1.00 Introduction

1.01 This Travel Plan Statement relates to the proposed partial change of use of Hookstead Resource Centre, Crowborough from Residential Institution C2 Use Class and Non Residential Institution D1 Use Class to Offices B1A Use Class. Planning application reference WD/3179/CC.

1.02 Hookstead Resource Centre is located on the corner of A26 (Beacon Road) and Goldsmiths Avenue a short distance from the centre of Crowborough.

Planning Approval has been granted and following:- • First and second floor accommodation from Use Class C2 – Residential Institution to Use Class B1A – Offices; • Rear Bungalow from Use Class D1 – Non-Residential Institution to Use Class B1A – Offices; • Ground Floor Meeting & Staff Room from Use Class D1 – Non-Residential Institution to Use Class B1 A – Offices; • The new B1A office accommodation at first and second floors will be used for the provision of East Sussex County Council Registration Services and other ESCC office based services. The Crowborough Registry Office incorporating a Ceremony Room and Interview Rooms capable of accommodating 43 visitors and staff and would be located on the first floor.

1.03 The site lies within the Ashdown Forest 7km zone, as a result of which traffic issues had to be considered carefully to ensure that no additional traffic is generated as a result of the proposed changes.

1.04 It is acknowledged that full Travel Plans for small scale developments such as this offer little scope for changing attitudes unless the cheap and available alternatives exist locally. Where this is not the case however, the aim should be to provide as much information as possible to staff and visitors in the form of an “Information Packs” (including website pages) with the hope that by making it easy for staff to access information, they will consider trying alternatives from an early stage.

1.05 The aim of the “Information Pack” will be to identify the availability of alternative modes of travel as well as providing a point of contact for those staff considering car-sharing. By pointing out the advantages of these alternatives, particularly costs, it is hoped that staff in particular can be encouraged to consider these options from their first occupation therefore, hopefully getting them into good habits from the start. By doing so it is hoped that the following issues can be addressed: . A reduction in traffic in the local area; . climate change; . health; and . costs.

2.00 Existing Facilities in the Surrounding Area

Walk and Cycle

2.01 The site is situated in a central location in the town, and is in convenient walking/cycling distance of the wide range of local facilities located around the High Street. These can be reached on good standard footways with street lighting and many having safe specific crossing points. Being in the centre of the town there are a great number of residential properties within a 2km radius from which staff could come and which are within reasonable walking distance of the site.

There are no dedicated cycle routes in the vicinity of the site, however there are significant residential areas within reasonable cycling distance and the local topography is suitable for cycling to be considered as a means of commuting. Covered cycle facilities are to be provided as part of the development.

Bus

2.02 The town is served by a main regional bus route, No. 29, which ultimately runs between Brighton and Tunbridge Wells taking in Crowborough, Uckfield & Lewes. It no longer runs past the site itself, diverting as it does around the residential areas of Crowborough, but can be picked up from Crowborough Cross, around 0.5km to the north. Service details are shown below and they are generally half hourly in each direction every day of the week.

2.03 There is also another regular bus service servicing Crowborough town centre. The 228/229 service is operated by Arriva and runs between Tunbridge Wells and Crowborough but taking in a loop around Alderbrook and Jarvis Brook which includes much of the residential area of Crowborough as well as the station.

Trains

2.05 Crowborough railway station is around 3 km from the site at Jarvis Brook and can be reached by the bus services identified above. From Crowborough there are frequent services to and from London Victoria, London Bridge and Croydon in the north and Uckfield in the south.

2.06 There are currently 33 parking spaces on site comprising 24 car spaces, 4 garage spaces, 4 disabled spaces and a minibus parking space. A further 4 car spaces and another minibus space can be provided by the remarking of the site. The on-site car parking arrangements provide minibus parking/drop off and turning head facilities within the site confines. Secure and covered parking will also be provided for 4 cycles and 4 buggies.

2.07 The parking layout now includes for 9 Visitor/Short Stay parking bay located at the front of the site.

3.00 Objectives

3.01 The main objectives of the travel plan statement are firstly to clarify the measures that may be available to staff to reduce the number of single occupancy car trips associated with the development by promoting more sustainable alternatives such as walking, cycling, public transport and car sharing.

