduced him to his many acquaintances at the Honolulu Canoe Club. Rotz founded the Honolulu Sign Company in 1947, which manufactured advertising and traffic signs, flags and later added a wide assortment of safety supplies and equipment. He is survived by his wife of 51 years, Harriet; two sons, Robert and Terry; and a daughter, Louise. A memorial service will by held Thursday at 4 p.m. at Central Union Church, Atherton Chapel. William C. Rowland, 15th president of Hawaiian Telephone Co., died Sunday Oct 20, 2002 after a series of strokes. He was 80. Rowland joined GTE in 1949 in Erie, Pa. He became president of GTE Hawaiian Tel in 1972, a year after the company was purchased by GTE. While Rowland was president, Hawaiian Tel moved to its new Bishop Street headquarters, inaugurated its first two electronic central offices, opened the first Phone Mart at Moanalua Shopping Center and began using local artists' work for its phone book covers. "Bill Rowland was a tough-minded businessman who presided over the company as it grew into the modern age," said Verizon Hawaii President Warren Haruki. "He was the first GTE person to come from the mainland to run the company (which GTE had acquired in 1967), and many people in the community were concerned that Hawaiian Tel would lose its traditional island characteristics. But Bill kept the management team in place and really became a part of the community." GTE merged in 2000 with the Bell Atlantic Corp. and changed its name to Verizon. Rowland also served on the board of directors for First Hawaiian Bank and was the president of the board of trustees of Hawaii Loa College, which later became Hawaii Pacific University. In 1978, Rowland was promoted to west area president in Thousand Oaks, Calif. and then a year later became GTE telephone operations executive vice president in Stamford, Conn. "He started out installing telephones and then was in charge of GTE operations worldwide," said his son Robert. Rowland and his wife, Leah, returned to Hawaii in 1981 after he retired from GTE. "We had a son here, property here and we liked it here," said Leah, who was married to Rowland for 54 years. From 1982 to 1995, Rowland was the president and chief executive officer of the Oceanic Institute, an aquaculture research organization. Rowland was born Dec. 26, 1921, in New Castle, Pa. During World War II he served as a lieutenant in the 458th Bomb Group, stationed in England. He received the Distinguished Flying Cross Award for flying 32 missions over Europe as a B-24 bomber pilot. Rowland also flew aerial reconnaissance missions along the Iron Curtain during the Korean conflict from 1950 to 1952. William C. Rowland, an Army veteran and former president of Hawaiian Telephone and the Oceanic Institute, died Oct. 20, 2002as 80. Rowland was born on Dec. 26, 1921, in New Castle, Pa. On his 20th birthday, nine days after the attack on Pearl Harbor, Rowland enlisted in the Army Air Corps. s a lieutenant in the 458th Bomb Group stationed in England, he completed 32 missions as the pilot of a B-24 bomber. Rowland earned the Distinguished Flying Cross for his service. ollowing the war, he earned a degree in math and worked as a telephone installer for Bell Telephone. He joined General Telephone & Electric Co. in 1949, but his career was interrupted when he was recalled to active duty during the Korean War. n 1952, he returned to GTE and in 1962 he was promoted to vice president of the company's Indiana division. Although he kept busy with his professional life, Rowland also served as an artillery instructor and taught at the U.S. Army War College while with the Army Reserve in the 1950s and 1960s. n 1967, Rowland was named president of GTE of Illinois. Five years later he became president of Hawaiian Telephone, then a subsidiary of GTE. owland retired from the telephone business in 1982 as executive vice president of GTE's Telephone Operating Group in Stamford, Conn. is retirement was short- lived, however, as he took the post of president and chairman of the Oceanic Institute in 1982. The nonprofit organization at Makapu'u Point is a fully integrated research and development institution focusing on applied aquaculture, marine biotechnology and environmental enhancement of coastal marine resources. hen he took over, Oceanic Institute had about 50 employees and a budget of $1 million. The institute currently employs close to 100 and has an annual budget of $6 million. He recognized the need to use the state support that we were getting as seed to get federal grants to make us more competitive in the federal grant arena," said Gary Karr, Oceanic's training and education program manager. "That was a real catalyst for the institute to go from being a very small staff — tenure was very short for the most part — to where people could actually look at the institute as a place for a career." he institute also gained national and international recognition for its work in aquaculture. owland retired from Oceanic Institute in 1996. n addition to his professional life, Rowland was active with the Aloha United Way.
