MINUTES OF ANNUAL COUNCL MEETING HELD ON WEDNESDAY 15th MAY 2019 at 7.30pm VENUE: CONSALL NATURE PARK VISITOR CENTRE

Present: Adrian Shufflebotham (Chairman) Stewart Bagnall (Vice Chairman) Julie Deakin (Parish Councillor) Helen Maydew (Parish Councillor) Joan Sigley (Parish Councillor) Mafhooz Ahmad (Parish Councillor) Mike Worthington (County Councillor)

In Attendance: Four members of the public.

1. Election of Chairman for the ensuing year (and declaration of acceptance of office as Chairman). Cllr. Shufflebotham was re-elected as Chairman – Proposed by Cllr. Deakin and seconded by Cllr. Bagnall. Carried. 2. Appointment of Vice Chairman for the ensuing year. Cllr. Bagnall was elected as Vice Chairman – Proposed by Cllr. Shufflebotham and seconded by Cllr. Ahmed. Carried.

3. Election of Representatives. a. SMDC Parish Assembly – Cllr. Shufflebotham and Cllr. Bagnall.

4. Apologies. Cllr. Helen Champeau.

5. Minutes of the Parish Meeting and Ordinary Meeting held on Wednesday, 17th April 2019. The minutes of the Parish meeting and Ordinary Meeting were declared as a true and correct record and were signed by the Chair and the Clerk.

6. Matters Arising therefrom. Consall Hall Estate The Clerk read out a response received from David Plant (County Highways) which said there were no highway reasons to recommend refusal of the application.

There are no dates set for the Planning Committee Meeting to discuss Consall Hall. . Cllr. Mafhooz asked Cllr. Worthington to update Consall Parish Council with any progress. Cllr. Worthington also said that an extension of time can be requested if it is needed.

7. Public Participation. Consall Hall - Discussed in ‘Matters Arising’ (6).

8. Declaration of Interest. Cllr. Shufflebotham declared an interest as the RSBP lengthsman for Booths Wood in Consall Forge.

9. Annual Review The Annual Review of the Standing Order, Financial Regulations, Risk Assessment, Asset Register, Insurance Cover and Training for Councillors was discussed. Clerk had updated all the protocols in line with SLCC and emailed to Councillors.

10. Planning Applications. a. SMD/2018/0466 Appeal by Mr Bailey – Land Adjacent to Park Lodge Farm, Folly Lane, Cheddleton. Councillors were informed of the appeal. b. SMD/2019/0178 – Mr O Whilcock, Little Blakeley Lane Farm, Blakeley Lane, Dilhorne. Proposed Development – Retention of Leek Road frontage hardstanding trip for agricultural use and the construction of calf/cattle pen at the south-eastern end of the polytunnel. Conclusion: Councillors have no objection, subject to be used for Agricultural use. c. SMD/2019/0197 – Mr J. Stonier, Land East of Leek Road, Wetley Rocks. Proposed Development: Proposed agricultural building to house, feed and lamb sheep and to store fodder and implements and new access track. Conclusion: Councillors Object - Concerns were raised about the access and scale of development for 30 sheep.

11. Lengthsman. None.

12. Accounts for the Year Ending 31st March 2019. The receipts and payments for the year ending were noted, together with the bank reconciliation. Accounts were emailed prior to the meeting.

13. Internal Audit Report and Governance Statement for Year ending 31st March 2019. The internal report was returned which was satisfactory. The Governance Statement was read out by Cllr. Shufflebotham, agreed and signed by the Chairman and Clerk.

14. Statement of Accounts for the Year ending 31st March 2019. The Statement of Accounts for the Year ending were approved and signed by the Chairman and Clerk.

15. Accounts for Payment (agreed and ratified) a. Clerks Salary - £188.46 (100303) b. Clerks Expenses - £20.00 (100304) c. BHIB Council Insurance - £179.48 (100305) d. Steve Reeves, Internal Audit - £40.00 (100306)

Clerk to contact Barclays Bank with new Signatory Mandate for Councillors.

16. Correspondence. Previously circulated via email to all Councillors.

17. Date of next meeting. The date of the next meeting will be held on Wednesday, 26th June 2019.

Cllr. Shufflebotham acknowledged his appreciations to the previous Councillors who served on Consall Parish Council.

The Chairman thanked everybody for their attendance and declared the meeting closed at 8.38pm.
