Plunkitt1 3.1 Parties on the Ground If one accepts this more di↵use definition of political parties, we should forgive an initial sense of pessimism or despondency toward our ability to study their behavior in a systematic fashion. The diversity of potential actors – from party organizations, to activist networks; from interest groups, to old-fashioned machines – multiplies both the potential environments and potential resources available for electoral intervention. And worse yet, the actions of these extended party networks are often purposefully kept from the public eye. The choice to recruit candidates for office, pressure others out of a contest, or expend resources in support of particular campaigns are at best highly sensitive decisions and at worst skirt the borders of legality.2 Moreover, the individual state primary and nomination contests are scattered over 1Riordan, William. 1905. Specif- ically, many claim that through the widespread adoption of the partisan primary, control over the nomination of candidates has been largely relegated to the ambitions and talents of the office-seekers themselves. I challenge this perspective, arguing that networks of partisan interests still play a major role in determining a party's nominee. To support this claim, I combine field interviews, journalistic accounts, election results, and campaign finance disclo- sures to demonstrate the systematic effect of political networks on the electoral prospects of primary candidates. I provide a series of case studies to show the impact of party networks and to demonstrate the underlying mechanism { the diverse campaign resources that these networks are able to marshal on behalf of their candidates. To generalize these findings, I use campaign finance data for candidates between 1980 and 2014 to construct a novel measure of group support { existing network density { derived from the degree of coordination present among a candidate's campaign contributors. I find that greater network support provides a significant benefit to candidates seeking consequential open-seat nominations for the House of Representatives. -

MILLIRON GOODMAN 2020 MG General Election Update: A Glimpse at the Breakdown of the 2021-22 PA General Assembly Quick Snapshot: Pennsylvania voters have returned 18 incumbent members to Congress and have elected the first Republican auditor general in more than two decades. Democrat Josh Shapiro was also reelected for a second term as the state’s attorney general while state treasurer, Democrat Joe Torsella, lost his reelection bid in a big upset. Republicans will keep majority control of both chambers of the General Assembly. We will also have a mother and son duo serving together in the House chamber beginning in January. Statewide Row Offices: Attorney General: Democrat Josh Shapiro has won another four-year term as Pennsylvania’s top law enforcement officer, defeating challenger Heidi Heidelbaugh. Shapiro is a former state lawmaker and Montgomery County commissioner. Auditor General: Dauphin County controller, Republican Tim DeFoor, was declared the winner in Pennsylvania’s auditor general race, defeating Democrat Nina Ahmad, a former deputy Philadelphia mayor. DeFoor will replace Eugene DePasquale, who was term limited. Treasurer: Republican challenger Stacy Garrity defeated incumbent Treasurer Joe Torsella in the race for the state’s treasurer. Garrity is a retired Army Reserve Colonel. She started work as a cost accountant at Global Tungsten & Powders Corp. and worked her way up to become Vice President of Government Affairs and Industry Liaison at GTP. Torsella’s loss is seen as a setback to Democrats’ hopes in 2022 statewide races. Congressional Races: Based on unofficial elections results from the Department of State, no incumbent member of Congress in Pennsylvania lost this election cycle. -

Ryan removes Meehan from Ethics Committee. o 1/21 Sun: Meehan calls for full airing of allegations. (Spoiler alert: This won’t go well.) o 1/22 Mon: Ethics Committee investigation begins. Meehan continues to deny any sexual harassment. Democrats and Republicans alike are OUTRAGED that tax dollars were used to pay settlement. Various parties call for Meehan to resign/not seek reelection. o 1/23 Tues: Meehan does nine creepy interviews to explain himself. Gives bizarre personal definition for the term “soul mate”. He is SHOCKED others might give it a romantic interpretation. Insists he will still run for reelection. o 1/24 Weds: The fallout from the nine creepy interviews begins. Colbert skewers Meehan in his monologue (please please please watch it if you haven’t yet). But the RNCC Chair still wants to “let the voters decide”. o 1/25 Thurs: Maybe Meehan won’t seek reelection after all. But no WAY is he resigning. He plans to fight on, for his constituents. Continue to apply his super- awesome judgment on our behalf. o Generally: Protests outside Meehan’s office on multiple days as constituents call for him to resign. The press coverage was extraordinary and broad. We’re all Meehan’s “soul mates” now, as we “go through remarkable experiences together.” And this final hug is definitely lasting longer than needed. -

The Effect of Party Networks on Primary Elections* Shawn Patterson, Jr.† October 2, 2020 Abstract Who controls nominations? Group-centered theories of parties predict that networked interests will compete in primaries to nominate candidates faithful to their agenda. Pre- vious attempts to test the electoral implications of this view have confronted the diffi- culties of observing group support directly. In this paper, I present a new measure – Existing Network Density – that detects group support indirectly through patterns in campaign contributions. Specifically, I measure the density of a candidate’s donor net- work in the previous election to infer which candidate’s have the support of durable, coordinated groups. I then estimate the influence of group support on a candidate’s likelihood of winning an open-seat House primary between 1982 and 2014. I find that candidates with group support perform substantially better after controlling for indi- vidual campaign resources. These findings suggest that while parties may not formally choose candidates, the coalition of interests comprising these parties can influence who wins the nomination. *I would like to thank Kathleen Bawn and John Zaller for advice and guidance throughout this project.