The transport objectives are:

• Increase awareness of public transport, pedestrian and cycle facilities at the site and the surrounding area; • Provide staff and visitors with local knowledge so they can make an informed choice when attending the site facilities; • To promote changes in travel behaviour and travel awareness and encourage the use of Public Transport and car-sharing.

3.02 The second objective is to control the use of site facilities to ensure that on-street parking in Goldsmiths Avenue fronting the site does not become an issue with local residents. This will require carefully controlled management of the meeting and ceremonial rooms available at Hookstead.

4.00 Travel Plan Measures

Information Pack

4.01 This section provides an overview of measures that will be provided but principally includes the preparation and provision of an Information Pack (“The Pack”) (see Appendix A) which will be provided to the staff working or based at Hookstead as well as further information that will be made available to visitors to the site. The Pack will be e-mailed to all staff in pdf format with hard copies available on request.

4.02 The ESCC website already has a page for the Crowborough Registration Office which gives brief details and these will be expanded to include links to pages showing:- • A map of the site in relation to local public car parks together with their charges; • A link to public transport information including the location of bus stops, the station, routes and timetable information.

The main page highlights the availability of the ceremonial room but this will be expanded to include the conditions of booking with particular reference to the lack of on-site parking for weekday ceremonies and the request that visitors do not park on Goldsmiths Avenue.

Members of the public making appointments or booking ceremonies will also be provided with hard copy of this information or if booking on line, will be directed to the website containing this information. Those booking the ceremonial will sign to say that they agree with the Terms and Conditions.

As well as the provision of The Pack(s), some specific measures will be included as part of the development.

Walking and Cycling

4.03 Walking and cycling are the best forms of transport both in terms of individuals’ health, cost and impact on the environment. However, encouraging staff and visitors to cycle or walk is difficult due to the nature of the services being provided at the site and the high level of field staff using the site as a base. The development will however, include for the provision of safe and secure cycle and buggy parking facilities and layout of the development is designed to provide safe and attractive conditions for pedestrians and cyclists.

Car Share

4.04 Car sharing will be encouraged by directing staff to links to ESCC's car share website, Travelchoice together with any other car-share site deemed appropriate. The Travelchoice site will provide details of people working in Crowborough who are able to offer lifts or are looking for people to car share with. The website is free to join and information will be provided in the `Residents Welcome Pack'. Information of potential sharers will also be provided on staff noticeboards and the staff intranet.

4.05 Many of the staff using the site are based in the field and there are only small number permanently based, full-time at Hookstead. Due to the nature of their work, field staff will be reliant on their cars but they will still be provided with information on alternatives.

4.06 ESCC already actively encourages staff to consider alternative travel modes and runs regular initiatives to encourage cycling, walking and car sharing. The staff at Beaconwood will already be party to communications on these issues however ESCC will use the move to Hookstead as an opportunity to remind those staff relocating of the options available in the local area.

Site Management

4.07 A key issue in the satisfactory operation of the facility will be ensuring that parking does not become an issue both to users/visitors and to local residents. The Transport Statement has assessed the level of parking as being adequate however to achieve this it is essential that some control is exercised on the use of meeting rooms and the ceremonial facility.

4.08 The services provide on-site will be provided by a number of small distinct teams and whilst there will be a need for team meetings it is not envisaged that any ALL staff meetings will be held at Hookstead. There are a number of small rooms available that can host meetings for 8-10 people but any larger meetings would need to make use of the ceremonial room. The likelihood is that ALL staff meetings would be held at County Hall due to the availability of larger meeting rooms.

4.09 If however, it is necessary for an ALL staff meeting to take place at Hookstead this can only take place in the ceremonial room and that will be at a time when it has not been booked for a public function. Booking of the Ceremonial room will be controlled by Registry Services and this will ensure no clashes of uses.

4.10 When considering booking the ceremonial room for a marriage, clients will be advised on the parking facilities available in the vicinity of the site. They will be told that on–site parking is available for Saturday ceremonies but that no on-site parking will be available for weekday ceremonies and that for such ceremonies parking on Goldsmiths Avenue is discouraged and guests should be directed to the public parking facilities around Pine Grove. This will be confirmed in the written terms and conditions provided to clients.
