EXECUTIVE SUMMARY The Management Council met to discuss the 2021 General Session plan and the 2020 Budget Hearings plan. The Council also discussed additional committee meeting requests.

CALL TO ORDER Chairman Harshman called the meeting to order at 9:00 AM. The following sections summarize the Committee proceedings by topic. Please refer to Appendix 1-01 to review the Committee Meeting Agenda.

APPROVAL OF MINUTES Representative Sommers moved to approve the meeting minutes from the October 14, 2020 meeting (Appendix 1-03). The motion passed unanimously.

2021 GENERAL SESSION & SUPPLEMENTAL BUDGET HEARINGS TIMING & LOGISTICS Chairman Harshman stated that the term of the 66th Legislature will begin the first Monday of January 2021. Members have to be sworn in in the chamber of the house to which they were elected. The Chairman stated the Legislature will have to gavel in on the 12th of January and receive a message from the Governor. Director Obrecht, LSO Director, provided an overview of the Memo (Appendix 2-01) sent to Management Council. He proceeded to say we don't need to have a firm decision on when the session will continue after January 12th. He stated the Legislature could convene in May and do a quick six day session to pass a budget and come in later to do the remaining business. After public comments and Council discussions, Representative Barlow moved that the legislative leadership develop and implement a plan delaying the majority of the legislative working days of the 2021 General Session of the Wyoming Legislature until a date after the initial convening of the session on January 12, 2021 and upon approval of both houses of the Legislature (Appendix 2-05). Senator Anselmi-Dalton seconded the motion. Senator Dockstader moved to amend the motion by allowing the Joint Appropriations Committee to either meet in person or virtually and to give JAC extra days to meet. The motion passed. After roll call vote, the original motion with the adopted amendments passed unanimously. Representative Barlow moved that Management Council approve reimbursement of members of the 66th Wyoming Legislature who have made housing arrangements for the upcoming 2021 General Session in Cheyenne and who will lose nonrefundable deposits or pay cancellation fees. To receive reimbursement, members shall submit documentation of the amount of such lost funds to LSO by December 16, 2020. LSO shall reimburse the legislators for these loses from the CARES Act funds, if allowed, or if not from funds appropriated to the Legislature (Appendix 2-06). Senator Anselmi-Dalton seconded the motion. After roll call vote, the motion passed unanimously.

REQUEST FOR ADDITIONAL MEETING DAYS Director Obrecht stated the Select Committee on Capital Financing & Investments requests another meeting date to consider additional items (Appendix 3-01). Senator Landen moved a motion to allow the Select Committee more meeting days. The motion passed unanimously.

MEETING ADJOURNMENT There being no further business, Chairman Harshman adjourned the meeting at 11:30 AM.
