La SOCAN est confrontée au défi de s’adapter et de s’améliorer constamment afin de faire face à l’avenir et de passer à la prochaine étape. Pour relever ce défi, la SOCAN saisit les occasions qui se présentent, diversifie ses activités et améliore sa façon de servir ses membres et ses titulaires de licence. Dans le cadre de cet appel à l’action, nous profitons de cette occasion pour renseigner nos clientèles, et particulièrement vous. Notre Rapport annuel 2012 aux membres s’inscrit dams notre engagement systématique à mesurer nos activités, nos améliorations et nos résultats et à vous en faire part. L’objectif fondamental de ce rapport est de vous exposer clairement en quoi nous concrétisons notre vision, celle de relever la barre en matière de droits musicaux. Notre but est de vous informer, vous, les personnes concernées, de notre stratégie, nos activités, nos réussites, nos efforts dans l’industrie de la musique et de l’efficacité de notre gestion financière. Rapport annuel 2012 de la SOCAN 1 MESSAGE D’ERIC BAPTISTE, CHEF DE LA DIRECTION DE LA SOCAN Plus de personnes écoutent plus de musique et de façons plus différentes que jamais. La SOCAN est l’une des institutions les plus importantes de l’industrie musicale canadienne et nous sommes à la fois confrontés aux possibilités et aux défis d’une amélioration et d’une adaptation constantes. La SOCAN doit être prête à réaliser son potentiel en passant à la prochaine étape. En juillet 2012, la Cour suprême du Canada a décidé de retirer aux membres de la SOCAN le droit de percevoir des redevances sur les téléchargements. Cette décision a conduit la SOCAN à rembourser les 21,4 millions $ perçus en vertu du tarif 22A. Cet argent aurait autrement été réparti en 2012 et au début de 2013 aux auteurs, compositeurs et éditeurs de musique. Malgré la grande déception qu’a entraîné cette décision de la Cour suprême et la complexité croissante que présente l’encadrement de la musique dans l’écosystème numérique du divertissement, si nous excluons le remboursement du tarif 22A aux entreprises de distribution numérique, le revenu total de la SOCAN a progressé de 6,8 millions $, soit 2,5 pour cent par rapport à l’année précédente. Les revenus du câble ont augmenté de 8,8 pour cent à 64,3 millions $ en 2012, continuant d’être une importante source de rémunération pour les membres de la SOCAN. Les revenus de source internationale sont en hausse de 3,8 pour cent à 47,3 millions $. Les passionnés de musique sur scène ont aidé la SOCAN à engranger des revenus records de 20,9 millions $ sur les exécutions en concert, soit un progrès de 14,2 pour cent par rapport à 2011. Ces résultats reflètent l’engagement de la SOCAN à régir activement par ses licences les utilisations de musique – une source de revenus d’une importance grandissante pour nos plus de 115 000 membres auteurs, compositeurs et éditeurs de musique canadiens, qui travaillent dans cette industrie musicale en rapide évolution. La SOCAN s’efforce de veiller à ce que ceux et celles qui créent et publient de la musique soient rémunérés équitablement pour leur talent et leur travail acharné. Nous continuons – et nous continuerons – à nous battre pour leurs droits légaux ici au Canada et à l’étranger grâce à des politiques proactives concernant les principaux marchés des talents canadiens. En matière de répartitions, excluant la hausse soudaine et unique de la répartition des arriérés sur la radio et les sonneries téléphoniques en 2011, et dans une juste comparaison, les répartitions aux auteurs, compositeurs et éditeurs de musique en 2012 ont progressé de 5,2 pour cent par rapport à 2011. Sur chaque dollar que la SOCAN apporte, 85 cents sont allés aux auteurs, aux compositeurs et aux éditeurs de musique. Comment avons-nous maintenu nos résultats et comment continuerons-nous de réussir malgré les défis de l’industrie? 2 Rapport annuel 2012 de la SOCAN L’une des façons est notre alliance probable avec l’Agence canadienne des droits de reproduction musicaux (CMRRA) et la Société du droit de reproduction des auteurs, compositeurs et éditeurs au Canada (SODRAC). Cette alliance est un développement enthousiasmant qui nous permettra de profiter de nouvelles occasions à l’avenir, en diversifiant notre portefeuille d’offres à nos membres. Nous pourrons ainsi vous proposer plus de services, avec plus d’efficacité, plus de compétence et plus de valeur ajoutée. Une autre façon d’affronter l’avenir est d’investir dans la nouvelle technologie de l’information : particulièrement, le système BEST, « Les meilleures solutions d’entreprise de demain ». Il s’agit d’un système technologique conçu pour surveiller, calculer, percevoir et répartir les redevances plus rapidement, plus exhaustivement et plus précisément que jamais. Nous ne sommes qu’à quelques jours du premier déploiement de cette technologie, alors que le système complet devrait être en fonction dès 2016. Le système BEST promet de répondre non seulement à nos exigences actuelles mais également à celles que nous anticipons pour l’avenir. Il nous offrira la puissance nécessaire pour gérer les centaines de millions de micro-transactions qui surviennent dans notre écosystème numérique en ligne. Sur les 5 millions $ et plus de nouvelles entreprises qui ont fait leur apparition en 2012, les sites Web de diffusion audiovisuelle continue comportent une forte proportion de nouvelle musique ayant une valeur réelle pour les membres de la SOCAN. Compte tenu de ces développements, la SOCAN a négocié en mars 2013 un accord de licence avec YouTube. Bien que les redevances perçues devraient être modestes au début, cet accord établit un précédent qui ouvre la voie à des paiements croissants dans le futur. LA SOCAN améliore aussi son efficacité au travail en cherchant constamment à alléger son organisation tout en étant plus productive. C’est aujourd’hui une attitude systématique à la SOCAN, alors que nous nous efforçons toujours d’obtenir une valeur optimale pour ce que nous dépensons.     Shine a Light: Surveying Locality, Independence, and Digitization in Ottawa’s Independent Rock Scene by Michael Robert Audette-Longo A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Cultural Mediations Carleton University Ottawa, Ontario © 2016 Michael Audette-Longo ii Abstract This dissertation examines the articulation and reconfiguration of locality in Ottawa's independent (indie) rock scene. It argues that styles of producing and relating to indie music that have been traditionally embedded in local scenic activity and practices of “do it yourself” (DIY) have been translated into more ubiquitous, quotidian, and valuable metadata and labour that organizes and powers the operations of disparate digital media sites, including digital music services like Bandcamp, CBC Radio 3, and Wyrd Distro. This argument is developed through closer analyses of the following case studies: the entrepreneurial strategies and musical focuses of Ottawa-based independent record labels Kelp and Bruised Tongue Records; scene-bound media like zines, blogs, music video and campus/community radio; the re-articulation of local regions as metadata that organize the search and retrieval functionalities of the digital music streaming services CBC Radio 3 and Bandcamp (a particular iteration of local regions I dub the “indexi-local”); and the concurrent incorporation of DIY labour and reconfiguration of the business of independent music evident in the digital music retailers Bandcamp and Wyrd Distro. This project contends that in the midst of digitization, the media sites, entrepreneurial strategies, and subcultural practices traditionally folded into the production of independence in local indie music scenes persist.
