Specifically, these patterns have led to the development of several water transfer projects in the country. The spatial and temporal variations in the rainfall over India has led to denotation of water ‘surplus’ and water scarce river basins in the country. The project for interlinking the rivers in India aims at transferring water from water ‘surplus’ to the water scarce basins. The river Kosi, often referred to as the ‘Sorrow of Bihar’ ha surplus amount of water and creates devastation in Bihar state during the floods. Therefore, the Government of Bihar has an ambitious plan to link its rivers and tame the Kosi river. The Kosi – Mechi link canal project is proposed as a relief to the problems experienced by the state. The implementation of Kosi – Mechi link canal project will overcome the acute problem of shifting of course of Kosi river, heavy sediment load, flooding etc. -

Chapter I Historical Geography and Demography of Colonial Northern Bengal The present chapter seeks to historicize the geographical transformations and ecological vulnerabilities during the colonial periods in northern Bengal. The chapter also intends to explain the demographic transformations of northern Bengal shaped by the environmental factors and natural disasters occurred during the period of the study. Apart from the geographical and demographical changes the chapter will also focus on the political construction of the northern Bengal districts which had gone through several territorial and administrative adjustments and transfers of lands among each other even in the first half of the twentieth century. In order to analyse the geographical characteristics, the river system, change of river course and formation of new lands seemed to be the most decisive factor for the geographical construction of the region. Northern Bengal had a great variety of topographical structures which extended from the Darjeeling Himalayan ranges to the riverine inundated agricultural tracts. Niharranjan Ray, while describing the northern boundary of Bengal, has argued that the north of Bengal is bounded up by the Sikkim and the snowy Himalayan peak of Kanchenjungha below which there are Jalpaiguri and Darjeeling districts.1 The districts of Jalpaiguri, Darjeeling and the State of Cooch Behar were overwhelmingly populated by the hilly tribes viz. Lepcha, Limbu, Koch, Rajbanshi, and Bhutia; and the north-eastern boundary in the ancient time was extended up to the Brahmaputra river which demarcated the eastern and western boundary of Pundrabardhan and Kamrup State respectively.2 H. The baseline study of IFRP has been conducted at four fl ood-prone communities of Nilphamari and Lalmonirhat and the study report has documented the scenario of the communities by identifying different issues of climate change, disaster risk, resilience, WASH, health, shelter and livelihood. The fi ndings of the baseline study report will be helpful to measure the progress of IFRP as well as to successfully implement the program. -

Ltd., Mumbai, India PREFACE At the superficial level, relations between India and Bangladesh seem to be sailing through troubled waters. The failure to sign the Teesta River Agreement is apparently the most visible example of the failure of reason in the relations between the two countries. What is apparent is often not real. Behind the cacophony of critics, the Governments of the two countries have been working diligently to establish sound foundation for constructive relationship between the two countries. There is a positive momentum. There are also difficulties, but they are surmountable. The reason why the Teesta River Agreement has not been signed is that seasonal variations reduce the flow of the river to less than 1 BCM per month during the lean season. This creates difficulties for the mainly agrarian and poor population of the northern districts of West Bengal province in India and the north-western districts of Bangladesh. There is temptation to argue for maximum allocation of the water flow to secure access to water in the lean season. -

Gorumara National Park (GNP), Buxa Tiger Reserve (BTR) (Jayanti/Jainty range) and Rasik Beel Wetland Complex (RBWC) during 2nd No- vember and 14th November 2008. A total of 117 bird species belonging to 42 families were recorded during the present short span study. The highest bird diversity was recorded in GNP with 87 bird species, followed by RBWC (75) and BTR (68). The transition zones between GNP and BTR, BTR and RBWC and GNP and RBWC were represented by 51, 41 and 57 common bird species, respectively. A total of 36 bird species were recorded in all three study sites. This diverse distribution of bird species was reflected in the study of diversity indices where the highest Shannon–Wiener diversity index score of 3.86 was recorded from GNP followed by RBWC (3.64) and BTR (2.84). The similar trend was also observed for Simpson’s Dominance Index, Pielou’s Evenness Index and Margalef’s Richness Index. -

Chapter 2 STUDY AREA . STUDY AREA An important inclusion in the National Parks family, Gorumara National Park (GNP) is famous for its prestigious inhabitant one-horned great Indian Rhino. This is one of the last few small pockets in Eastern India harboring natural population of Rhinoceros unicornis L., along with other mega and majestic herbivores like Indian Elephant, Gaur or Indian Bison and is covered with rich vegetation. GNP had been a wild land sanctuary (Vide notification no. 5181-FOR, date: 02.08.1949) and a reserved forest since 1895 (notification no. 3147- FOR, date: 2nd July, 1895 with corrections later on), under the Indian forest act (VII of 1878). Formerly, an area of 2129 acre was first declared as Gorumara Wild Life Sanctuary (GWLS) vide Gov. Notification no. 5181-For, date: 02.08.1949. Subsequently, the notification under the Wildlife (protection) act, 1972, [vide no. 5400- For, date: 24th June, 1976] covering a total area of 8.62 sq km declaring the area as GWLS. In 1994, with Govt. notification no. 319_ For, dated 31st January, 1994 was issued with the intention of declaring the area as GNP, with major extension of the existing GWLS and now it covered a total area of 79.99 sq km. On 21st November, 1995, following a reorganization of the forest directorate of West Bengal, the total area of the GNP, curved out of the Jalpaiguri forest division was handed over to the Wild Life Division – II under the Conservator of Forest, Wild Life Circle [vide GOV. of West Bengal notification no. 4983- For, date 25th September, 1995]. -
