VALE OF AYLESBURY LOCAL PLAN P18/305 There were no updates. 9. The Planning Committee AGREED that should residents request to see smaller plans they could come in to the Clock Tower to look at hard copies or view them on a lap top, but regarding larger applications an IT facility could be made available at future Planning Meetings if prior notice was given by members of the public. 10. DEVELOPMENT MANAGEMENT MEETINGS P18/307 It was NOTED that the next AVDC Development Control Meeting would be held on 4th April 2019 at 1.00pm 11. CLERK’S REPORT INCLUDING HISTORY AND CORRESPONDENCE 18/308 Planning Application 18/04288/APP. MUGA at Chiltern Way Academy Further to WPC’s request to defer making a decision until a bat and badger survey had been received, the Council's ecologist has now been provided with the information and has raised no objections subject to conditions. The Assistant Clerk (JE) asked the Planning Committee for their comments so she could forward them to AVDC Planning and advised the Committee that both the reports and comments can be found on line. 18/309 Breach of planning laws in an AONB at Berryfield Farm, Cobblers Hill, Wendover HP22 6QD A concerned resident had contacted the Chiltern Conservation Board, AVDC Planning, Councillors and Rt Hon David Lidington regarding a site in the AONB that was being used by multiple mobile home owners at Cobblers Hill. An unannounced visit was requested as the Enforcement Officer had made a visit last year, but as notification had been given the mobile homes were moved only to return the next day. Since then the resident advised that an area of multiple hard standing had been built on the site without prior planning. Cllrs Bowles was made aware of this at the Full Council Meeting on 5th March 2019 and had asked Cllr TW to forward him all correspondence in relation to this so he could take appropriate action. - 56 - 18/310 19/00231/APP - 12 The Paddocks Communication had been received from AVDC Planning Office stating that the agent for the application had provided some amended plans on 05/03/2019 which the Officer hoped would address the parishes concerns. WPC were requested to view the amendments and provide an update of their comments to AVDC. 18/311 New Consultee Access Demonstration AVDC have notified all Parishes that they would be changing their external public/consultee portal and have invited WPC to a meeting to demonstrate it on 25th March 2019 at The Gateway AVDC between 5.30pm and 6.15pm. The Assistant Clerk JE has already registered her attendance and it was AGREED that Cllr SB would attend in place of Cllr RD. 18/312 2 Dobbins Lane, Wendover – Erection of Portacabin in Front Garden For Dog Breeding A number of residents have reported that the tenants of 2 Dobbins Lane, have erected a high fence and gate around the front garden and placed a Portakabin next to the front fence. It was thought the tenant was running a dog breeding business. The Assistant Clerk Jane Ellis has reported this to the Enforcement Office at AVDC and had received an email from them stating that they are already aware of this. 12. MATTERS OF REPORT P18/313 Consultation on PL/18/3884/FA - Hunts Green Farm Kings Lane The Lee Buckinghamshire HP16 9LX The Lee Parish Council had advised the Chairman of WPC (TW) that the planning application for the partial re- siting of the temporary spoil heap at Hunts Green and the reduction in the size of the bunds was finally out for consultation. This application comes as a result of extensive petitioning by The Lee Parish Council, local residents and others as the HS2 Bill passed through Parliament. The proposal affects land in The Lee, Gt Missenden and Wendover Parishes (i.e. CDC and AVDC). Cllr TW of WPC had advised District Councillors as the concern was how it would affect Wendover if the spoil heap fell within the WPC boundary. AVDC had replied stating that the application had been returned by them as invalid as there was insufficient information provided which is why it was not appearing on the planning portal. It was requested by the Chairman of the Planning Committee (RD) that this be discussed in more detail at the next planning meeting on 2nd April 2019. CLOSURE OF MEETING P18/314 As all business was complete, the meeting was closed at 7.25pm. Signed by: Date: 20th March 2019 - 57 - .

It will be valid until 2033. A Neighbourhood Plan is only concerned with land use and development, not community facilities directly, although it can be used to propose detailed actions and use of S106 agreements by directing funding as suggested during the evidence gathering. This Plan is not intended to simply restrict or prevent development occurring in the Parish, but will focus the local Planning Authority’s attention on the wishes of us, the residents, in the development of Wendover. It will serve as an aide to help developers focus on the requisites for successful and appropriate development, sympathetic to our Parish, the history and setting within the Green Belt and Area of Outstanding Natural Beauty.

Introduction Purpose of the document This Fact Pack document was initially produced in 2010 to help inform the parish council about the characteristics of their parish for the ‘community view’ consultation. This consultation was undertaken early on in the preparation of the Vale of Aylesbury Plan as part of a bottom up approach embracing localism and aiming to get local communities more involved in the planning process. The parish council were asked to consult with their community on the following: The level of future housing and/or employment development up to 2031, including specific types of homes, employment and other development The location, sizes and phasing of development The types of infrastructure (social, community, physical) needed to enable development, including where it should be located Any other issues relating to planning and development This Fact Pack document has also been used to support the Vale of Aylesbury Plan Settlement Hierarchy Assessment. This forms part of the evidence that classifies settlements into different categories, where different levels of growth are apportioned to over the next 20 years. The document also forms part of the background work relating to Neighbourhood Plans as well as the production of the Vale of Aylesbury Plan.
